In order to measure the performance of resources in a port container terminal, we conducted a state transition network simulation to model various equipment processes. The processes that container cranes and transfer cranes perform are idle, wait, move, and work. Vehicles perform idle, wait, empty travel, and full travel. Because cranes, vehicles, and vessels are movable entities and all equipment is classified as either a customer or server, we separated the various stages of the process based upon the state transition network To validate the simulation results, a real system was used to illustrate the use of various measurements using the state transition network

This paper aims to introduce budgetary accounting system for not-for-profit organizations related to maritime and fishery in Korea Especially, these not-for-profit organizations related to maritime and fishery should design and maintain the original accounting systems because they have some objectives and activities of organizations different to for-profit organizations. Currently, while the accounting for not-for-profit units is difficult to understand, this case study of budgetary accounting system for not-for-profit organizations related to maritime and fishery as KSSIT may be great help to them by reflecting all administrative activities of these units and offering objectively and fairly financial position and phase or operating results. This paper concentrate primarily upon this subject about double-entry accounting system to be introduced in order to improve budgetary systems of not-for-profit organizations. These units are governmental organizations as public corporations and bodies corporate and politic. Therefore, not-for-profit organizations related to maritime and fishery should be applied to regulations of the Governmental Accounting Standards Board. GASB has the authority to establish standards of financial reporting for all units of government. With conclusion, this paper reviewed a case of double-entry system for budgetary accounting, and examined a process of financial reporting in not-for-profit organizations. Through this paper, the comprehensive understanding of budgetary accounting system for not-for-profit organizations as KSSIT would be promoted.

Recently, port development has been actively in progress through a private investment project. Incheon North Port functions as an auxiliary port for Incheon Port to solve its chronic demurral and freight congestion and to treat materials such as wood, iron material, feed materials. Service charges is one of important factors in the port choice to treat general goods. In general, service charges can be calculated by two methods such as cost accounting method and market price method. This study will review the characteristics of the Incheon North Port (berth 3), which is under the progress of the private investment project and estimate the reasonable service charges for general goods on the basis of market price. This will help a concessionaire to maximize the operation efficiency.

The total tug capacity needed for berthing/unberthing operations of a ship may vary depending on the ship's type, size, loading conditions, and environmental circumstances. Traditionally, total tug capacity is determined based on the local guidelines of port authorities or on the rule of thumb. However, the social demands for the enhancement of ship safety at harbor and the economical demands for the cost-effectiveness of tug usage makes it necessary for port authorities to develop more reasonable and detailed guidelines on tug usage which takes various conditions into account. In this paper, the method to estimate the optimum tug capacity of VLCC is suggested by considering various ship conditions such as its size, loading conditions, and environmental circumstances including wind, wave, tidal currents, and geographical characteristics of a terminal. This method is applied to the VLCC terminal located in Gwang-Yang harbor of Korea and the results are compared with the local guidelines of the harbor, which shows that there may be a room for the amendment of local guidelines on tug usage.

Introduction of wave model, considered the effect of shoaling, refraction, diffraction, partial reflection, bottom friction, breaking at the coastal waters of complex bathymetry, is a very important factor for most coastal engineering design and disaster prevention problems. As waves move from deeper waters to shallow coastal waters, the fundamental wave parameters will change and the wave energy is redistributed along wave crests due to the depth variation, the presence of islands, coastal protection structures, irregularities of the enclosing shore boundaries, and other geological features. Moreover, waves undergo severe change inside the surf zone where wave breaking occurs and in the regions where reflected waves from coastline and structural boundaries interact with the incident waves. Therefore, the application of mild-slope equation model in this field would help for understanding of wave transformation mechanism where many other models could not deal with up to now. The purpose of this study is to form a extended mild-slope equation wave model and make comparison and analysis on variation of harbor responses in the vicinities of Ulsan Harbor and Ulsan New Port, etc. due to construction of New Port in Ulsan Bay. We also considered the increase of water depth at the entrance channel by dredging work up to 15 meters depth in order to see the dredging effect. Among several model analyses, the nonlinear and breaking wave conditions are showed the most applicable results. This type of trial might be a milestone for port development in macro scale, where the induced impact analysis in the existing port due to the development could be easily neglected

Continuous depth data are often required in applications of both onboard systems and maritime simulation. But data available are usually discrete and irregularly distributed. Based on the neuron network technique, methods of interpolation to the charted depth are suggested in this paper. Two algorithms based on Levenberg-Marquardt back-propaganda and radial-basis function networks are investigated respectively. A dynamic neuron network system is developed which satisfies both real time and mass processing applications. Using hyperbolic paraboloid and typical chart area, effectiveness of the algorithms is tested and error analysis presented. Special process in practical applications such as partition of lager areas, normalization and selection of depth contour data are also illustrated.

In this paper, a tracking algorithm for autonomous navigation of automated guided vehicles (AGVs) operating in container terminals is presented. The developed navigation algorithm takes the form of a federated information filter used to detect other AGVs and avoid obstacles using fused information from multiple sensors. Being equivalent to the Kalman filter (KF) algebraically, the information filter is extended to N-sensor distributed dynamic systems. In multi-sensor environments, the information-based filter is easier to decentralize, initialize, and fuse than a KF-based filter. It is proved that the information state and the information matrix of the suggested filter, which are weighted in terms of an information sharing factor, are equal to those of a centralized information filter under the regular conditions. Numerical examples using Monte Carlo simulation are provided to compare the centralized information filter and the proposed one.

In this study, we focus on the submerged plate built into the Very Large Floating Structure with the partial openings of 5m long, which enables the reverse flow of incident wave to generate the wave breaking. The purpose of this study is to investigate the characteristics of wave exciting forces acting on the submerged plate. Firstly, we have carried out the extensive experiments to understand the characteristics of the wave exciting forces. Then we have performed the numerical simulations by applying the Marker and Cell method and compared with the experimental results. We discuss the validity of MAC method and the effects of the submerged plate on the motion of VLFS.

FPSOs are commonly proposed and used for offshore oil production. Due to the fundamental requirement of FPSOs to remain moored at their location, they are unable to avoid severe weather. FPSOs normally operate head to the weather, and sensitive equipment located near the bow will be susceptible to green water damage. Damage may occur to both equipment and superstructure, with resulting risk to personnel. To initially access green water is allowed by the physical understanding of green water events. In this paper the main focus is put on the physical phenomena of green water accounted for with the tested data in regular waves.
