Optimum Ship Routing can be defined as 'The selection of an optimum track for a transoceanic crossing by the application of long-range predictions of wind, waves and currents to the knowledge of how the routed vessel reacts to these variables'. This paper treats the methodology how to solve optimum ship routing problem by network modeling and reveals the validity of the network model by some numerical experiments.

In the recent years, major ship registers have demanded improved safety on the hull stress of large bulk carriers which are on navigation or cargo handling in harbour. Under these circumstances, a system that monitors hull stress and ship condition is being more and more important. If efficient and appropriate navigational information is given, safety of navigation would be greatly improved. The major ship registers of the globe are investing a great effort on the development of a system that monitors the hull stress of ship. Using this system, information of hull stress and ship motion is given to the users and also the data is stored on the external data storage system simultaneously. Through this study, a software that monitors hull stress was developed. Not only can randomized input-data of the standard hardwares be applied to the system, but also this system can be operated on and applied to real hardware systems.

Radar is an indispensible equipment in all vessels under way. In Korea there are many fishing net buoys near the coast, which causes an enormous threat to safe navigation because it is very difficult to detect the buoys by radar due to their small radar cross section. In this study RTE(Radar Target Enhancer) was installed on the fishing net buoy and its echo was analysed carefully. The results showed the possibility of wide detection of targets, especially small targets such as fishing net buoys, navigation buoys and etc.

This study aims to develop the information service system of integrated seakeeping performance for seagoing vessels. It has been successful in developing the intended system which has made possible to provide the following functions and capabilities: ⦁ immediate computation of the dynamic motions of a ship against the present and future weather conditions; ⦁ evaluation of the integrated seakeeping performance of a ship on a real time basis and providing the navigators with the seakeeping informations on the spot enabling them to take the most appropriate countermeasures; and ⦁ supporting the navigators in the selection of a safe sailing route by providing the integrateseakeeping performance.

이 연구는 자연조건, 지형조건, 시설조건 및 다른 선박과의 상대적 위치 관계 등의 특정한 운항환경에서 조선자가 갖는 심리적 부담을 계량화하고, 이를 통해 해상교통의 안전성을 평가하는 환경스트레스 모델을 적용하여 부산항 접근수역의 현행 통항분리방식과 선행 연구에서 제안한 원형분리대방식에 의한 해상교통의 안전성을 상호 비교하여 그 타당성을 검증하고자 한다.

실제운송인은 해상물건운송 법률관계의 특수한 주체이다. 함부르크 규칙은 실제운송인 제도를 설립하였다. 중국해상법은 함부르크 규칙을 참조하고 실제운송인 제도를 도입하여 제4장에서 실제운송인에 관하여 규정하고 있다. 그러나 실제운송인에 대한 법리 해설과 사법실무에는 문제가 많이 생긴다. 본 논문은 중국해상법상 실제운송인의 의의, 실제운송인의 인정, 실제운송인의 책임에 관하여 연구하고자 한다.

As a matter of fact, the document which has been developed to resolve the obvious conflicts between the interests of buyer and seller is the bill of lading. The bill of lading provides the seller with some security against default by the buyer and the buyer with some assurance of performance of the seller before the buyer is required to make payment. So to speak, the B/L provides some extent protection for both seller and buyer. This is a study on the construction of Liner Bill of Lading(Code name : CONLINEBILL) adopted by BIMCO(The Baltic and International Maritime Conference) and is using a basic bill of lading in the liner ship's operation. In this study, the writer makes a wider and deeper study of rights and obligations of Contract Parties by means of the rules of construction, specially focusing the Carrier's liability under Carriage of Goods by Sea Act 1971(COGSA 1971), Hague-Visby Rules and Korea Commercial Law.

The aim of this study is to examine opinions discussed on the structure of the PA between MOMAF, Pusan city and Inchon city by analysing and reviewing the reports and debates with the Promotion Committee. In addition, this paper is to find out the reasons why they have different views and opinions over the establishment of PA and to analyze how such conflicting opinions will influence on future operation in the PA. On the bases of the above research, this study suggests a more rational proposal to establish the PA not from the result of the negotiation between the interested parties, which have involved in the process of establishment of the PA, but from the viewpoint of principles.

This study seeks an alternative of government personnel system that may help maritime administration better enhance specialization of government administration. Discussions are focused on government job classification system and appointment system, which may be most effective as the means to enhance specialization of government officials. And the discussions are aimed at developing alternative systems that should be appropriate in coping with rapidly changing environments and the needs for marine expertise.
