In some cases a towing vessel and her tow, a fishing boat, and a vessel at anchor have a priority against a general power-driven vessel underway in the application of collision rule. This article aims at suggesting a practical guide for the construction of the meaning of a vessel engaging in fishing, a vessel engaged in towing operation such as severely restricts the towing vessel and her tow in their ability to deviate from their course and a vessel at anchor, which are permitted to have the above priority. The construction of the application of the collision rule on the above vessels is supported by the decisions of MAIA and the judgment of civil courts.

In the recent past, maritime safety research has been applied primarily to technological requirements and progression of regulations on standards of safety from which the ISM Code has resulted. Despite the engineering and technological innovations, significant marine casualties continue to occur, which indicates that human factors are an area requiring more focused attention. This paper aims to study the clear concept and its details of human factors in ship operating system through the investigation of researches presented so far. The purpose of studying human factors is to identify how the crew, the owners, the classification societies, and the regulatory bodies can work together to sever the chain of errors which are associated with every marine casualty. The human factors in ship operating system may be defined as the study and analysis of the interaction between the operator and system variables composing the system, most importantly the procedures and the crew and management follow.

To ensure ship's safety and preserve the marine environment from ship, IMO(International Maritime Organization) has been making much efforts. Nevertheless there are still many possibilities threatening ship's safety and the marine environment. Many vessels navigate at sea in lack of standard required by the International Convention relevant to ship's safety and the protection of marine environment. Even though the administration is responsible for perfect and continuous control for safety of ship, it cannot has jurisdiction over ships hoist its flag reasonably at all times. So the Port State has strengthened the Port State Control(PSC) activity as one step of eliminating sub-standard vessels. In the light of the fact that mentioned above, this study deals with PSC activity in Korea and port of Pusan. Total 582 ships, inspected in port of Pusan from 1st January 1998 to 30th September 1999, were analyzed in various aspect and extracted results as follows : \circled1 The inspection rate in Korea was much lower than the other states taking part in Tokyo MOU, \circled2 For flag state, the ships belong to flag of convenience(FOC) had much more deficiencies than non-convenience flag ships, \circled3 For ship type, 39 number of general dry cargo ship were detained at Pusan with serious deficiencies, \circled4 For deficiency item, the items such as life saving appliances, safety in general, navigation, load lines and fire-fighting appliances were occupied over 71.7% of total number of deficiencies, \circled5 In Asia-Pacific region, Korea was one of flags with detention percentages exceeding 3-year(1996~1998) rolling average detention percentage. Average detention rate of Korean vessels was 6.73% which was over 0.24% of average detention rate(6.49%) in Asia-Pacific region. These results may reflect to improve the performance of PSC inspection for foreign vessels and are useful for preparing PSC inspection for ocean-going ships registered in Korea.

This paper aims at developing an integrated fleet management support system for industrial carriers who usually control the vessels of their own or on a time charter to minimize the cost of shipping their cargoes. The work is mainly concerned with the operational management problem of the fleet owned by a major oil company, a typical industrial carrier. The optimal fleet management problem for the major oil company can be divided into two phase problem. The front end corresponds to the production operation problem of the transportation of crude oil, the refinery operation, and the distribution of product oil to comply with the demand of the market. The back end is to tackle the fleet scheduling problem to meet the seaborne transportation demand derived from the front end. Relevant optimization models for each phase are proposed and described briefly. Then a user-friendly integrated fleet management support system is built based on the proposed optimization models for both ends under Windows environment. A case study reflecting the practices of fleet management problem for the major oil company is carried out by using the system.

Container terminal productivity is a critical factor for both the terminal operator and liner companies. For the former it is a determinant factor of the competitiveness and profit of terminal, and for the later it is one that determines ships' tern round time and hence ships' operation costs. The concept and measures of productivity are however not well defined and unified throughout terminals in the world. This paper therefore deals with the empirical study on the evaluation of container terminal productivity. It first clarifies the concept of terminal productivity, and secondly based on the actual data on container terminals in and outside Korea, productivity is evaluated and compared. Finally, problems hampered efficient operation of Korean terminals are derived, and several comments are suggested for solving them.

This paper is concerned with the experimental analysis of EOW(End-of-Week) rollover. The GPS EOW Rollover happens every 20 years. Because GPS time, counted in weeks, started counting Jan. 6, 1980, the GPS week will rollover from week 1023 to 0000 at midnight between Aug. 21 and 22. This is significant because it is the first EOW rollover since the GPS constellation was established and it could be interpreted as an invalid date in receivers that were not designed to meet GPS specification. We analyzed GPS data of the noncompliant receivers and the compliant receiver. It was concluded that all receivers had not serious problems during or after the rollover.

Generally, though we use the vision sensor or arc sensor in welding process, it is difficult to define the welding parameters which can be applied to the weld quality control. Especially, the important Parameters is Arc Voltage, Welding Current, Welding Speed in arc welding process and they affect the decision of weld bead shape, the stability of welding process and the decision of weld quality. Therefore, it is difficult to determine the unique relationship between the weld bead geometry and the combination of various welding condition. Due to the various difficulties as mentioned, we intend to use Fuzzy Logic and Neural Network to solve these problems. Therefore, the combination of Fuzzy Logic and Neural network has an effect on removing the weld defects, improving the weld quality and turning the desired weld bead shape. Finally, this system can be used under what kind of welding recess adequately and help us make an estimate of the weld bead shape and remove the weld defects.
