The master of ship is always authorised to perform whatever acts are ordinarily necessary for the safe and proper prosecution of the voayge with regard to both ship and cargo. In other words, when a ship is away from her home port, where her business was managed, the master generally carried the owner's authority, and ordinarily he had power to enter into engagements, on their behalf, for carrying goods in the ship, or for letting her service, provided those engagements were consistent with the usual manner of employing her adopted by the owners. Accordingly he has always to decide onboard for an adequate applying of statutory law and cases whenever he acts. But the master would appear to have no such autho-rity where he can communicate with the owners without difficulty as, now-a-days, he nearly always can. This paper, therefore, intend to review some guidance of his authority in accordance with the Korean Code of Commerce as well as precedent based on it. The paper is also simply to place at the disposal of young shipmasters and those who aspire to command some legal information concerning limit of master's authority away from vessel's home port through legal commentation on the precedent, which may assist them to a better understanding of the many problems they may be faced with in the course of their ca-reers. In order to make an efficient study of legal structure concerned for shipmaster's authority, several up-to-date precedents are selected and described herein by writer's opinion for preventing unreasonable legal dispute in this field before courts in future.

This study describes the accuracies of position fixes observed by the DGPS systems for the purpose of obtaining the utility basic data in the fishery and oceanography observation field. The circling sail experiments around a reterence point using the DGPS were made in water level point of National Fisheries University of Pusan and on the sea in Yongho day located on the southeast of that university. The main results are as follows ; 1) The number of the usable satellites in position fixing were all eighteen, SV 2, 3, 11-21, 23-26 and SV 28 etc. Each satellites could be observed for average seven hours a day, and position fixing was found to be always possible except about thirty minutes a day. 2) In the standard fixed position, the radius of 95% probability circle and the shifted distance between the position fixes by the DGPS and true position were respectively 5.7m, 0.9m. In the above case those of ordinary GPS was respectively 48.8, 54.2m. Therefore, the accuracy of the position fixes by DGPS was shown much higher the ordinary GPS. 3) At land, the shifted distance between the center of traces in the circling sail experiment of 15m ra-dius by DGPS and the reference position amounted to 5.5m and observed radius of circling traces was 17.5m. other than 15m. At sea, that distance the center of traces in circling experiment of 20m radius by the DGPS and the reference position amounted to 3.6m and observed radius of circling traces was 19.7m, other than 20m. Therefore, the utility of the circling experiment to obtain the accurate position fixes by the DGPS was found to be very high.

The economy of Korea has grown up significantly in its scale. It has, therefore, become imperative to develop countermeasures to prevent work related injuries and occupational illnesses resultining from haza-rdous working conditions and handling harmful substances. A lot of cargo handling accident in port have occurred due to the characteristics of poor working environment, diversity of working place and method, fluctuation of the amount of cargo and handling of heavy, long, harmful and dangerous cargo, etc. According to '91 industrial accident analysis carried out by the ministry of labour, the number of the stevedores injured by cargo handling accident in port were 1, 432 persons (the death accident : 22 per-sons), the amount of industrial accident compensation in port was 6.7 billion won (the amount of economic loss : 33.6 billion won), and the injury occurance rate of the stevedoring industry was higher than that of the whole industry. This paper, therefore, aims to the actual status of the stevedoring industry and to extract the main cau-ses of the accidents related to cargo handling in port through factor analysis using the data of the accide-nts in the whole habour from 1990 to 1992, and to suggest the countermeasures to prevent such accident. The main causes of the accident and countermeasures are found to be as follows through the factor analy-sis : Factor1, factor2, and factor3 related to a defect of human being and management, a defect of state and environment, and an insufficiency of education and law are extracted. The short-term countermeasures to prevent these accidents are 1) to consolidate the safety and health organization in the working spot, 2) to secure a safe condition in working spot before dock work, 3) to strengthen a dock worker's safety educa-tion. The long-term countermeasures are 1) to promote a decasualisation of dock workers, 2) to modernize the cargo working methods through constructing exclusive pier and introducing exclusive cargo handling equipment, 3) to establish a exclusive dock accident prevention organization and the dock workers law. Factor 4, factor5, factor6, and factor7 related to an unfitness, a deficiency of technical knowledge, a nonfu-lfilment of safety measures, and a bad arrangement are extracted. The countermeasures to prevent these accidents are 1) to perform a complete safety inspection of cargo handling equipments and tools and to carry out the dock work according to a working plan, 2) to publish and supply technical safety books, safety instruction book, safety check list, etc., 3) to strengthen the safety patrol at the working spot in habour and to activate a safety fund, 4) to maintain always a clean workshop with the safety consciousness in which the good arragement of the working spot is considered to be the beginning of safety.

In harbour the practical shiphandlers should have a expert knowledge of systematically reducing head-way and keeping ship's positions to the final position with confidence and under control. But now in the practical approaches we do not have any special maneuvers of controlling the ship effi-ciently regarding the headway and approaches except some existing reduction of speeds according to the Weight-to-Power Ratio, use of astern power and Rudder Cycling. Consequently this study put Woo's Super Rudder Controlling originally developed by Captain Woo, Ph. D. to practical use as a special maneuvers in the port approaches. The conclusions of this paper are drawn as follows : 1) Optimum standard and desirable controls in combination of three engine speeds with three yaw ang-les were proposed for the practical shiphandlers, 2) According to simulation of the pilotships the Super advances are 10.5 ship lengths for Full full full maneuvers, and 7.9 ship lengths for Full half maneuvers approximately, 3) Approach maneuvers to anchorages by trying Woo's Super Rudder Controlling saved about 30% of total standby time in comparison with the existing Weight-to-Power Ratio maneuvers in the Pusan and Kwang Yang ports.

The goal of this research is to get a measuring system for absorption characteristics over the frequency band with 30MHz to 1, 000MHz concerning the ferrite electromagnetic wave absorbers, for example, grid-type and sintered flat type, etc. It is, however, very difficult to measure the absorption characteristics as in low frequency as in 30 MHz. In this research, therefore, we propose a standing wave method using parallel striplines, fabricate the measuring system, and measure the characteristic of ferrite microwave absorbers using the proposed mea-suring system.

In connection to the design of high speed vessels, the numerical simulation is carried out to make clear the property of flows and breaking phenomena around the catamaran. It is because the bradking phenome-non is closely related to the free-surface turbulent flow. The free-surface wave and transverse velocity vectors are calculated around the twin and demi hull of the catamaran. Computed results are applied to detect the appearance of sub-breaking waves around the hull. The critical condition for their appearance is studied at two Froude numbers of 0.45 and 0.95. The nu-merical analysis shows that the breaking is more serious near the twin hull rather the demi hull. To simu-late the flows, the Navier-Stokes solver is invoked with a free-surface. The computation is made only in half a domain because it is symmetric in the shape.
