As far as transportation problems are concerned, the minimization of transportation cost is the most prevailing object. But in some cases, the cargo delivery time is the utter problem rather than the cost. For instance, we may imagine the case that the delivery of the construction materials is delayed behind the schedule and this makes the construction cost increased because of idle time of other materials and man power, in addition to the indemnity. Therefore the allocation of ships, in marine transportation which is now the main route of overseas trade, to the needed area on the required time is to be appropriately performed. However, there are several restrictions for cargo delivery to meet the demand, such as ship's size, number to be employed and cargo handling capacity of the ports, etc. And there are some other factors to be considered, that is, the degree of necessities of commodities, on their kinds, amount, and the time of arrival, etc. This paper deals with the problem of optimum allocation of ships emphasizing the cargo delivery time adopting Linear Programming technique with those cargo delivery restrictions and factors transformed by introducing the multi-speed conception, the conversion of multi-commodity to a single commodity, allowable delivery time, weight penalty number and nominating priority. This paper presents a case of optimum allocation of ships in the light of cargo delivery time for a construction company which has two different construction places and analyzes the result. This study will give a planner a good tool for optimum planning of maring transportation and be used for decision of schemes.

Since 1960 tankers and bulk carriers have rapidly increased in size up to 500, 000 dwt. in operating as main system of transportation for the international trade at sea, and studies are doing carried out by various groups with a view to increasing the size still further. However, the service speed of these ships has remained almost constant, and steering devices of them have nearly not changed, comparing with regular size of a dry cargo ship. This creats the dituation where stopping distance and advance are proportionally longer for larger ships. In case of collision at sea, these vessels have been arised some serious casualties, such as sinking, fire and oil pollution. This paper analyzers a study for the handling of super huge vessels to avoid collision at sea, basing on the results of the crash astern test and turning test of them.

There are more damages from collision at sea because of the multiple reasons of sea conditions. For the purpose of avoiding collision at sea, Internaitonal Regulations for Preventing Collision at Sea, 1972 as an international convention is in force having the nature of international navigating law. According to the nature of the convention and the principle of legislation of the convention, not only it has the preventing nature on collision but it is a basic rules to make clear the faults of collision between vessels by the admiralty court in the developed maritime countries. Since there is no so much case law on it in this country and not to fixed the legal theory to define the faults of collision in civil law as per the above convention, the further study of the civil liability on collision based upon the above convention shall be recognized in the principle of fair of the civil law.

This article is divided into five chapters: chapter I is the introduction on the subject under examination; chapter II is devoted to explaining the phenomenon of concentration of capital. The writer has attempted here to show the degree of capital concentration in Korean shipping in 1974 and 1979 and made a comparison with that of the selected leading maritime nations; chapter III has been devoted to the economies of scale and the optimum size of shipping firm, firstly introducing empirical studies of the British shipping firms, which had been conducted by American and British economists in the early 1960's, and secondly made a survey of Korean shipping activity during 1974-1979 in terms of economies of scale; chapter IV deals with the reasons of concentration of shipping in light of recent advances of ship technology; chapter V sets forth conclusion.
