Since Korean Seamen Act(herein after called "the Act") has been legislated in 1962, an amendment of the Act has duly performed several times in order to meet an essential guideline of appropriate international convention and practical requirement of domestic labour movement. As the Act in many area, is based on the application of international convention and regulations, it has been considered essential to call attention to such international rules, to emphasize their importance, and to indicate how and to what extent they may be incorporated in national law, in accordance with national constitutional rules and requirements. Of newly amended act in 1991, it could, however, not fully reflect an adequate and modern labour standard as a guideline of the convention. Therefore, a principal objective of this paper is to provide a comprehensive reference work to assist amending up-to-data seamen act against the Act. The guidelines, however, do not attempt to suggest or formulate a legislative programme, but rather provide an ordered and specific content corresponding to international convention adopted by ILO. Consequentially, these guidelines aim to direct the reader and legislator toward the sources and contents of what has come to constitute an international code of maritime labour standards. The guidelines described herein may also serve as a specific arrangement to the various kinds of legal aspects to be regulated through reasonable future amendment under amicable agreement between interesting parties.g parties.

The international trade is basically founded on the contract of international sale of goods and backed up by the contract of international carriage of goods and the contract of insurance in the goods carried. For the efficient development of international trade, it is essential to incorporate the above three fields closely together. Economic growth has developed international trade which has accelerated the development of international carriage of goods. As a result of rapid expansion of international carriage of goods, rationalization of transport was required, which has brought about the International Multimodal Transport System(herein after referred to as 'IMT') through containerization. International multimodal transport system has affected international trade a lot, especially the field of insurance a great deal. The aim of this paper is to analyze contents of Multimodal Transport Operator's(MTO's) liability system in the UN Convention on International Multimodal Transport of Goods, 1980 and FIATA Bill of Lading(FBL) as one of current Multimodal Transport Documents. The analysis of MTO's liability system will be a good introductory concept for the further study of insurance problems for the development of IMT.

This paper is a study on standard testing method for type approval of DSC which is the main structure of the terrestrial communication. As authority inspecting offices and producers have no experience for type approval of relative equipments as adapting GMDSS. In this paper, it is to be improved the understanding for type approval ; a system, standard of technic and testing methods, etc and make better quality of relative equipments. Additionally it could help quality and quantity improvement in all radiocommunication parts. Of course, the regulation for type approval had made but most makers didn't know it correctly, so the method of solution have been studied. By result of this study, with comparision and analysis of structure and a condition of efficiency with adapting GMDSS is could help some problems slove in the field and gave testing method of machinery and tools, electrical conditions, came out measurement and did ways standard efficiency.

In this study, a vertical type LPE system has been developed for III-V semiconductor compounds single crystal growth. On the basis of the experience & basic study using this system, the system modification has been carried out for a ultra thin multi-layer single crystal. The temperature fluctuation was within ±0.006℃ at 800℃, temperature uniformity for graphite boat around was within ±0.15℃ at 650℃, and cooling rate was controllable from 2.2℃/min to 0.05℃/min. As a result it is considered to satisfy the condition to grow a ultra thin layer single crystal of III-V semiconductor compounds.

A design method of an electromagnetic wave absorber with ferrite fins in the second layer, which has very wide band frequency characteristics, is proposed and discussed. A theoretical model using the equivalent material constants method is adopted, assessed for its accuracy by comparision with the Hashin-Shtrikman formulas and compared with the conventional absorbers. Based on the model, a wide band electromagnetic wave absorber with excellent reflectivity frequency characteristics in frequency range of 30MHZ to 3530MHZ has been designed.

As Daniel Bell says, that modern society is an information society. In contrast to earlier days, modern society has placed a high value on information and knowledge. Therefore, modern civilization depends largely on information and knowledged, which is the most valuable sources of all intelligence activities. By coordinating a large number of human action, the information creates a powerful social tool. It combines its personnel with its resources and new materials at various level. At the same time, It continually evaluates how well it is performing and tries to adjust itself accordingly in order to achieve social goals. As we shall see, all this allows information to sew the various needs of society. In connection with above mentioned problem consciousness, the study is designed to sew the following purposes. As its title indicates, and perhaps most significant. This study is to review and reinterpret the existing literature on local telecommunication system, networks, and policy direction in order to arrive at a somewhat more general approach to understanding them. In local telecommunications service, the service exploitation and promotion and database development must be accomplished by establishing local telecommunications. If we develop local telecommunications toward the progressing direction, we would dissolve the regional information disparity and could also make the local policy suited for high-intelligence society. It is true of any science that knowledge is never complete. It is also true of a science that knowledge should grow, through systematic reexamination of the body of findings. There are certainly true of this study on the developmental direction for local telecommunication system.
