        This study aimed to draw the plan elements and characteristics that should be considered in case when developing guidelines to build up roads in rural villages. Drawing the construction elements necessary for building up roads through the advanced researches, the survey was conducted for relevant experts in order to evaluate the importance of each plan element of route plan, design & construction and operation & management. The result determined total 105 contents that should be considered in case when building up roads in rural villages. The study on building up roads in rural villages as a strategy to vitalize rural areas means universal roads that connect each village with rural amenities in various values like walking tour road, visit roads and observation roads. It is considered that the development of guidelines for building up roads in rural villages could be used as a basic data to build up roads where nature, culture and history of rural areas can be effectively experienced and enjoyed.

        This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.

        The rapid rural urban migration and aging has generated an over-depopulation problems in rural areas since the 1980s. The purpose of this study constructs the marginal size of rural over-depopulated village through the analysis of the residential disparities such as farmer's ratio, basic life service accessibility, and levels of social and economic factors for each village community. This marginal scale could support evaluating diverse rural policies, which have been planned to apply to the rural development programs at the village level. The major challenges for over-depopulated villages are the lack of basic facilities, production infrastructures and inactive communities in the village. Therefore, the quantitative analysis of rural residential disparities according to rural village scale can provide the criteria for rural over-depopulated villages. We utilized Korea Agricultural Survey Data(2010) including specific residential condition of village level. The present study adopt multinomial-logit model for quantitative analysis of different village scales and decomposition techniques to separate the direct effect by the village scale factor from the endowment effects by regional or area characteristics, and residual effect by unknown factors. The present study found that the minimum scale of a rural over-depopulated village was 40 and 60 houses for the respective conditions of farmer's ratios less than 50% and greater than 75%. It was concluded based on the study findings that threshold scale could support evaluating the diverse rural policies, which have been planned to apply to the rural development programs at the village level.

        Since 2004, Ministry for Food, Agriculture, Forestry and Fisheries(MIFAFF) has been carrying out comprehensive rural village development project as the core one of Rural Area Development Schemes in Korea. Up to now, 56 projects had been completed after having with 5-year plan implementation period, on which it is possible to try post-project evaluation works. This study aims to propose a rational income-generation works model of comprehensive rural village development project, based on fulfillment checking results of their statutory stepwise working procedures specified in the project guidelines and their interim/post project performance analysis results in 56 project areas above mentioned. In comprehensive rural village development project, income-generation works generally have both quantitative and qualitative effects to rural communities; the former is focussed on income increasement of villagers, while the latter on community revitalization through job creation and spill-over effects of other linked community activities. So, the research works of this study focussed on these two comprehensive effects above mentioned.

        Korean population has been rapidly aging. Most of people regard the aging population as future crisis due to the rate of change and agree to prepare for a soft-landing on aging society in South Korea. Particularly, the aging population growth in rural areas is much faster than urban areas. Also rural areas relatively have poorer social and economic conditions so the countermeasures for population aging considering related social and economic indices are required. Moreover, each rural region has the different preparedness level for rural aging based on regional socio-economic characteristics. In this study, we analyzed correlations of the rural aging rate and local characteristics and developed an evaluation index to show the regional preparedness status for rural aging. To test the applicability of developed indicators, we applied them to 161 rural regions and assessed regional preparedness level for rural aging. This study would provide basic data for establishing policies for rural aging.

        The Purpose of this study is to develop indicators for low carbon planning in rural village. We made two indicators for inland area and waterside area to consider regional disparities. To develop indicators, a draft of the indicators was estimated with collected research materials and 52 experts reviewed this draft three times with Modified Delphi Technique to check the validity and revise the draft. As a result, the inland indicators were settled with 4 domains 8 items 20 indicators and the waterside indicators were 4 domains 8 items 22 indicators. The final indicators will be used to realize low carbon rural village planning in future which the government is pushing forward with construction of six-hundred low carbon green village.

        This study analyzed the budget investment plans for the unit-project items(UPI) of 176 project districts for the rural village comprehensive development projects (RVCDP). This study classified the master plan reports of 176 project districts into 88 unit project items in aspect of project management, in order to analyze characteristics of distribution of budget in each project item. Most of all unit project items have similar types of uniform distribution with plus skewness in frequency pattern analysis except the total budget of the project district. This study analyzed the characteristics of budget distribution per province, year, and geographical types of region. Furthermore this paper also analyzed ratio of budget in unit project items to find out distribution pattern of each budget between project items over time. The hierarchical system for UPI of RVCDP consisted of three steps, which are 4 items of the first step on Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture- health-welfare Facility, and Eco-environment & Landscape facility (ELF), 13 items for the second one, and 52 items for the third project items. From the results of the budget investment analysis for 5 years from 2004 to 2008, the budget investment ratios of RURC and ELF have steady state for every year, while GIF in decreasing and ELF in increasing over time. The ratios of UPI on infrastructure were decreased, whereas those on culture, health, and welfare were increased. Portion of tow project items among 52 items, which are community centers for village residents and rural experimental study facility, has 30% of total budget investment. Futhermore, the budget ratios of seven project items showed 50% of total budget. Average value of project budgets for five years was optimized as a type of exponential function in the case of decent array for ranking order.

        21st century has begun as an age of green growth. Development paradigms disregarding environmental sustainability are being changed and henceforth, stronger efforts should be made to discover and utilize green values. With the importance of green values, rural amenity which is in the spotlight as a new channel to change the way people think about depressed agriculture and rural community could be the key to discover green values of rural area. This study is to emphasize rural amenity and to rectify prejudiced and distorted contents of agriculture and rural community in agricultural highschool textbooks. By doing this, students of agricultural highschool who will lead agriculture in the future will come to recognize the importance of agriculture and rural area and discovering it's values. This study was done through analysis and development of contents in 39 kinds of textbooks of Agricultural highschool. A content analysis was employed to examine to what extent the contents on agriculture and rural community were reflected in the textbooks of agriculture highschool. And 262 new education contents formulating positive and exact rural amenity concept were developed and 62 of them were included in textbooks.

        농촌진흥청이 세계농업발전을 위해서 공헌한 연구 업적 가운데 가장 뛰어난 3가지 업적은 온대지방에서 열대 지역에서 육종한 단간종 IR8을 이용해서 통일벼를 육성 주식인 쌀 자급을 이룩한 것이고, 둘째가 미국의 선진 옥수수 육종기술인 단교잡종 하이브리드를 세계 최초로 자체 힘으로 개발 강원, 충북, 경북산간지 농가 의 옥수수 생산량을 5년내에 3배 높이고, 이 기술을 인도, 태국, 필리핀, 인도네시아, 중국, 북한 등에 기술 이전을 한 것이고 세 번째 업적은 아마도 비닐온실 혁명일 것이다. 위의 1, 2 농업혁명을 위해서 연구직과 지도직공무원들은 나라의 식량증산과 농업발전을 위해서 죽으면 죽으리라는 각오로 밤낮을 가리지 않고 일 했다. 새마을 운동이 성공하고 오늘의 한국이 있기 까지 외화를 벌기 위해서 피땀 흘려 일한 우리의 애국 노무자들, 기업인들, 적은 박봉이지만 국민의 종이라는 자부심을 가졌던 공무원들의 노력이 있었다. 국제경쟁 력이 있는 친환경 정직 농업을 연구하고, 지도하고, 친환경 농산물을 생산 할 때 농업이 선진국 한국 발전의 버팀목이 될 수 있다.

        With the cognition of the problems on propulsion system of rural development program, the requirement for accurate diagnosis of the problems and for reform scheme is increasing. This study was performed to solve the above requirement especially on the level of a local government, Chungnam province as an instance. For accurate diagnosis of the problems, the present situation of propulsion system, i.e. organization and governance, planning and policy making, implementation and supervision of rural development program was investigated, and the cognition of public officials and specialists was surveyed. From the study, it showed that the problems of propulsion system for rural development program in Chungnam province are duplication of work sphere among departments, formal administration of governance, an absence of long-term plan with vision and strategy, and absence of department in charge of comprehensive supervision and so on. As a result of the study 9 reform schemes to solve the problems were suggested.

        In 1977, the Main Street Program(MSP) of the United States was founded by the National Trust for Historic Preservation to revitalize downtowns which suffered major declines in their economy and population. This study analyzed the methodology of MSP such as the Four-Point Approach and the Eight Principles, history of MSP, local program organizational structure, local program budgets and funding, official designation and so on. Three successful cases were discussed the background of an introduction to MSP, implementations, results and revitalization statistics. To be able to apply rural development projects in Korea, this study showed the implications such as the need for a program's ethic and methodology, a strong public-private partnership, a dedicated organization, a full-time professional program manager, a commitment to good design and comprehensive work plan, and an educational program of ongoing training for staff, volunteers and other residents.

        The purpose of this thesis is to analyze and evaluate issues and performance of development projects of Gurye Banggwang villages' key projects, especially directly or indirectly related to resident income augmentation. The agricultural products processing factory, the valley resting, the urban and rural exchange center, and the village festival have been closely selected as directly or indirectly related to the resident income. Analysis of survey of resident and two agriculture unions' members led the performance and problem of Banggwang villages' development projects. The income project has the difficulties of recruiting members, lack of professionalism of people in production and marketing of processed products, and conflict between members etc. For this reason, income projects being adopted as the comprehensive rural village development project is often negative. Compare to the other cases, Banggwang village has more reflection of the income project, and has lot of interest by policy makers whether it be pursued successfully. It is too early to evaluate a performance properly because it is the beginning of income projects and the experience are not yet being sufficient. However, the performance is appearing gradually from various sides. For example, dividend of business profits, employment opportunities and sales of agricultural products are developing increasingly. Income projects have strengthens the residents' participation and interest in comprehensive rural village development project and with securing stable funding it will help to maintain the facilities.

        The purpose of this study is to analyze the present condition of the landscape plans(LPs) established in the Rural Village Development Projects(RVDPs) and to propose the ways to improve the LP. Toward this end, the legal system related to rural landscape and the RVDP were examined. Also, the current condition of the LPs was diagnosed through making researches on the RVDP and LP of the 10 regions. The results of examining the legal system showed that the suitable types of the LPs is 'the Specific Landscape Plan' in Rural Area. Of the development projects that have been in operation, RVDP was found to have been equipped with the system. Because the LPs can be established and the contents of formation and readjustment of rural landscape elements were broadly dealt with in RVDP. And the RVDPs consisted mostly of scenery facilities, rural village sightseeing, and income-growth. The results of examining the plan establishment procedures showed that the LPs were set up as subordinate plans of the RVDP, so structural problems such as the positions of the plans, inadequacy in the procedures of approval and collecting opinions were identified. Such problems were pointed out as the cause of the LP to deal with the contents of the basic designs of the RVDP. The schemes to resolve the problems are to give equal positions to the LPs and to the basic plans of the RVDP. When the results of this study are reflected on the policies, the LP will effectively carry out the functions of formation and management of continued scenery preservation of rural villages.
