본 연구는 제주특별자치도에 유입된 Myocastor coypus Molina, 1782 (Nutria)의 퇴치를 위해 이루어졌다. 서식확인 및 퇴치는 2013년 9월부터 2013년 11월까지 이루어졌고, 그후 퇴치 성공여부를 확인하기 위해 2022년 6월까지 조사가 이루어졌다. 서식 확인 및 포획은 무인카메라, 청문조사, 문헌조사, 먹이유인을 통한 트랩 포획법을 사용하여 진행하였다. 후속조사는 Nutria의 행동반경을 감안하여 조사범위를 비교적 넓게 설정하여 서식지역(퇴치지역)을 중심으로 4.0㎢ 내 습지 및 하천 조사를 진행하였다. 그 결과 서식 확인지역은 제주특별자치도 제주시 구좌읍 송당리 소재의 송당목장에 서만 발견되었으며, 방목장 내 수로와 연못에서 서식흔적(족적, 배설물, 굴)이 확인되었다. 포획개체는 총 8개체였으며, 암컷 4개체, 수컷 3개체였다. 1개체는 서식확인 시 확인되어 부패 정도가 심해 암·수의 구별이 어려웠다. 후속조사는 설정한 조사범위 내 항시 물이 있는 성읍저수지, 천미천, 몰순이못을 중심으로 서식지와 그 주변을 정밀조사하였으나 서식흔적이 확인되지 않았다. 따라서, 제주도에 서식하는 Nutria는 완전히 퇴치된 것으로 판단된다. 제주특별자치도에서 Nutria의 퇴치가 성공적으로 이루어진 것은 Nutria의 서식 확인 후 빠른 포획을 통해 정착단계 초기에 퇴치가 이루진 것과 제주도 지질 특성상 물이 항시 고여있는 습지가 드물어 확장의 시기가 늦어진 것이 시너지 효과를 일으켜 성공적인 퇴치가 이루어진 것으로 판단된다. 이 결과들은 외래종의 유입에 대한 대처는 그 종의 생태특성을 신속하게 파악하고, 올바른 대처를 통해 확장단계 이전 정착 초기 단계에서 관리 및 퇴치를 통해 교란이 일어나기 전 또는 교란 초기에 차단하는 것이 매우 효과적인 방법임을 시사한다.

본 연구는 전라남도 청사 및 남악호수 일원에 도민 모두가 함께 누리는 녹색문화숲 확충을 목표로 전라남도와 무안군이 함께 진행한 것이다. 2005년 조성 이후 많은 시간이 경과되었으나 공공청사에 부설되어 있는 녹지라는 이미지로 인해 도청방문객 및 지역주민들의 자유로운 접근과 이용에 한계가 있어 방치되어왔다. 이에 청사 전면부와 청사 내 주변 공간을 도민을 위한 공공공간 즉 공원으로 조성하여 개방하였다. 청사 앞 광장과 청사 주변 공간은 기능을 구분하여 계획하였다. 도청 내 호수 주변 녹지는 도민을 위한 개방된 공공공간인 공원, 즉 열린 숲으로 계획했다. 청사 내 기존자원 즉 남악 호수 및 숲 등을 활용하여 지역의 자연을 느낄 수 있는 특화된 산책로를 계획했으며, 모두가 원하고 편하게 이용할 수 있는 수요자 중심의 다양한 기능의 공간들을 적재적소에 배치했다. 아울러 지금까지는 편하게 이용되지 못한 장소를 도민들에게 적극적으로 제공한다는 의미를 담아 공유마당 즉 쉐어링 가든으로 조성하여 도민 모두에게 공여하는 장소로 쓰이도록 계획했다. 2022년 정원페스티벌이 개최되는 도청사 전면녹지는 효율적 이용 및 상징성 부여를 위해 전라남도를 상징하는 상징 정원광장으로 계획했다.

Investors must adopt profitable investment opportunities to maximize their wealth. Almost all investment, finance, engineering economics textbooks explain that net present value (NPV) measures the profitability (or value) of investment opportunities in absolute size, and internal rate of return (IRR) measures the profitability of investment opportunities in relative proportions. However, NPV is a measure of the relative size of the return on investment opportunity to do-nothing alternative. Moreover, IRR can occur in multiple investment opportunities and may not exist. To make matters worse, IRR and NPV also have conflicting problems in accept-or-reject decisions. In this study, the reason why NPV and IRR cannot accurately measure the profitability of investment opportunities is identified, and fundamental characteristics that investment opportunity profitability measures should have are presented.

PURPOSES : To efficiently manage pavements, a systematic pavement management system must be established based on regional characteristics. Suppose that the future conditions of a pavement section can be predicted based on data obtained at present. In this case, a more reasonable road maintenance strategy should be established. Hence, a prediction model of the annual surface distress (SD) change for national highway pavements in Gangwon-do, Korea is developed based on influencing factors. METHODS : To develop the model, pavement performance data and influencing factors were obtained. Exploratory data analysis was performed to analyze the data acquired, and the results show that the data were preprocessed. The variables used for model development were selected via correlation analysis, where variables such as surface distress, international roughness index, daily temperature range, and heat wave days were used. Best subset regression was performed, where the candidate model was selected from all possible subsets based on certain criteria. The final model was selected based on an algorithm developed for rational model selection. The sensitivity of the annual SD change was analyzed based on the variables of the final model. RESULTS : The result of the sensitivity analysis shows that the annual SD change is affected by the variables in the following order: surface distress ˃ heat wave days ˃ daily temperature range ˃ international roughness index. CONCLUSIONS : An annual SD change prediction model is developed by considering the present performance, traffic volume, and climatic conditions. The model can facilitate the establishment of a reasonable road maintenance strategy. The prediction accuracy can be improved by obtaining additional data, such as the construction quality, material properties, and pavement thickness.

This explorative paper investigates the application of human rights to civil law cases in Indonesia. Human rights are often placed within the realm of public law. Yet, fundamental rights and freedoms also apply to private law cases. The human rights literature, however, does not exist in Indonesian private law. This article explores how human rights are applied in Indonesian civil law cases with reference to the models of human rights application developed by Aharon Barak and Olha Cherednychenko. We found that in Indonesia, judges apply human rights law to civil law cases indirectly, yet this application is inconsistent. The Supreme Court has attempted to increase legal unity by making case law (yurisprudensi) more accessible and by issuing internal regulations that must serve as guidelines for judges-including the application of fundamental rights in civil law cases. Case law and guidelines, however, lack thorough legal reasoning and are, therefore, difficult to apply to complex cases.

The net present value (NPV) is generally used in accept-or-reject decisions in engineering projects. Although the internal rate of return (IRR) is a highly complex and arbitrary process, it can reach the same conclusion as the NPV criterion. However, neither the NPV nor the IRR indicates how much money should be invested and how much profit can be made from an investment during a project. In this study, based on the reasons why the NPV and IRR cannot correctly measure the profitability of an investment, the must-have profitability measurement characteristics of an engineering project are presented.

이 연구는 민선8기 지방선거에서 충청북도 도시자 후보자 토론 의제 선정 과정을 중심으로 하여 지방선거의 정책의제를 분석한다. 이를 위해 지방선거 과정에서 광역단체장인 충북 도시자 후보자 토론의제 선정 과 정 속에서 전문가 집단을 대상으로 하는 쟁점 정책의제의 도출을 위한 내용분석과 도출된 정책의제에 대한 우선순위 분석을 실시한다. 분석방 법으로는 전문가 집단을 대상으로 한 개방형 질문에 대한 답변에 대한 내용분석을 통해 분야별 쟁점 정책의제를 도출하고, 도출된 정책의제를 대상으로 AHP 분석기법을 활용하여 우선순위를 도출한다. 이를 통해 이 연구는 지방선거 과정에서의 정책방향과 경향성에 대한 논의의 중요한 근거자료를 제공하고, 이에 더해 도출된 정책의제에 대한 우선순위 분석 을 통해 지역 내에서 우선적으로 다루어질 필요가 있는 핵심 정책의제에 대한 유용한 자료를 제공한다는 의의를 갖는다.

Mangyeong River and Dongjin River are highly dependent on external regions for domestic and agricultural water, and the agricultural water supply and use system of those rivers are very complicated. For smooth water supply, rivers are used as a supply system. Of the total river water use permits (as of 2019), agricultural water accounts for 97.5%, 80.4% in Mangyeong River and Dongjin River, respectively. The excessive intake of river water as agricultural purpose is causing the stream to dry out and to deteriorate the ecological health of the river. It is necessary to minimize the water use system that takes in and utilizes river water. In both rivers, the flow rate of agricultural drainage and the load of major water quality items that flowing into the main stream are similar to or higher than those of the major tributaries, indicating that management is necessary to improve the water quality of the river. It is necessary to understand the effect of agricultural drainage on river water quality by establishing a continuous monitoring system for the form of agricultural drainage.
