        The proper operation and safety management of water and wastewater treatment systems are essential for providing stable water service to the public. However, various natural disasters including floods, large storms, volcano eruptions and earthquakes threaten public water services by causing serious damage to water and wastewater treatment plants and pipeline systems. Korea is known as a country that is relatively safe from earthquakes, but the recent increase in the frequency of earthquakes has increased the need for a proper earthquake management system. Interest in research and the establishment of legal regulations has increased, especially since the large earthquake in Gyeongju in 2016. Currently, earthquakes in Korea are managed by legal regulations and guidelines integrated with other disasters such as floods and large storms. The legal system has long been controlled and relatively well managed, but technical research has made limited progress since it was considered in the past that Korea is safe from earthquake damage. Various technologies, including seismic design and earthquake forecasting, are required to minimize possible damages from earthquakes, so proper research is essential. This paper reviews the current state of technology development and legal management systems to prevent damages and restore water and wastewater treatment systems after earthquakes in Korea and other countries. High technologies such as unmanned aerial vehicles, wireless networks and real-time monitoring systems are already being applied to water and wastewater treatment processes, and to further establish the optimal system for earthquake response in water and wastewater treatment facilities, continuous research in connection with the Fourth Industrial Revolution, including information and communications technologies, is essential.

        The 4th Industry Revolution was advocated by Klaud Schwab who is founder of World Economic Forum at the Davos Forum in 2016, and there are big differences on ICT based 4th Industry revolution in the aspects of speed, scope and impact compared with the 3rd Industry revolution. Creating new industries and values through technology such as internet of things, cloud, big data, and artificial intelligence are included in the meaning of The 4th industry revolution. In this article, the direction of change to water technology in response to the 4th Industry revolution is surveyed. 4G Water Infra should minimize environmental impact under the consideration of sustainable development and advanced technologies. To solve the existing water infra problems, it is common and fundamental that the intake water from nature can be regarded as borrowed from nature and it should be returned to natural state with improved water quality. Government, academic organizations and industries should prepare and collaborate together in order to help our country with outstanding capabilities in infrastructure construction and ICT to lead the 4G water technology development.

        Since the ground subsidence frequently occurs caused by water and sewage pipeline leakage, this paper reviews current maintenance management regulation, legislation related to water and sewage pipeline measurement for maintenance in practice to prevent and manage this phenomenon. Analysis of current system shows the difficulty of ground subsidence evaluation and importance of the law which is now being established has been emerged. In addition, it is determined that the regulation contains specified content with specific range of water and sewage pipeline is required for its maintenance.

        Because aging sewer on the ground due to cavitation are a lot of social problems occur, the existing aging pipes are to be replaced. But is not easy to accurately detect the aging water and sewage pipes. In this research, we present a technique that can detect defective sewerage pipes used in GPR through Test-bed, which can be used as urban planning resources for water supply and drainage pipes replaced.

        This study was carried out to analyze the disparities of basic living infrastructure between Guns(rural counties), and between Eups/Myuns(rural districts) in Jeollanam-do province. For the purpose of this study, dimensions of regional disparity in basic living structure were measured by 3 components ; road, public water service and sewage disposal. By utilizing the published statistics, this study has examined 8 Guns(counties) containing Eup and Myon in Jeollanam-do province which can represent 4 different rural areal types, respectively, i,e. mountainous, semi-mountainous, flat and seashore areas. The data acquisition time of this study is fixed on end of 2009 year in order for possible collections of the most recent published statistics. It presents evidence on the magnitude and evolution of discussion of regional disparities between Guns(counties), and between Eup & Myon, and between Myons in Jeollanam-do province even though infrastructure provision level of Jeollanam-do rural areas are much more improved than the past. Concludingly, the existing disparities in this area is meaningful and so, it should be seriously reconsidered when deciding local government's budget allocation priority.
