        PURPOSES: This study aims to suggest improvements to the management implementation plan for privately-financed roads. METHODS: We reviewed the establishment procedures and contents of the management implementation plan for expired businesses and analyzed the limits of detailed instructions. Additionally, we created a checklist including the needs of competent authorities to solve practical matters. Furthermore, we introduced the analytic hierarchy process (AHP) method to reflect aspects that were not covered in the detailed instructions. RESULTS: We suggested criteria for the decision-making structure system using the AHP method for efficient decision-making between the operation under government management and contracting-out. CONCLUSIONS: The proposed AHP method can consider other alternatives that are not proposed in the previous detailed instructions. However, further study is required with regard to the redundancy verification and appropriateness of weights of the evaluation items.

        The objective of this study is to analyze the investment adequacy of the projects implemented according to the master plan on sewerage rehabilitation at Seoul. The planned and actually implemented ratio of invested money on sewage treatment plants (STPs) to sewers were compared in two temporal periods. Though the planned ratio of investment on STPs to sewers was 50:50 (in 2009-2020) , the actual implemented ratio in 2009-2013 was 34:66. Until 2020, the greater investment ratio on STPs to sewers should be made considering the necessity of coping with stricter legal compliance on advanced treatment, stormwater treatment and so on. The priority of the planned and partially implemented projects among four STPs and at each STP was evaluated. Considering only the performance indicator of reduced load of BOD, T-N, T-P per the capacity of each STP facility, the performance among four STPs was shown as Jung-Rang>Tan-Cheon>Seo-Nam>Nan-Ji. The reverse order of the performance results in the past may be considered for future investment priority, but the efficiency of operation implemented at each STP, deteriorated status of each STP, investment in the past and so forth should also be considered. As for the priority of projects conducted within each STP, projects related to legal compliance (such as advanced tertiary treatment, stormwater treatment, etc.) have highest priority. Odor-related project and inhabitant-friendly facility related projects (such as building park on STPs, etc.) has lower priority than water quality related projects but interactivity with end-users of sewerage should also be important.

        세계화 및 기후변화 등으로 외래병해충의 유입가능성은 크게 증가되고 있어 미 국, 호주 등 선진국의 경우 검역병해충에 대한 첨단의 진단기술개발 이외에 외래침 입병해충으로 인한 경제적 영향분석, 긴급대응체계 구축, 사후관리 등 식물검역 R&D의 중요성을 인식하여 투자를 대폭 증대하고 있다. 우리도 이러한 국제적인 추세에 맞춰 2011년 6월 농림수산식품부 산하 검역관 련 3개 기관이 통합하여 농림수산검역검사본부로 출범하였고, 식물검역 R&D를 활성화하기 위해 식물검역기술개발센터가 신설되었다. 이 센터가 조기에 목적을 달성할 수 있도록 2013년부터 식물검역 R&D분야의 투자영역을 사전예방체계 확 립, 첨단융복합 진단체계 구축, 친환경 소독기법 개발, 확산방지 및 사후관리기술 개발, 식물검역 선진화기반 강화로 설정하고, 내실있고 균형있는 투자를 통해 식물 검역 R&D의 기반을 구축해 나가고자 한다.

        The traditional portfolio optimization problem is to find an investment plan for securities with reasonable trade-off between the rate of return and the risk. The seminal work in this field is the mean-variance model by Markowitz, which is a quadratic programming problem. Since it is now computationally practical to solve the model, a number of alternative models to overcome this complexity have been proposed. In this paper, among the alternatives, we focus on the Mean Absolute Deviation (MAD) model. More specifically, we developed an algorithm to obtain an optimal portfolio from the MAD model. We showed mathematically that the algorithm can solve the problem to optimality. We tested it using the real data from the Korean Stock Market. The results coincide with our expectation that the method can solve a variety of problems in a reasonable computational time.
