Cloud service providers at home and abroad are building diverse ecosystem of partners along with domestic cloud development due to the implementation of the world's first "Act on the development of cloud computing and protection of its users". Through these diverse partner policies, cloud service providers are promoting and advancing the growth of the local cloud market. This study proposes the standardization of domestic cloud service provider partner policies and systems suitable for the domestic environment through the status and systematic research.

The Purpose of this paper is to draw a blueprint for the standardization policy of South Korean and North Korean terminology at the time of reunification of two Koreas. Firstly, this paper examines the necessity of South Korean and North Korean terminology standardization and seeks the future direction of standardization. Then, the objects, principles, system, and procedure of standardization enforcement are discussed, specifically focussing on the terms that are urgently standardized at the time of reunification, namely administrative terms(as public language and terminology) and educational terms(concluding vocabulary in subject and vocabulary of instruction). Finally, this paper concludes by proposing two supporting systems for the South Korean and North Korean terminology standardization. These two supporting systems, that is, the committee for terminology standardization and the on-line management system for terminology standardization, consider efficiency of policy and domain expertise.

최근 사물인터넷(Internet of Things)과 같이 정보통신기술이 다른 산업의 제품 들과 결합하여 새로운 기능을 제공하고 있다. 모듈성은 기술 융합을 촉진하는 데 중요한 역 할을 하고 있고, 이는 조직 간의 관계뿐만 아니라 산업 내의 경쟁 구조에도 영향을 미치고 있 다. 모듈성이 조직 체계 및 산업 내 지배구조에 영향을 미치는 데 있어서 핵심 요인은 개별 모듈 간의 연계를 담당하는 인터페이스 표준이다. 모듈성과 인터페이스 표준에 관한 연구들 은 기술 체계와 조직 체계 간의 상호 작용과 이로 인해 산업의 역학 구도가 변화하는 과정을 설명하고 있어서, 상기 언급한 현상을 이해하는 데 도움이 될 수 있다. 본 논문에서는 모듈성에 관한 기존 해외 연구들을 모듈성과 제품 아키텍처, 인터페이스 표 준과 조직 체계, 지배구조와 제도적 요소 측면에서 정리하였다. 또한 전자 산업과 자동차 산 업을 비교 분석하여 표준화 정책에 대한 시사점을 도출하였다. 이를 통해 다양한 모듈 제조 업체 육성과 네트워크 효과에 기반을 둔 글로벌 경쟁력 강화, 사용자 중심의 혁신 체계 도입 을 위해서는 개방형 인터페이스 표준을 외부형으로 설정하는 것이 중요하다는 것을 밝혀냈 다. 또한 성능 최적화 측면에서 제품의 특성 반영, 산업 내 핵심기업의 참여 유도, WTO 법 과 같은 제도적 요소 등 개방형 인터페이스 표준화 정책을 수립할 때 고려할 사항들을 정리 한다.

세계는 지금 경제 전쟁이 진행 중이다. 그 한가 운데에 정보통신산업이 있다. 한편, 정보통신산업 은 그 기기 및 서비스간 호환성 및 상호운용성 (Interoperability)을 생명으로 한다. 여기에 정보통 신 표준화의 중요성이 있다. 일반적으로 정보통신표준(Standard)이라 함은 통신망으로 연결되어 있는 각종 정보시스템이 다 양한 형태의 정보통신 서비스를 제공하거나 이용 하는 데 있어 필요한 통신 주체간에 합의된 규약 (protocol)과 이러한 규약의 집합을 의미하며, 이러 한 표준을 만드는 과정을 표준화(Standardization) 라고 한다. 한편, 1995년 WTO 체제가 출범하면서, 미국 등 선진국은 자국 산업을 보호하기 위하여 공식표 준화 활동에 박차를 가하고 FTA 체결 등 다양한 통상협상을 통하여 각국의 표준화 활동에 간섭하 고 있다. 이처럼 표준화의 중요성이 인식되면서, 표 준을 장악한 자는 모든 것을 얻는다(Winner takes all)고 한다. 바야흐로 현재는 전세계적으로 표준화 전쟁(Standards War)이 한창이다. 본 논문은 국내 정보통신 표준화 체계에 대하여 설명하고, 현재 정보통신 표준화를 둘러싼 국내외 법적􀓋제도적 쟁점에 대하여 소개하고자 한다.
