This paper analyses the foreign language curriculum of general high schools in China. The Chinese educational authority announced an experimental version of its language curriculum in 2003, revised it in 2017, and revised it in 2020. In 2003, the foreign language curriculum included only three foreign languages: English, Japanese, and Russian. German, French, and Spanish were added from the 2017 curriculum. The 2017 curriculum consists of three categories: ‘required’, ‘required optional’, and ‘optional’. The required courses meet the requirements for graduation by all students. Students intending to go to college must complete all required optional courses. The six foreign language curriculums equally set four core competencies: language ability, cultural consciousness, thinking ability, and learning ability. In addition, this paper investigated curriculum structure of the six foreign languages, learning vocabulary, and items included in the appendix, and compared the foreign language curriculum in China and Korea. In conclusion, Korea’s next curriculum suggested that achievement standards and evaluation criteria should be more specific in preparation for the high school credit system, and that achievement standards and evaluation criteria should be described so that the curriculum and college entrance can be linked.

The present study examines the extent to which key competence and learning competence in particular are promoted in the high school English classes attended by Chinese students. Eight hundred and thirty five college freshmen at a comprehensive four-year university in Jilin Province were surveyed on their experiences in high school English classes. In part 1 of the survey, we found that high school English instruction in China tends to be exam-focused rather than emphasizing the development of key competences. In part 2 of the survey, we found that three aspects of learning competence – attitudes toward learning English, meta-cognitive awareness concerning one’s own English learning, and knowledge about English language instruction – are not consistently instilled in high school English classes. Virtually no differences between ethnic majority and minority students were observed in survey. We believe that because English instruction in Chinese high schools is exam-oriented so that instructors do not have enough time to enhance learning competences. Our conclusion is that reform of instructional methods needs to include greater attention to the aspects of learning competence.

In the paper, the development of college English teaching and testing in China in the past two decades will be reviewed focusing on the promulgation and implementation of the National College English Teaching Syllabuses since the 1980s and the launch of the National College English Test (CET) in the late 1980s. The second part of the paper focuses on the achievements made and problems encountered in the development of college English teaching and testing. The English proficiency of college students in China will be presented by referring to the CET Syllabus. Examples of students’ performance in the CET will be given to illustrate their communicative competence. The imbalanced development of the English proficiency of college students across the country will also be discussed and possible explanations given for the discrepancy. The paper will then move on to a discussion on the impact of language testing on teaching with special reference to the washback of the CET on college English teaching in China. Both beneficial and detrimental effects of the CET on teaching and learning will be presented and the social consequences of the large-scale standardized test will be discussed in some detail. The paper ends with a brief introduction to the recent reform of the college English teaching and testing in China.

This paper is a corpus-based, comparative study of the college entrance English exams in Korea, China, and Japan, and its main goal is to analyze the English vocabulary used in these English exams to evaluate how appropriate they are for measuring prospective college students` English proficiency for higher education. The results indicate that the Korean English exam shows the highest vocabulary level in all aspects, including vocabulary size and overall vocabulary level. In particular, considering the lexical coverage of college-level English vocabulary, the Korean English exam can be considered more appropriate for measuring students` English proficiency than the Chinese or Japanese English exam. Despite this encouraging finding concerning the relative status of the three countries` national exams, however, we are doubtful about the appropriateness of the Korean English exam in achieving the important evaluative goal, mainly due to its low coverage of college-level vocabulary.
