        본 연구의 목적은 쌀소득보전직불제가 농가소득 변동성에 미친 영향을 분석하는 것이다. 분석에는 2013~2017년 '농가경제조사'와 '농축산물 생산비 조사'에서 추출한 375개 농가 패널 자료가 사용되었다. 분석방법은 변동계수 비교, 분산분해분석, 그리고 로버스터 회귀모형을 이용하였다. 직불금 여부에 따른 농가소득 변동성 차이를 분석한 결과, 직불금은 농가소득의 변동성을 유의하게 감소시킨 것으로 확인되었다. 분산분해분석을 통해 농업소득의 분산은 총수입(변동직불금 제외)의 분산으로 75%, 농업비용의 분산으로 19.8%, 변동직불금의 분산으로 6.0% 설명될 수 있음을 확인하였다. 회귀분석 결과 쌀재배면적이 클수록 소득안정화 효과는 커지는 것으로 나타났다.

        This study is exploratory research on a relationship between changes in cultivated area of major crops and farm income by regions. We investigated level of income, volatility of income, and migration of suitable region by climate changes as factors influencing changes in cultivated area. Research processes are as follows. First, we classify the regions where cultivated areas are expanded or reduced through the trends of cultivated area by region and crop during recent 10 years. Second, we compare the changes in income related factors between groups during the same periods. Finally, the results from portfolio analysis show changes in stable income-based optimal crops. From these procedures, we found that the changes in cultivated area are not simply explained by income-related factors. In cases of vegetables, however, we also found that high volatility of income could contribute to reduce cultivated area of the crops. The results from portfolio analysis are not always consistent in all of cases. This means that crop selection can be decided by other factors than stable income.

        이 논문은 귀농관련 정책이 귀농자들의 농업소득에 미친 영향을 분석하는 것을 목적으로 하였다. 특히, 귀농시기별로 어떤 효과가 나는 지 분석하였는데, 보다 정확한 정책효과 계측을 위해 성향점수매칭(PSM)과 이중차분분석(DID)을 순차적으로 적용하였다. 분석 자료는 2017~2021년 귀농·귀촌 종합지원계획 수립을 위해 시행한 귀농·귀촌 실태조사 중 귀농실태조사 1027개의 원시자료를 사용하였다. 분석결과 중앙정부보다는 지방정부의 귀농관련 정책의 농업소득 효과가 상대적으로 더 통계적으로 유의하게 나타났다. 중앙정부나 지방정부 정책 모두 귀농연차가 많을수록 농업소득의 효과가 더 높게 나타나는 경향이 있었다. 또한, 정보제공 정책보다는 자금지원 정책이 보다 더 통계적으로 유의하게 나타났다.

        The US farm bill is an extensive and omnibus piece of legislation that is reauthorizedroughly every five years. The 2008 Farm Bill was scheduled to expire on September. 30, 2012. Despite thetremendous efforts to create a new farm bill legislation before the deadline, US congress could not makea new farm bill, but instead passed a one-year extension of 2008 Farm Bill that expires in September2013. So, it has been many efforts in US congress to make a new farm bill replacing 2008 farm law. Even-tually the Agricultural Act of 2014, also known as the 2014 US farm bill was enacted on Feburuary 7,2014 with the signiture of US President. New farm bill will govern US farm policies for the years of 2014-2018. The core provision of US farm bill is in price and income support programs for major commodi-ties. The new farm bill shows the US government’s willingness to make a strong farm income safty-net inmany ways. In particular, the new farm bill newly introduce shallow loss policy to enhance the farmincome safety. US farmers’ income is likely to be secured and stabilized through the strengthenedincome-safety net programs which is expanded in the new farm bill.

        Korea has been striving for the development of the nation in various aspects. It will also have to make an effort for its continued development in the future. The problems of low-income groups that occur in those processes cannot be simply ignored now. It is needed to provide an equal opportunity to low-income groups so that they can be part of the society. The cycle of economic problem should be disconnected through this process. Farm-Housing is one of the solutions to this problem. Its purposes are not only to provide residence in the complex, but to gain income through various activities, such as production, distribution and consumption, and solve part of the economic problems of the people living in the Farm-Housing. To sell the products of Farm-Housing, the neighboring cities need to be designated as a hinterland. For this reason, Farm-Housing needs to be located in the suburban area of large cities. However, the current laws and policies make it difficult to construct Farm-Housing in suburban areas. Presenting plans to solve such problem is the purpose of this paper.

        This study aims to identify feasible policy direction of the 6th industrialization in agriculture based on the current agricultural and rural environment in Korea. To do so, this study employes a heckman selection model to correct a probable selection bias, utilizing the Korean agricultural census in 2010 and the agricultural statistics of farm enterprises in 2011. This study focuses on the differences of the farm and off-farm income determinants, according to conjoint types of the 6th industrialization such as Type 1 (primary+secondary+tertiary) vs. Type 2 (primary+secondary or primary+tertiary). The empirical results show Type 2 has much higher possibilities to earn farm and off-farm income in Korea, especially for farm enterprises. This study concludes with providing some policy implications reflecting rural and agricultural environment in Korea.

        The objective of the this study is to find a way to increase fm household income through investigating their computer applications. We utilized the 2000 Korea Agricultural Survey data and applied a Heckman Selection Model to correct a selection bias. The present study found the following results. First, determinant of income among fm households by the level of computer applications has significant statistical differences based on their choices of computer applications. Accordingly, the application of general linear regression about fm income without adjusting these choices may cause statistical fallacy. Second, it has been reported that increasing the member of household is not directly related to increasing the fm income. In case of computer-own farm household, the effect of decrease in income according to increasing in age was predicted. However, in the fm household not possessing computer, it shows negative relationship. It shows that an agricultural career of farm owner and educational attainment of all farm household members have positive relationship regardless of computer possession. The income of the farm household those main field is not agriculture is also found to be lower than that of farm household whose major earnings come from agriculture.
