과거 삼각교통섬은 교차로 안전성 향상, 차량 소통 원활화 등 긍정적인 이유로 전국적으로 설치되었다. 하지만 최근에는 고속주행 하는 우회전 차량과 보행자의 상충으로 인한 안전성 문제, 협소한 크기로 인해 보행자 대기공간으로서 제대로 된 역할을 하지 못하고 불필요한 횡단 횟수를 증가시켜 보행자 편의를 저해하는 문제 등 다양한 부정적 이슈가 제기되고 있다. 이에 따라 기설치 시설의 개 선 필요성을 제시하고, 문제의 원인이 설치준거와 설계기준의 미흡함에서 기인하여 이들에 대한 개선 조치가 필요하다는 연구가 진행 된 바 있다. 본 연구는 교통안전과 소통을 모두 고려하여 삼각교통섬을 설치 및 개선할 수 있도록 근거를 마련하는 데 목적이 있다. 이를 위해 국내·외 삼각교통섬 설치준거 및 설계기준을 비교·검토하고, 설치 현황 분석 및 철거·개선사례 조사를 통해 전반적인 현황 을 검토한다. 검토한 내용을 바탕으로 쟁점사항을 도출하고 항목별 분석을 통해 최종적으로는 삼각교통섬 설치준거 및 설계기준 개선 방향을 제시하고자 한다.
For national security, approximately 500 facilities have been designated as national security facilities. It is divided into grades A, B, and C depending on the fields such as electrics, energy and public service. In 2016, KINAC developed and suggested the installation standards and evaluation indicators for security equipment for national security facilities and they have been utilized to evaluate and manage the facilities. In order to update them by reflecting the recent security trend of the facilities and new technology, KINAC have investigated and updated the installation standards and evaluation indicators for security equipment. As a part of developing installation standards and evaluation indicators for national security facilities project, we conducted survey to identify the status and capabilities of facilities: how the security system is well designed, which type of security equipment is utilized. According to the results, the passive infrared (PIR) sensor is commonly used for interior intrusion detection (not included in 2016 project). Therefore, we investigated the passive infrared sensor and provided its installation standards and evaluation indicators. PIR sensor detects the energy generated by the objects which is different as their temperatures. PIR sensors do not emit any energy like active infrared sensor, and do not measure the energy. Rather, PIRs measure variation in thermal radiation. PIR sensor detects thermal energy by sensing the change between a heat source and the background temperature. In this paper, the characteristics and features of PIR sensor were discussed. Considering them, the standards and indicators to install/evaluated the PIR sensors were also proposed. The results would support national security facility to design and evaluate their security system.
In December 26, 2017, the Ministry of Science and ICT’s Cyber Infringement Response Division, the KCC’s Internet Ethics Team, and the National Police Agency’s Cyber Investigation Division announced the “Comprehensive IP Camera Measures” to prevent damage to users by strengthening IP camera security. The background was a countermeasure against the spread of public anxiety such as leakage of privacy and threatening national security as cases of illegal filming and distribution of videos by accessing IP cameras without permission at that time occurred. At that time, the measures consisted of three major strategies: institutionalization of products with security (manufacturing and import stage), rapid action and response to hacking threats in advance, and intelligent advancement of IP cameras (industrial development) and fostering various video and safety industries. This paper deals with the development of installation standards and evaluation indicators for CCTV systems installed in the relevant national security facility. When designing a CCTV system, the resolution and sensitivity of the camera, the angle of view of the lens, and the aperture should be selected in consideration of the length and width of the monitoring area. When it is necessary to determine an alarm based on the recorded image information, the resolution of the recording device should also be considered. If there is a restriction on the surveillance area of the camera due to topographic features, visitors, etc., additional cameras should be considered. Additional surveillance cameras should be considered to effectively monitor sections where fences are bent or sections with severe slopes. When designing a CCTV system, supplementary means that can be used for intrusion monitoring should be devised even if the entire or part of the system causes a failure. KISA’s performance test and certification procedures shall apply mutatis mutandis to intelligent CCTV image analysis test procedures and certification. Intelligent CCTV image analysis evaluates the performance of the equipment by comparing files of ground truth (GT) and system alarm (SA) for verification to calculate the evaluation score.
PURPOSES : In this study, the installation standards for micro-roundabouts at the intersection of local streets with two entering lanes of a 3.0 m lane width were developed.
METHODS : The inscribed circle diameter where a design standard vehicle could turn around safely based on the lane width and speed was analyzed using AutoTURN software. A total of 864 analysis scenarios for different entering volume and left-turning ratio (10%, 20%, 30%, and 40%), intersection type (three-way and four-way), heavy vehicle ratio (0%, 5%, and 10%), and circle lane turning speed (10, 15, and 20 km/h) conditions were established and evaluated. VISSIM Micro-Simulation was used to estimate the entering volume for microroundabouts with LOS C. RESULTS : The results showed that the estimated entering volumes of the three-way and four-way micro-roundabouts with LOS C were 300~400 and 200~400 vehicle/hour/lane, respectively. CONCLUSIONS : It is demonstrated that the standard volume of entering vehicles for micro-roundabouts is approximately 200 vehicle/ hour/lane, considering the number of approach lanes, designed speed of circulating lanes, left turn ratio, and heavy vehicle ratio.
