2008년 노인수발의 사회화를 기치로 출범한 장기요양보험이 올해로 17년째를 맞이한다. 장기요양보험은 나름의 의의와 순기능에도 불구하고 수발서비스 상업화를 심화시켰다는 평가를 받기도 한다. 본 논문은 이 점에 주목해 ‘장기요양보험이 왜 이런 평가를 받게 됐는지’ 그에 대한 하나의 설명을 구하고자 한다. 본 논문은 질적연구방법 중의 하나인 사례연구방법에 기초하여 장기요양보험 법제화(도입) 이후 심화된 수발서비스의 상업화를 분석한다. 특히, 서비스 제공기관인 사회복지조직 종사자들에 대한 심층면접을 통해 그 전개와 양상, 맥락을 분석한다. 분석 결과, 장기요양보험 법제화 이후 다음의 특징들이 나타나고 있었다. 장기요양기관 난립으로 인한 경쟁이 격화되었고, 보조금 방식이 폐지되고 수가 방식 도입되었으 며, 수익과 효율성 중심의 기관 운영이 이루어지고 있고, 정부의 하향식 제도 운영으로 서비스기관들의 상대적 자율성이 미약한 것으로 드러났다. 본 논문의 문제의식과 분석결과는 한국 장기요양보험의 발전과 조망을 돕고, 향후 제도의 사회적 가치를 제고하는 데 기여할 수 있을 것이다.
우리나라의 노인장기요양보험제도는 고령사회와 노인부양에 대한 인식의 변화는 물론 전통적인 가족 돌봄의 어려움으로 인해 2008년부터 제도로서 시행되고 있다. 제도시행 당시 장기요양 이용자는 1등급 ~ 3등급까지였으나 현재는 치매질환자에 대한 급여확대를 통해 5등급자까지 장기요양급여를 받고 있다. 이처럼 우리나라의 노인장기요양보험 이용자는 지속적으로 확대되고 있어 향후 지속가능한 제도로서 자리매김을 위해 재정관리에 대한 필요성이 높아지고 있다. 이러한 측면에서 노인장기요양제도에서 공식, 비공식 자원의 연계를 통한 케어매니지먼트 개념의 적용이 필요하다. 이에 본 연구에서는 우리보다 먼저 케어매니지먼트를 적용한 일본의 개호보험의 사례를 통해 장기요양보 험제도의 발전적 방향에 대하여 고찰하고자 하였다.
The purposes of this study were to seek beauty industry parts' current social insurance admission status. To achieve the purposes, questionnaire was distributed to a total of 470 beauty artists and data were analyzed by statistical analysis. The result of study proposed that hairdresser showed the highest awareness and field of nail art showed the lowest awareness in social insurance admission status. Social insurance admission status shows that beauty artists in hair field had the most applicants of national pension, health insurance, workers’ compensation insurance and beauty artists of skin field had the highest desire for social insurance application. This study hopes to be used as base line data of social insurance applicants' accurate status and application.
Purpose - In order to achieve the organizational objectives, the behavior of the employees and their collaboration with management should be taken into account. It has been shown that strategic behavior depends on a number of different factors. The aim of this article was determining the relationship between factors related to the strategic behavior.
Research design, data, and methodology - Accordingly, a conceptual model was developed and tested in the form of a survey. Participants of the study were the employees working in the social Insurance company of Tehran. Data was collected using a questionnaire conducted among managers and the staff. A correlation model was used for data analysis by employing the SPSS software.
Results - The findings showed there was a relationship between employees’ engagement and the strategic behavior.
Conclusions - Our research has demonstrated the effect of employees’ engagement on the strategic-driven behavior, emphasizing the role of employees’ engagement in health-care service firms. Although previous service research has focused on the factors that drive employees’ performance, it seems that most of this research has been inspired by the idea of the service profit chain, focusing on the effect of employees’ satisfaction on performance.
Crop yield insurance program in Korea has rapidly grown not only in quantity but in quality for 15 years since it was introduced in 2001. Despite growth of Crop insurance, performance evaluation for crop yield insurance has not fully been evaluated at the farm, consumer and national level. The purpose of this study is to conduct the performance evaluation for crop yield insurance through estimating the effects of farm revenue stabilization and social welfare increase with three popular insurance items: apple, pear and sweet persimmon. Based on the analysis of social welfare effect, cost-benefit analysis of operating crop yield insurance was conducted at the national level. We found that crop yield insurance stabilizes farm revenue based on the estimated four risk indicators: Coefficient of Variation, Value at Risk, Certainty Equivalence, and Risk Premium. The result of cost-benefit analysis shows that crop yield insurance increases social net benefit by 44.1 billion won for the three items. As a result, crop yield insurance program has contributed remarkably on social welfare as well as farm management and its role will be more important in the future.
