Employee suffered by industrial accident will face more economically disadvantaged and mentally tough life than life of employee before industrial disaster. however, in this study, we will study for welfare and reasonable compensation about how a country or society helps disaster victims in the industry put a little more unhappy because of the disaster of the injustice. I am to look into the rational compensation and welfare of the industrial accident disabled in terms of linking and expanding into social corporation and preparing policies of selecting major companies and prizing policies that can help the disabled if not in direct and monetary ways.
As workplace incidents has been being declining in Korea, there is criticism of the effectiveness of occupational safety policy implementation. It is unknown that which policy target group needs to be targeted to yield effective injuries prevention. The purpose of this paper is to analyze and reveal the policy intervention group with a high priority in terms of industrial incident prevention and the related investment cost. A Policy Priority Model(PPM) is composed of 6 indicators regarding influences of both the incident reduction and the cost reduction. Z-score analyses are used to confirm the high policy priority area or policy target group. Overall, workplace with worker below 50 persons, construction site with the sales of more than a hundred million won, workplace with relatively small percentage of female employees and relatively higher percentage of older worker should be prioritized to reduce workplace injuries. This paper provides an analytic way that can be used to decide the policy priority workplace in order not only to reduce work-related injuries&illnesses and the related investment cost but to further lessen the related societal costs.
On this study, we extracted pending problem and controversial point from management of disaster such as terror for domestic massive performance and then, investigated countermeasure plan against disaster for massive performance through comparison and analysis between anti-disaster strategy of Korea and U.S. U.S are conducting security system actively for passenger of major facilities such as public institution. Nonetheless, In U.S that has the world’s best security system, serious affair such as 911 terror and Boston marathon terror are continued to happen. When considering domestic situation that North Korea and South Korea are antagonistic to each other, it is judged when it is high time to prepare for threat of terrorism. Accordingly, On this study, through analyzing of latest terror attacks in U.S and disaster risk in the nation, we analyzed in detail countermeasure plan classified as legislation, operation of security system, instilling a sense. As the result of this analyzing, using by flow-chart, we suggested domestic optimized disaster management system for massive performance. Consequently, we propose to establish systematized disaster management system such as preliminary survey of disaster influence for massive performance.
Recently, national leisure activities have increased in proportional to having time and money to spare for living on. Especially, camping activities are positioned as a new leisure type for middle class families, so that it is expected that camping facilities are also rapidly increased. However, there is no institutional measures for safe camping activity. It is urgently requested that camping activities including designing and operating campsite are regulated within the legal system. In this study, the status of camping activities and its legal system are investigated. The strategic policy directions for safe camping activity are suggested in the view of legal system, operational guidelines, and institutional supports; (1) the legal basis for camping activities should be prepared. (2) the supervision of campsite management should be improved based on informational services. (3) the self-operation guidelines for campsite owners should be developed and provided. (4) the criteria of safety assessment for design and operating campsite should be prepared. (5) the safety information of campsite should be published and shared among camping communities.
Due to the evolution of war fields to the net-centric one, weapon systems have become very complex in terms of both mission capability and implementation scales. In particular, the net-centric war field is characterized by a set of interconnected and independently operable weapon systems. As such, the individual weapon systems are required to meet the interoperability and thus, assuring it has been becoming more crucial even in the early stage of development. Furthermore, the ever-growing complexity of the weapon systems has attracted a great deal of attention on the safety issues in the operation and development of weapon systems. The objective of the study is on how to assure the interoperability for safety-critical weapon systems while maintaining system complexity. To do so, the approach taken in the paper is to consider the interoperability from the early stage of the development. Specifically, the required functions to satisfy the interoperability are developed first. The functions are then analyzed in order to link the safety requirements to the reliability evaluation, which results in the study of quantifying the effects of the safety requirements on the system as a whole. As a result, we have developed a methodology and procedure on how to assure interoperability while applying the safety requirements in the weapon systems development.
If industrial safety statistics are analyzed, among the total of 2,114 dead people from industrial disasters in 2011, construction workers took 29.4% with 621. The construction industry makes a lot of efforts to reduce the death toll. However, since the measures are not from the analysis of root causes but from superficial countermeasure plans near general matters, it is in a situation that the actual effectiveness is marginal. Therefore, in this paper, improvement measures were intended to be prepared in order to reduce accidents, by inspecting safety control systems of target companies with high accident rates among major construction firms and extracting overall problems of them.
We undertook the quantitative evaluations of Industrial Accident Prevention Program (IAPP). The six parameters, such as relevance, efficiency, consistency, sustainability, effectiveness, coherence, were chosen by expert plenary sessions. Two stage of Analytic Hierarchy Process were used to determine the weighted value of assessment criteria. This expert plenary suggests that the six parameters and its weight values are useful for quantitative evaluations of IAPP. Additional researches regarding the real world application of this assessment tool should be initiated.
Recent trends in rail industry can be characterized by the multifunctionality and very high-speed modes of operations. In particular, the adoption of the unmaned or operatorless operations has been getting increased attention in which case ensuring systems safety is crucial. On the other hand, according to the result of analyzing rail accidents, the human/operator errors have turned out to be one of the key causes of the accidents. Therefore, the effort of improving the work environment of locomotive cabs is quite necessary in order to decrease the accidents. The objective of this paper is studying on how to incorporate the factors related to the train operators in the design of the locomotive cabs and also on how to evaluate the design results obtained, which is subsequently reflected in the generation of the test and evaluation procedure. The approach taken is based on systems engineering, yielding the procedure document as a result. The results obtained in the paper can be useful in confirming the design of locomotive cabs utilizing the domestic human/operator measure. Also, the way of achieving the objectives can be utilized to cover the expanded rail systems development with appropriate design activities added.
Because the damages of corrosion resulting from the chloride ion are very serious, many research studies have been performed to measure the penetration depth of the chloride ion. However, there is a problem with data selection obtained from collection during experiments. In this study, it appears that the collected data are not conformed to a normal distribution. The result of this study will play a very important role, as a first step for the development and construction of a forecasting system to help determine a reliable service lifetime of marine structures.
Abstract In Korean society, the theme of human errors in railway has been emerging as a critical issue. As far as human error studies are concerned, main trend has been inclined to be led by industrial engineering and systems science. Apart from those trends, this study empirically highlighted the relationship between depression, which has been a frequent research subject in the medical science and psychology, and accidents, with setting depression as an exogenous variable and cognitive failure and mistake as endogenous variables, respectively. Results of hypotheses test for the 204 respondents showed that driver's depression has a significant effect on accidents mediated by cognitive failure and mistake. This findings suggest the need for exploring the diverse latent factors causing human errors and for understanding the complex cognitive process as well as for establishing integrative countermeasures to mitigate human errors.
The purpose of this study was to verify the relationship between fire fighter's musculoskeletal disorder related observable symptom and their absence from disease and accident. Online questionnaire was distributed with a total of 7,673 fire fighters, and statistical analysis was conducted to the collected data. The result shows that on a one year basis, patients with musculoskeletal disorder related observable symptom felt symptom in sequence of back, shoulder, neck, knee. The result verified that 12.9% of absence of disease and 5.9% of absence of accident experienced these symptoms. Both absence from disease and absence from accident showed body part symptoms related to neck and shoulder. This study ascertained the relationship between fire fighters' absence and their musculoskeletal disorder related observable symptom. The author hopes this study to be used as a basis of precautionary program for absence management.
The purpose of this study was to verify the change in temperature·humidity·perspiration of fire suit when applying phased intensive exercises to fire fighter wearing fire suit. For this study, three male fire fighters took basic physical test and performed 10 minute phased intensive exercises -exercise intensity I (30%VO2max), exercise intensity II (45%VO2max), exercise intensity III (60%VO2max) based on maximum oxygen consumption (VO2max)- wearing fire suit (helmet, boots, air respirator) in treadmill and took a rest. The result of study shows that the temperature in the suit elevated during stabilization period after each exercise intensity, humidity elevated as exercise intensity increased, perspiration elevated as exercise intensity increased.
This study aimed to identify the recognition of fire risks on their field operations among firefighters and contribute to setting up safety measures accordingly. A self-administered questionnaire were used to evaluate their recognition of job risks. About 93.4% of respondents answered they have exposed to job risks and 73.4% answered that they had high safety awareness. Our study showed that the lower service years and ranks the fire officers had, the lower relevance in statistics their awareness of the risk of the field operations and safety concerns had. The vulnerable group is those aged 20 to 39, with under 10 years of service, at a lower rank of senior fire sergeant. The study suggests coming up with the measures to motivate the officers to perform safe operations by improving their safety awareness.
The rate that women's EMTs(emergency medical technicians) in fire department occupy is increasing, but my general plan is aimed at suggesting the improving plan for the working environment of women's EMTs paying attention to the duty stresses of increasing women's EMTs, because improvement for the working environment of women's EMTs is being proceeded slowly. I suggested my improving plan for solving the working stress on the basis of a survey of the Recognition against women's EMTs as follows. Firstly, I suggested that physical strength of women's EMTs should be managed well continually via program establishment and a defined evaluation not only by employing a professional person in charge for physical strength in firehouse, but also by replenishing the suitable number for the urgent mobilization. Secondly, I suggested that the suitable number for the urgent mobilization should be increased to 3 including an ambulance driver. Thirdly, I suggested necessity such as the fruitful education and the creation of circumstances that can focus on education for improving participation rate, development of various new educational program, incentive program and penalty. finally, I suggested the fact that is related to the actual re-amendment of the concerned law and ordinance such as not only the smooth treatment of penalty for a traffic signal violation of ambulance and the legal remedy system due to aggravation of a patient's condition during a first-aid course, but also workshop and meeting among the periodical EMTs and administration of special therapy program and sufficient recess.
Among various manual materials handling tasks, pushing/pulling was known to be one of the risk factors for the low back and shoulder musculoskeletal disorders (MSDs). This study was conducted to find out an optimal solution set of the handle height and distance for 4-wheel cart with two vertical handles. Ten male college students participated in the pushing force measurement experiment. The face-centered cube design, one of the central composite designs, was applied for the experiment, and the isometric voluntary pushing force was measured in 9 treatment conditions. The second order response surface model was predicted by using the pushing strength as a response variable, and the handle height and distance as independent factors. According to the 2nd order response model, the handle height and distance showed nonlinear relationship with the isometric pushing strength. To maximize the 2nd order response model (pushing force), the handle height and distance were optimized. The optimal handle height was 'xyphoid process height - stature’, and the optimal handle distance was ‘1.25*shoulder width’. When calculated using the anthropometric data of the subjects of this study, the optimal handle height was 115.4 ± 3.4 cm, slightly higher than the elbow height, and the handle distance was 52.9 ± 2.3 cm.
Automobile was first introduced in 1903 in South Korea, the masses of the car was carried out rapidly compared to other countries. However, many people were killed in a traffic accidents and economic loss was occurred due to the spread of the automobile. In South Korea, 2012, traffic accident occurred 223,656 times, 5,392 fatality, 344,565 injured people. In the last five years, about 224,000 accidents per year were occurring. In other words, 610 traffic accidents occur and about 15 people pass away in one day. In addition, the proportion of traffic accidents is first place in the OECD countries and it is very high in the world. Understand occurrence tendency of traffic accident, accident frequency rate of the driver who drives more than 10 years was higher than the novice driver. In addition, as a result of examining the cause of the traffic accident, breach of safe driving obligation appears highest case (125,391 times), and followed by signal violation, break safety distance. Therefore, the majority of traffic accidents occurred by the lack of safety awareness of the driver. In this study, prevent the loss of human life and property in traffic disaster, by establish disaster prevention measures that investigated by questionnaire survey and statistical data of the state of consciousness and driving posture in response to the driving history of the driver.
The psychiatric patients as subjects were categorized herein into disease- and accident-triggered groups to statistically compare them with each other in terms of various comparative items. At a result, male patients were more dominant than females and physical workers were outnumbered by mental workers in the two groups. Also, patients were more apparent at workplaces with at least 100 employees than the ones with less than 100 employees, and patients whose employment period is at least one year were more vulnerable to stress-related mental disorders than the ones whose employment period falls short of one year. The foregoing findings suggest that there is a need to take preventive measures considering vulnerable aspects in terms of mental disorders.
The purpose of this study was to investigate the effect of risk awareness on injury experience in quick delivery service workers. Risk awareness has complicate characteristics such as its level of worker and worker's decision about the level of other's risk perception. Data were collected by interview survey with structured questionnaire about injury experience, risk perception, work characteristics, and socio-demographic characteristics of quick delivery service workers by cross sectional survey design in 2012. The sample size was 120 respondent of quick delivery service workers. Statistical method for this study was hierarchical logistic regression method with 3 different models using socio-demographic characteristics and work characteristics and risk perception, etc. The difference between the level of risk perception of quick delivery service and other’s was statistically significant effect on the experience of injury. Especially the higher the level of risk perception of quick delivery service workers is than other’s, the lower the injury experience of quick delivery service worker is. The limitation of this study can be found in survey design. The future study for investigation of mechanism of the combined effect of risk perception of quick delivery service workers and others on injury experience.
The purpose of this study was to compare biomechanical factors on badminton shoes between anti-slip outsole and non anti-slip outsole. Six subjects participated in this experiment. For three-dimensional analysis, eight cameras (Oqus 3series, Qualisys) were used to acquire raw data, and then the parameters were calculated and analyzed with Visual-3D. In conclusion, the patterns of spent time during side step, and maximum velocities of CoGs were consistent without joint angles of lower extremities in spite of small differences. Those of GRFs, and moment of lower extremities were absolutely consistent. This trend of biomechanical factors was that Y shoe (ante-treatment) was much greater and PS shoe (treatment) was greater than Y shoe (treatment). (That was, Y shoe (ante-treatment) > PS shoe (treatment) >Y shoe (treatment)). The findings of this study showed that anti-slip outsole was effective and brought increasing performance and decreasing injuries. It is suggested that further study of these phenomena will help understand many aspects of human locomotion, including work, performance, fatigue and possible injuries.
Due to the recent advances in technology, the systems are becoming more demanding in terms of functionality and implementation complexity. Therefore, when system failures are involved in such complex systems, the effects of the related safety issues can also be more serious, thereby causing in the worst case irrecoverable hazards on both human being and properties. This fact can be witnessed in the recent rail systems accidents. In general, the accidents can be attributed to the systematic failure or the random failure. The latter is due to the aging or unsatisfied quality of the parts used in implementation or some unexpected external cause that would otherwise result in accidents whereas the former is usually related to incomplete systems design. As the systems are becoming more complex, so are the systematic failures. The objective of the paper is to study an approach to solving the systematic failure. To do so, at first the system design process is augmented by the functional safety activities that are suggested in the standard IEC 61508. Analyzing the artifacts of the integrated process yields the traceability, which satisfies the requirements for reduction of systematic failure as provided in ISO 26262. In order to reduce systematic failure, the results are utilized in the conceptual design stage of systems development in which systems requirements are generated and functional architecture is developed.
