As the capacity of renewable power generation facilities rapidly increases, the variability of electric power system and gas turbine power generation is also increasing. Therefore, problems may occur that require urgent repair while the gas turbine rotor is stopped. When the gas turbine rotor turning is stopped and then restarted, if the turning period is not appropriate, severe vibration may occur due to rotor bending. As a result of the experiment, it was confirmed that normal operation is possible when the gap data measured at the start of rotor turning after maintenance work is similar to the existing value. And the vibration value at the start of rotor turning was lower as the rotor temperature was lower or the stop period was shorter.

As the first step of risk management, risk identification is inevitable to understand the degree of work safety. However, the safety requirements can be divided in necessary factors and additional factors. Thus, we propose a safety requirements assessment model using Kano model derived from Herzberg’s two-factor theory, classifying safety requirements into ideal elements and must-be elements. The Kano model is usually applied to evaluate customer satisfaction divided into three major requirements in the fields of product development and marketing: attractive, must-be, and one-dimensional requirements. Among them, attractive requirement and must-be requirement are matched with ideal element and must-be element for safety requirement classification, respectively. The ideal element is defined as preventive safety elements to make systems more safe and the must-be element is referred to as fatal elements to be essentially eliminated in systems. Also, coefficients of safety measurement and safety prevention are developed to classify different class of safety requirements. The positioning map is finally visualized in terms of both coefficients to compare the different features. Consequently, the proposed model enables safety managers to make a decision between safety measurement and prevention.

As the importance of artificial intelligence grows rapidly and emerges as a leader in technology, it is becoming an important variable in the next-generation industrial system along with the robot industry. In this study, a safety system was developed using deep learning technology to provide worker safety in a robot workplace environment. The implemented safety system has multiple cameras installed with various viewing directions to avoid blind spots caused by interference. Workers in various scenario situations were detected, and appropriate robot response scenarios were implemented according to the worker's risk level through IO communication. For human detection, the YOLO algorithm, which is widely used in object detection, was used, and a separate robot class was added and learned to compensate for the problem of misrecognizing the robot as a human. The performance of the implemented system was evaluated by operator detection performance by applying various operator scenarios, and it was confirmed that the safety system operated stably.

This study analyzed the factors affecting the educational effect of safety innovation education for management of public institutions. A survey was conducted on 294 CEOs and executive directors of public institutions (divided into construction sites, workplaces, and research facilities) subject to the safety management rating system to understand the impact of educational participants' characteristics and behavioral intentions after safety innovation education. As a result of statistical analysis, it was found that the executive director had a higher behavioral intention than the CEO, and the education quality, education instructor, and educational environment all had a significant positive (+) effect on the behavioral intention. This study can be used as basic data for further research related to safety innovation education for management of public institutions

The use of hanging scaffolding for exterior wall painting and cleaning in building construction and maintenance carries the inherent risk of fall accidents. While periodic rope replacement is crucial for preventing accidents resulting from rope breakage, current regulations lack specificity in determining appropriate disposal period for fiber ropes. This study analyzed the tensile strength of the most commonly used PP fiber ropes with different diameters (16 mm, 20 mm) in the domestic construction industry. Additionally, the effect of outdoor exposure was examined by measuring the tensile strength of new ropes and ropes exposing to outdoor conditions for 30 days and 90 days. The results showed that the new ropes and those exposed to outdoor for 30 days met the KS (Korean Standards) criteria for tensile strength. However, a significant decrease in tensile strength was observed in ropes exposed to outdoor for 90 days compared to both the new ropes and those exposed for 30 days. Furthermore, the ropes exposed for 90 days did not meet the KS criteria. These findings indicate the degradation of PP fiber ropes due to UV (Ultra Violet) radiation, highlighting the importance of considering this factor when determining the replacement period for fiber ropes used in scaffolding work.

Since 2024, small business are also going to be ruled under the Serious Accident Punishment Act. As the scope of the law expands, the small logistics companies are required to pay more attention on preventing serious accidents on the field. Freight vehicle accidents can cause personnel accidents and cargo accidents which are the two serious accidents that the Serious Accident Punishment Act is trying to prevent. The purpose of this research are to study the factors that cause the serious accidents that happens in the small logistics companies and to suggest preventive. The results of the study shows that fall prevention is the top-priority and then driving experience, safety management, and cargo driving hours. However, the gaps between the evaluation values of each are not huge, which means all the preventives are significant.

In order to solve the rapidly increasing domestic delivery volume and various problems in the recent metropolitan area, domestic researchers are conducting research on the development of “Urban Logistics System Using Underground Space” using existing urban railway facilities in the city. Safety analysis and scenario analysis should be performed for the safe system design of the new concept logistics system, but the scenario analysis techniques performed in previous studies so far do not have standards and are defined differently depending on the domain, subject, or purpose. In addition, it is necessary to improve the difficulty of clearly defining the control structure and the omission of UCA in the existing STPA safety analysis. In this study, an improved scenario table is proposed for the AGV horizontal transport device, which is a key equipment of an urban logistics system using underground space, and a process model is proposed by linking systematic STPA safety analysis and scenario analysis, and UCA and Control Structure Guidelines are provided to create a safety analysis.

Public institutions have a responsibility to ensure the safety of their employees and the public. One way to do this is to implement a systematic safety inspection system based on risk assessments and continuous improvements. This study developed a systematic safety inspection system for public institutions that are ordered construction projects. The proposed system in this study consists of a three-step process: (1) developing safety grade evaluation tables, (2) preparing and conducting safety inspections, and (3) evaluating and improving safety management grades. The first step is to develop safety grade evaluation tables by analysis and diagnosis of the construction site's work type, disaster statistics, and related laws. The second step is to conduct safety inspections using the developed evaluation tables. The third step is to determine the safety management grade based on the results of the safety inspection, and to improve risk factors found during the safety evaluation. The proposed system was implemented in highway construction projects carried out by public institutions. The results showed that the proposed system has two major effects: (1) reducing accident-related deaths and injuries, (2) improving safety management levels by continuous evaluation and improvement. The proposed system can be utilized in construction projects ordered by public institutions to improve the level of occupational safety and health.

The construction industry stands out for its higher incidence of accidents in comparison to other sectors. A causal analysis of the accidents is necessary for effective prevention. In this study, we propose a data-driven causal analysis to find significant factors of fatal construction accidents. We collected 14,318 cases of structured and text data of construction accidents from the Construction Safety Management Integrated Information (CSI). For the variables in the collected dataset, we first analyze their patterns and correlations with fatal construction accidents by statistical analysis. In addition, machine learning algorithms are employed to develop a classification model for fatal accidents. The integration of SHAP (SHapley Additive exPlanations) allows for the identification of root causes driving fatal incidents. As a result, the outcome reveals the significant factors and keywords wielding notable influence over fatal accidents within construction contexts.

This study uses FMECA (Failure Modes, Effects, and Criticality Analysis) and HAZOP (Hazard and Operability), which are widely applied in industrial areas, among risk assessment methods, and applies them to the same system. While FMECA evaluates system failure conditions and analyzes risks, HAZOP evaluates the system comprehensively by evaluating operational risks that may occur based on system parameters. According to data released by the Ministry of Land, Infrastructure and Transport, as of December 2021, the length of roads in Korea is 113,405 km, and the repair of guardrails that have expired must be fixed urgently in terms of traffic safety. Replacing all of these guardrails with new ones requires a very large cost, but if the guardrails are repaired with a vehicle equipped with the G-Save method, carbon emissions are reduced, the repair period is shortened, and great economic benefits can be obtained. However, risk assessment for guardrail coating vehicles has not been done so far. Focusing on this point, this study aims to evaluate the risk of these coating vehicles and describe the results. Finally, we found that the Risk Priority Numbers(RPN) in the FMECA risk assessment were greatly reduced, and 6 risk factors from HAZOP risk assessment and actions were taken.
