The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases—the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.

In this study, the height of the flame required to estimate the heat flow path and flame spread in pool fire has been applied by the empirical formula, but it is calculated without applying the pressure and temperature parameters of the fire room. Until now, the height of the flame applied to pool fire was in the Heskestad empirical formula, but accurate temperature calculation was not possible due to the temperature and pressure which are not influenced by the flame height. Therefore, applying the temperature and pressure around it can calculate the exact flame height, which can be applied to fire investigation and fire dynamics. The structure of the flame is divided into a continuous flame, an intermittent flame, and a buoyancy flame, but it is assumed that the flame height is calculated from the visual aspect to the intermittent flame region, and the temperature of the buoyancy flame is very low. The effect of heat of vaporization on the height of flame was investigated. The results showed that flame height was different according to the pressure and temperature around the fire room.

The findings were summarized as follows. The safety check by manufacturer showed that 6 of 13 companies are over the average occurrence of defects. It was expected that there would be a difference between manufacturing technology capability and production system of each manufacturer. Consequently, manufacturers should institutionally improve and strengthen certification items for the upward standardization of safety certification before factory. Second, the safety check by year showed that the results of this study accord with those of previous studies on defect time. Consequently, manufacturers should classify the 3-year-old equipment for vehicle-mounted MEWP into a special check subject to do a nondestructive test according to proven results, and also reflect the test in a safety test system to do regular preventive activities of equipment defects. Third, the safety check by part showed that the boom and outrigger parts of vehicle-mounted MEWP have the most defects. Stress concentration resulted in defects as the boom part was most frequently operated in the structural parts for a real work. To prevent this, it is suitable to improve the hardness of boom materials. The outrigger part needs improvement in safety devices with materials. As an outrigger supports the overturning moment of equipment, it is most affected by its load based on the operating radius, resulting in fatigue crack.

In the construction sites, rush (speedy construction) work have recently been overused because of budget reductions by reducing the construction duration after the long-term economic recession and construction business stagnation with institutional change including the instruction of the duration shortening bidding system and the introduction of the post-construction sales system by the Korea Research Institute for Human Settlements. Due to this, negligent accidents have frequently occurred by forcing manpower, equipment, finance, and material procurement and pressing ahead with impractical construction wok at night according to the reduction of construction schedules. Therefore, this paper has the necessity of this study to seek for alternatives to prevent negligent accidents by finding factors related to rush work in the reality that the importance for preventing negligent accidents is more emphasized while they have not been reduced in construction sites.

The scope of this study is the construction conformity assessment system according to the new paradigm of construction management To minimize the differences between domestic and international state, construction Conformity Assessment is subdivided into system certification and product certification. For the former, WASCON(Worldwide Assessment System of Construction Quality Maturity Stage) is applied. For the latter, AQUA(Advanced Quality Assessment System) was developed and adopted to model project for demonstration. Both systems are designed to enable quantified rating, integrated into PQCS(Project Quality Certification), which is an advanced project quality certification system. The construction work observing PQCS will gain quality score on its own quality certificate(Quality mark on construction itself or facilities is also available, if needed or preferred by customers). This Quality Rating System will inspire and encourage any related parties. PQCS score would let supplier/constructor recognize how much themselves are operating effectively and efficiently, offering them the opportunity of redeeming their weaknesses.

Full embroidery industrial accidents in recent years has shown a declining trend. But disaster embroidery of domestic construction industry were more than 20,000 deaths per year is about 500 people. The government has introduced a construction site often changing the recruitment of new construction based on health and safety as an alternative to road safety education training yisuje of construction workers, daily work periods short. Certificate of Basic OSH Training in Constructions had also been evaluated as successful by reducing the accident rate problem. It is conducted in private educational institutions has occurred on the friction between workers and employers and training costs are difficult to approach workers in the education standards for such facilities due to the superintendent. Educational institutions are institutions that have been caused by excessive competition lowered levels of education. There is also a lack of evaluation that the training is limited to the basic safety knowledge. These details are brought formal safety education purposes only and is introducing the results of other self jyeotgi difficult to reap the proceeds to good effect. In this study, we propose a plan for improving operational problems and enemy status based on research data presented after the Certificate of Basic OSH Training in Construction.

As the demand for automation (or autonmation) or clean workplace has grown, the interest in the knowledge and skill regarding safety is rising in manager duty. Moreover, the importance of severity rate of injury has increased due to the enlargement of industry scale, even safety management area has developed. Thus, it is important that production managers, the core of the line process, realize the safety in their production line, even if a safety manager acts as a staff. However, in the duty oriented National Competency Standard (NCS), the education about the safety duty of production management part is insufficient. According to NCS, it is calculated production managers receive only 6.7% of whole safety education regarding the duty related the safety management for production manager in mechanical industry. However, the ability in safety is more demanded from production managers as the concept of “production and safety” turns into the concept of “production with safety”. And then in this paper, we will compare and analyze the safety management duty in Korean NCS and the safety management duty in State Leaders Connecting Learning to Work in US manufacturing industry, in terms of the duty of the production manage in mechanical industry (05). And, we will develop the safety duty education system for production manager, by classifying the safety education in domestic mechanical industry into knowledge education, skill education, and attitude education with using AHP(Analytic Hierarchy Process).

In construction work, safety accidents often occur in combination with unstable physical and human conditions during preparation and execution of work. In Korea, the accident rate is higher to that of any country in the world. Therefore, it is necessary to take measures by fundamental prescription. In this paper, in the case of construction safety management, we tried to find a reasonable alternative through a questionnaire survey to apply to subcontracting and small-scale construction. In conclusion, workers who are well aware of the task could be able to reduce the accident rate by deploying them as safety management officers after receiving the training.

The purpose of this study was to investigate the biomechanical of K-Pop dance movement. The study was conducted on 15 male and 15 female subjects in 20-30 age groups. And they choose 150 K-Pop dance choreographies in the top 10 ranking of the main charts. We analyzed the RoM, joint moment and impulse force of the highlight movements. First, During the K-Pop dance motion, the usage of knee joints are more than the hip joints and the ankle joints, and female dancers has a larger range of motion than the male dancers. Second, male dancer uses more than female dancers when they compared the load of male dancers and female dancers. In particular, flexion and extension of the hip joints are mostly used in this study. Third, the impulse force of male dancers was greater than of female dancers, but it was statistically insignificant, this is equal to the impulse on walking. In conclusion, Female dancers use more range of motion than male dancers, but male dancer choreography requires greater torque, which can strain joints. Most choreographic exercises involve movements such as hip joint, knee joint, flexion of ankle joint, extension, rotation, and jumping.

Elder Drivers and Age-related Changes: A User Requirement Analysis for In-Vehicle Information System
The objectiveof this study is to analyze the needs anddetermine the requirements ofelder drivers for effectivelyusing In-vehicle Information Systems (IVIS), by reducing cognitive and physical impact on this vulnerable group. The persona method was used to determine the relevant characteristics of older drivers. Task analysis was performed in order to obtain general interaction problems of the personas when using a common function of recent days IVIS. The results were classified in the different usability goals as general requirements, specific needs. This study suggest improvement directions in order to develop an elderly friendly IVIS; in addition, different usability metrics were suggested. In this way, elder drivers would easily interact with new powerful functions supplied by IVIS of modern cars; while improving safety and comfort of an rapidly aging society.

This study analyzed that the standard of school supplies affects the satisfaction of certification. Safety requirements of school supplies in the Republic of Korea is enforced by court duty certification. Therefore, a test was conducted to compare the safety requirements of the United States and Europe and the survey was conducted to know how much manufacturers and importers are satisfied with the certification. To prepare management measures for harmful substances contained in children's product, XRF(X-ray Fluorescence Spectrometry) is utilized to analyze lead(Pb) and cadmium(Cd) in PA(paint), SP(sheet) and PVC(Poly Vinyl Chloride). The results of comparative analysis of ICP(inductively coupled plasma) is analyzed statistically with measured values.

This study aims to analyze the performance of the beneficiaries of the SMEs(Small and Medium Enterprises) support project that has been handled online on the 'BizOK System', which is the integrated support system for SMEs in Incheon, by comparing before and after receiving support. Various performance indicators can be used, but this study used the rate of increase in sales, exports and employed manpower collected by the 'BizOK System'. Moreover, to analyze the trend of business performance by corporate feature, this study grouped the businesses into 7 categories including sales, business history, number of employees and capital. The results of this study are expected to be used in drawing implications for business support policies by utilizing them as basic data for enhancing efficiency of the support project and establishing corporate policies.

The purpose of this study is to review the relationship between CEO's transformational leadership and performance, and the mediating effect of corporate entrepreneurship in entrepreneurs’cooperative. In order to verify and achieve the purposes mentioned above, questionnaire data were gathered and analysed from 379 employees of entrepreneurs’cooperative in Kangwon-do province. Empirical survey's findings are as follows; First, charisma and individual consideration appeared to be positively related with risk-taking and proactiveness. Also, intellectual stimulation appeared to be positively related with proactiveness only. Second, charisma and individual consideration appeared to be positively related with sales volume and employment increase, but intellectual stimulation appeared to be positively related with employment increase only. Third, corporate entrepreneurship(risk-taking, proactiveness) appeared to be positively related with sales volume and employment increase. Fourth, corporate entrepreneurship(risk-taking, proactiveness) had mediating effect on the relationship between CEO's transformational leadership and performance. But, intellectual stimulation had not mediating effect

This study was conducted to grasp problems of the present and investigate the real condition of organizations by making how an organizational ISO/TS 16949 quality management system has a positive effect on process improvement, perceived organizational support has a significant effect on the relationship between ISO/TS 16949 requirements and process improvement, process improvement has a positive effect on customer satisfaction and organizational performance research projects. The two-way quality theory has been widely used as a method for classifying quality attributes for several decades. In particular, the Kano model that classifies attributes into not just conventional one-dimensional but must-be and attractive has gained popularity due to its applicability and ease of use. However, the wordings of the five alternatives in the Kano's questionnaire has been criticised for unclear meanings. This study proposes a new two-way model to classify attributes using 5-point Likert scale alternatives. For this, the current paper investigated a case of TV sets to examine how the proposed model works in comparison with the Kano model. The application results of the proposed model are different from the original one. The two-way model classifies quality attributes in more detail such as the “one-dimensional with an attractive tendency” attribute, which has a greater influence on satisfaction than dissatisfaction, the opposite “one-dimensional with a must-be tendency” attribute, and “highly one-dimensional” and “less one-dimensional” attributes. In this study, a potential satisfaction coefficient (PSC), a potential dissatisfaction coefficient (PDC), and an average potential coefficient (APC) to manage quality attributes are proposed and discussed for their utilization.

The size of the market for SCM information systems have globally and steadily increased. And there are businesses that obtained innovative business performance by introducing SCM information systems. However, many businesses have still undergone trial and error in the process to introduce and operate SCM. As external factors including suppliers, customers, etc. and internal factors of businesses have been analyzed to be failure factors of executing SCM information systems, the businesses that try to introduce SCM information systems need to understand possible failure factors and establish the solutions. Therefore, this study tries to verify the diffusion of SCM information systems and effects on bullwhip effects. The study is expected to suggest empirical data that people will refer to the establishment of next counterstrategies according to the lapse of the period that systems are introduced based on theoretical bases related to the diffusion of SCM information systems.

The systematic management of technology infrastructure increasingly becomes critical as it represents the driving power for creating competitive advantage of nations and enterprises. In this sense, public facility and equipment, which is one major asset of technology infrastructure, should be managed effectively, systematically and efficiently to increase its overall equipment effectiveness. However, the manual and off-line communication was the unique way to communicate between the suppliers who provide facilities in the public sector and the customers who utilize the facilities in the industrial sector. This communication way caused invisibility of available usage time and increase of idle time, thereby decreasing the equipment effectiveness. This paper presents an web-based scheduling system that enables real-time collaboration and information sharing for increasing the equipment effectiveness. The designed system performs scheduling, facility management, order management and customer relationship management in an on-line platform, and carries out the processing and storing of relevant information in an integrated database. The paper includes a development approach to identify business process models and standardized system models by using object-modeling technique. The deliverable of the present work will contribute to increasing the equipment effectiveness by enhancing visibility, transparency and predictability by means of the integration with a legacy Enterprise Resource Planning.

Recently, de-industrialization phenomenon has been intensified in global. It caused negative issues of manufacturing economy, so many countries are carrying out a policy to protect and promote their manufacture industry. Also in Korea, government is implementing a policy to promote their manufacture based technique and process. It was named "Ppuri industry". We studied how important Ppuri industry is in Korean manufacture economy and the relation of between the metal industry and Ppuri industry. Companies are pursuing the management of small quantity batch production or JIT(Just-in-time) system for improving the delivery response and LOB(Line Balancing) in order to satisfy consumers’ increasing demands in the current global economic recession. And in order to improve the growth of production for reducing manufacturing cost, improvements of the Load Balancing have become an important reformation factor. Thus this paper is aimed at warehouse which procures materials on the assembly line in procurement logistics of automotive logistics and proceed with research on heuristic algorithm development which can increase the Load Balancing of workers. As a result of this study, when applied the primary target value, it was verified that the whole workers decreased from 28 to 24. Furthermore, when specified the secondary target value and applied algorithm once more, it was verified that the Load Balance Ratio was improved from 44.96% to 91.7%.
