In the past 20 years, passenger and cargo transportation performance at the international passenger ports in Korea have increased by 8.6% on the compound annual growth rate, respectively. The Korean government had expected to continue expanding the market of car ferries and the government included plans for the development of additional routes and lanes with neighboring countries such as China, Japan, and Russia as a part of the Plan of the Korean Ministry of Oceans and Fisheries in 2019. However, compared to the development of routes, the management and operation of passenger terminals are inefficient. The purpose of this paper was to introduce the overall improvement of the passenger terminal operating system that reflects the recent changes in the supply and demand of international passenger vessels and the needs of the government and private sector passengers. To this end, a basic survey was conducted on the status of operations and facilities at the Busan International Passenger Terminal and a questionnaire survey was administered on the subject of use. The results of the survey were analyzed using the IPA model. As a result of the analysis, three items in the operation sector, three items in the facility sector, and four items in the system sector of the Busan International Passenger Terminal were identified as in need of improvement. Based on the results, the need for investment to improve the international passenger terminal operating system is suggested.

본 연구의 목적은 컨테이너터미널의 생산성 향상을 위한 새로운 운영시스템 기술 도입에 따른 기대효과를 분석하는 것이다. 컨테이너터미널의 운영시스템을 종합관제시스템 운영시스템, 계획시스템, 정보기술 등의 크게 4가지 기능으로 분류하며, 총 19가지 신기술 대안을 선정하였다 선정된 운영시스템 기술대안에 대해서 현장 전문가를 대상으로 한 설문조사 및 면담조사를 통하여 기술대안별 중요도와 생산성 향상지수를 추정하고 생산성 향상 평가모형을 수립하였다. 또한, 생산성 향상 평가모형을 이용하여 운영시스템 기술 도입에 따른 대안별 기대 생산성을 산출해 보았다 따라서, 새로운 운영시스템의 도입시 기대 생산성을 분석하고자 할 경우에 유용하게 사용 가능할 것으로 본다.

As the competition in the liner shipping industry is becoming fiercer, the shipping company is trying to find the way to keep the best competitive position by reducing the cost level as low as possible and offering the best quality of service to their customer. In order to achieve this goal, the selection of port and terminal that have the best quality of service and cost effective structure is essential for the shipping line, where they can only have a chance to save the money. In this context, the paper compares three European container terminals in order to understand the factors that have to be considered in the decision making process for the selection of terminal. And its advantages and disadvantages of each type of container terminal operation system were analyzed from the liner shipping company's point of view in terms of cost, time, flexibility, stability, hinterland connection, geographical position and terminal productivity. It is obvious that the cost factors are very important for liner shipping company to select their terminal. However, there might be even more important factors than the cost factors, such as quality of port and terminal service, mutual trust, and possibility of future development.
