본 연구는 대통령 연설문에서 ‘한류’가 시대적 흐름과 정책 기조에 따라 어떻게 의미적으로 확장되고 변형되는지를 분석하는 것을 목적으 로 한다. 이를 위해 김대중 정부부터 문재인 정부까지의 대통령 연설문 을 대상으로 빈도 분석, 공기 표현 분석, 의미 확장 및 화용적 기능 분 석을 수행하였다. 연구 결과, 첫째, 대통령 연설문에서 ‘한류’의 사용 빈도는 정권별로 차이를 보였으며, 박근혜·문재인 정부에서 가장 적극 적으로 활용되었다. 둘째, ‘한류’의 의미적 확장은 경제(산업화·창조경 제), 문화(K-POP·콘텐츠 확산), 외교(공공외교·국가 브랜드)의 세 가지 맥락으로 구분되었다. 셋째, 한류의 화용론적 기능은 강조, 선언, 정책 제안의 형태로 나타났으며, 정부별 정책 기조와 연계되어 활용되었다. 본 연구는 대통령 연설문을 통해 ‘한류’가 단순한 문화적 개념이 아니 라 정책적 의미를 형성하며 시대적 흐름에 따라 변화한다는 점을 규명 하였다. 향후 연구에서는 뉴스 기사, 정책 보고서, SNS 등 다양한 자 료를 포함한 분석이 필요하며, 전문가 집단의 의견을 반영한 질적 연구 도 유용할 것이다.

현행 저작권법 제24조는 공개적으로 행한 정치적 연설의 자유로운 이용 을 보장하여, 민주사회에서 필수적인 정치적 표현과 공적 담론 형성을 법적 으로 지원한다. 과거에는 정치적 연설이 오프라인 공간에서 일회성으로 이 루어졌으며, 직접 참석하지 않으면 내용을 접하기 어려웠다. 그러나 콘텐츠 기술의 발전과 미디어 환경의 변화로 정치적 연설의 개념과 유통 방식이 크게 변화하였다. 그러나 현행 제24조는 현대적 미디어 환경을 충분히 반 영하지 못하며 여러 한계를 드러낸다. 정치적 연설의 개념이 모호하며, 공 개성 요건이 물리적 공간 중심으로 해석되어 비(非)오프라인 환경에서의 적 용이 불분명하다. 또한, 정치적 연설의 자유이용이 광범위하게 허용되지만, 이용 기준이 명확하지 않아 연설자의 권리가 침해될 우려가 있으며, 동일 저작자의 연설 편집을 제한하는 규정이 존재하나 그 기준이 불명확하여 실 질적 효과가 미흡하다. 본 연구는 주요국의 입법례를 살펴 우리 법제로의 시사점을 도출하고 개 선의 방향을 제시하였다. 구체적으로는 저작권 제한의 대상 연설의 범위를 보다 명확하게 규정하면서도 공개성 요건을 확장하여 현대적 미디어 환경 을 반영할 필요가 있다. 또한, 이용 수단과 범위를 엄격히 제한하여 공익적 정보 접근을 보장하면서도 저작권자의 권익을 보호하는 균형 있는 접근 방 식을 취해야 하며, 동일 저작자의 연설 편집과 관련하여서도 합리적인 예외 를 설정할 필요가 있을 것이다. 이를 통해 제24조가 추구하는 국민의 알 권리를 보장하면서도 저작권법의 정합성을 유지하고자 한 취지를 더욱 달 성할 수 있을 것으로 기대한다.

The purpose of this s tudy is to analyz e the COVID-19 political discourse from the perspective of critical discourse analysis, to identify what linguistic strategies politicians use to reveal their position and ideologies, and how the social and political situations are reflected in their discourse. The data consist of speeches made by Donald Trump, the former U.S. president, and Andrew Cuomo, the governor of New York, in terms of text, discourse practice, and sociocultural practice using Fairclough’s 3D model. The findings show that the two politicians used terms that separate ‘us-group’ and ‘them-group’, while showing differences in specific vocabulary choices and discourse composition strategies. Trump tended to use positive self-presentation, optimistic expressions, and focused on economic policies, while Cuomo tended to use objective figures, emphasize seriousness, and focus on prevention policies. This forms the way the public perceives society, and conversely, social situations such as racial discrimination and hate issues also affect and interact with discourse strategies.

본 연구는 한국과 베트남의 장례식 조문 답례 담화에 대한 비교 분석을 목적으로 한다. 그 결과 한국은 고인과 저자의 관계 지향 적인 성격을 지닌 반면 베트남은 고인의 죽음에 대한 사실 정보 전달 의 성격을 지니고 있는 것으로 조사되었다. 또 한국 담화가 조문과 부 의라는 지원 요소에 감사를 하고 있는 것과 달리 베트남 담화에서는 감사한 대상을 나열하는 방식으로 감사를 표현하고 있었고, 양해 구하 기에 있어서도 한국은 찾아뵙지 못한 것에 대한 양해를 구한 반면, 베 트남은 혹시 모를 부주의에 대한 양해를 구하는 차이를 보이는 것으 로 나타났다.

This paper introduces structural metaphor which is a type of conceptual metaphor and proposes another type of conceptual metaphor corresponding to the structural metaphor. It is called reverse structural metaphor since it has externally the same structure as structural metaphor but the property of the target and source domain is reversed. The purpose of this paper is to study and compare these two types of metaphor – structural metaphor and reverse structural metaphor - with specific metaphorical linguistic expressions found in political speeches based on conceptual metaphor theory. Especially, this paper shows that the metaphorical linguistic expressions which have not been explained by the existing structural metaphor and therefore ignored are settled by virtue of reverse structural metaphor. In the process, the characteristics of the reverse structural metaphor to be dealt with as an independent type of conceptual metaphor will be provided.
