본 연구는 미중 경쟁이 심화되고 있는 오늘날, 동남아시아를 포괄한 동아시아 지역에 있어 일본의 원조 이념 변화가 미친 정책적 영향이 무엇이고 어떠한 함의를 가지고 있는가에 대한 질문에서 출발했다. 이 에 대한 연구의 주요 결론은 다음과 같다. 2000년대 이후 일본은 '원 조 이념의 변화'를 추진했고 이를 통해 기존의 '비군사화 규범' 중심의 원조 이념에서 벗어나 안전보장 규범을 적극적으로 수용했으며, 특히 해상법집행에 중점을 두고 동남아시아 국가의 해양능력구축을 지원하 고 있다. 이제까지 방산수출을 통한 접근은 전무하다고 보아도 좋을 정 도로 제한적이었으나, 원조 이념의 변화와 함께 방위장비 해외이전이 자유로워지고 '원조화'하면서 장기적으로는 변화의 가능성이 보이고 있 다. 한국은 일본의 사례를 참고하면서, 동남아시아 역내 국가들의 수요 와 우려가 무엇인지를 상대국 입장에서 파악하는 해양능력구축 지원을 추진할 필요가 있다.

This paper explores the impact of change in Japan's aid philosophy on its foreign policy towards East Asia, particularly in the context of the intensifying Sino-US rivalry. The study concludes that since the 2000s, Japan has pursued a "change of aid philosophy" that includes a shift towards accepting "security norms" and a departure from the traditional "non-militarization norms." This has led to increased support for maritime capacity building in Southeast Asia, with a particular focus on maritime law enforcement. While Japan's defense exports have had limited involvement in maritime capacity building, the lifting of restrictions on overseas transfer of defense equipment, coupled with the shift in aid philosophy, raises the possibility of long-term change. This represents a significant shift in Japan's antimilitaristic identity and marks a notable vector towards "securitization of aid" that could accelerate in the near future.
