오늘날 스마트홈에 대한 선호도가 높아짐에 따라 공동주택의 건축단계에서 월 패드를 도입하는 것은 선택의 요소가 아닌 필수적인 요소로 자리잡고 있다. 하 지만 스마트홈과 월패드의 편리함에도 불구하고 월패드 해킹은 주거환경에 대 한 위협요인이 되고 있다. 실제로 2021년에 한국 아파트의 월패드가 해킹당해 촬영된 영상이 다크웹에 게시되어 큰 논란이 되었다. 당시 해당 사건은 개인에 게 가장 안전하고 사적이어야 하는 영역에 대한 침해가능성에 대해 국민들로 하여금 경각심을 갖게 하는 동시에 이미 유출된 사생활 영상에 대한 보호대책 도 전무하다는 현실을 깨닫게 해주는 계기가 되었다. 한편 국내 신축 공동주택에 설치되고 있는 월패드는 주택의 기본 시설물로 인 식되고 있는 것이 현실이다. 이는 사적 생활의 유출가능성을 내포하는 월패드 설치를 입주자들이 선택할 수 없다는 점에서 월패드 보안수준의 적정성 문제 가 중요한 요소로 대두되었다. 현재 국내에서는 이러한 문제점을 해결하기 위해 월패드 보안 인증제도의 도 입과 공동주택 내 전문 기술인력의 배치를 통해 해킹 위협에 대응하고자 하고 있다. 하지만 관련 법적 규제들의 실효성을 높이기 위한 부가적인 개선안들이 제시되어야 할 시점에 와 있고, 더 나가 보안 침해 후 유출영상 보호를 위한 개인정보보호위원회의 법적 권한의 확보도 필요한 실정이다. 이에 본 연구에 서는 공동주택 월패드 보안의 기술적 개념을 고찰한 후, 국내외 월패드 보안 규제 법제 현황을 살펴보고, 이를 통해 국내 월패드 보안 관련 법제도의 방향 성에 대해 논의해 보고자 한다.
As the preference for Smart Home increases today, incorporating wallpads in the construction phase of apartment buildings is becoming more of a necessity than an option. However, despite the convenience of smart homes and wallpads, wallpad hacking has become a threat to residential environments. In fact, in 2021, a video of a hacked wallpad in a South Korean apartment was posted on the dark web, causing a huge controversy. The incident served as a wake-up call to the public about the potential for intrusions into what should be the safest and most private areas of an individual's life, while also realizing that there is no protection for private footage that has already been leaked. On the other hand, wallpads installed in new apartment buildings in Korea are recognized as a basic facility of housing. The issue of the adequacy of wallpads' security level has emerged as an important factor, as residents cannot choose to install wallpads that imply the possibility of leaking their private lives. To solve these problems, Korea is currently trying to respond to hacking threats by introducing a wallpad security certification system and deploying specialized technical personnel in apartment buildings. However, it is at a point where additional improvements should be proposed to increase the effectiveness of related legal regulations, and furthermore, it is necessary to secure the legal authority of the Personal Information Protection Commission to protect leaked videos after a security breach. This study examines the technical concepts of wallpad security in apartment houses, and then examines the current status of wallpad security regulatory laws at home and abroad, and discusses the direction of improvement of the domestic legal system.
