        The purpose of this study is to keep the safety of the car ferry passengers and vessels by investigating and analyzing vessel safety management systems in Korea and China. To this end, we investigated Korea-China car ferries and the current status and causes of global marine accidents corresponding to the sizes of the vessels from Korea and China. Furthermore, we investigated car ferries’ crew management and safety management. As a result of the analysis of the ferry accident, the causes of human error and ship’s age were the greatest, but the ship’s companies showed a negative stance regarding the age restriction. It seems that it is necessary to utilize the near-miss accident reporting system and differentiate the management of ship’s aging. Also, it was analyzed that both the ship company and the crew of the ship need to strengthen their awareness of safety management.

        최근 부산신항은 항계 내의 장해물 제거 공사와 함께 부두 부근 항내 수심을 17m까지 확보하여 컨테이너 선박의 대형화 추세에 지속해서 대응하고 있다. 한편, 2020년도에는 24,000TEU급 초대형 컨테이너 선박이 입항하고 있으며, 이와 같은 흐름에 맞추어 추후 항내 수 심을 23m까지 확보하는 것을 계획 중이다. 이처럼 대형선박 입항 시 상황에 따라 주의하여야 할 요소에 대한 사전 점검이 필요하며, 이를 위 한 이해관계자 간의 정보 공유가 필요할 것으로 판단된다. 본 논문에서는 초대형 컨테이너 선박의 통항에 따른 해당 항로의 영향을 파악하기 위하여 선박 입·출항 통계자료 및 선박 운항 성능 자료를 바탕으로 통항 안전성 평가를 시행하였으며, 4,000 TEU선박 통항시와 비교하여 최 대 8.4%높은 위험도가 발생하였다. 또한, 초대형 컨테이너 선박의 부산신항 내 안전한 통항을 위한 도선 관점에서의 운항 특성 의견을 취합하 여 최소안전수심과 예선 운용 방안 등의 안전대책을 함께 제시하였다. 이를 통하여 초대형 컨테이너 선박의 부산신항 입·출항시 사고 예방에 이바지할 수 있을 것으로 사료된다.

        A prototype of the GMT FSM has been developed to acquire and to enhance the key technology – mirror fabrication and tiptilt actuation. The ellipsoidal off-axis mirror has been designed, analyzed, and fabricated from light-weighting to grinding, polishing, and figuring of the mirror surface. The mirror was tested by using an interferometer together with CGHs, which revealed the surface error of 13.7 nm rms in the diameter of 1030 mm. The SCOTS test was employed to independently validate the test results. It measured the surface error to be 17.4 nm rms in the diameter of 1010 mm. Both tests show the optical surface of the FSMP mirror within the required value of 20 nm rms surface error.

        Although Korea coastal area has the increasing potential marine accident due to frequent ship’s encounter, increased vessel traffic and large vessel, there is no specific model to evaluate the navigating vessel’s risk considering the domestic traffic situation. The maritime transport environmental assessment is necessary due to the amended maritime traffic law. However, marine safety diagnosis is now carried out by foreign model. In this paper, therefore, we suggest a domestic traffic model reflecting the characteristics of korea coastal area and navigator’s risk as we named PARK(Potential Assessment of Risk) model. We can evaluate the subjective risk by establishing the model and model output into maritime risk exposure system. To evaluate this model’s effectiveness, we used ship handling simulation and applied, analyzed collision accident which occurred in korea coastal area. And also, we applied integrated to an ECDIS program for monitoring traffic risk of vessels with real time based AIS data and apply to evaluate traffic risk in busan harbor waterway. As a result, we could evaluate busan harbor waterway risk effectively.

        According to the Marine Traffic Safety Law, revised in 2009, Marine Traffic Safety Audit is introduced to secure the safe navigation, to prevent the marine accident and to maximize the efficiency of the port. In this audit system, marine traffic safety assessment is the most important scheme because the primary purpose of the audit system is to identify potential risk elements affecting safe navigation. Even though the reliability of audit result depends on the selection of assessment models, there are no independent assessment models for Korean coastal waters and most of models used in Korea currently are developed by foreign countries. Therefore, the development of the independent assessment model for Korean coastal water is required. This study, prior to the development of independent assessment model, aims to provide a basic data by comparing two foreign assessment models in Ulsan port area with marine accident statistics data.

        In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

        In near future, more congested and dangerous marine traffic environment due to the rapid marine traffics increase and ship handling difficulty by enlargement of ship size is predicted. In this paper, an navigation supporting system proposal made to enhance the safe navigation by providing the collision avoidance informations to the navigator via marine traffic environment assessment. Proposed navigation supporting system displays results of marine traffic environment assessment, degree of the dangers and gives reason of danger which is enhance situational awareness of navigator. For this purpose, results of marine traffic environment assessment which is obtained via real time assessment sent to the designated server and through the connection with navigation supporting system navigator being enable to see all those informations on the computer screen Navigator would utilize those information to make a decision in the difficult waterways and thus safe navigation could be enhanced.

        The maritime education and training is executed in Asian countries according to The International Convention on Standards of Training, Certification and Watch keeping for Seafarers(STCW). However, mainly basic training and education takes in maritime universities, because this convention is minimum requirements to become junior mariner. So, until now researches have not developed to the stage of discussing how maritime universities of advanced shipping countries should pursue the direction of education in the new eras. Korea and Japan as the leading shipping countries in Asia, need to take initiatives in building a new education system in order to foster the next generation maritime expert. To enhance the professional abilities of maritime technologists in the new era, element design of science and technology relating to maritime issues and a new education system based on an amalgamation of maritime education and scientific and technological education were discussed.

        The Istanbul Strait is one of the important waterways in the world. And its southern entrance has a highly congested local traffic. Till now there are several studies regarding how the Istanbul Strait is dangerous to navigate and how those dangers can be mitigated. But there is no study regarding local traffic which is posing great collision risk. In a certain traffic area, marine traffic safety assessment parameters are traffic volume, frequency of collision avoidance maneuver, traffic density, traffic flow and potential encounter, In this paper local traffic volume, traffic flow and potential encounter number of local traffic vessels and possibility of collision are investigated in order to find degree of danger at the southern entrance of the Istanbul Strait. Finally by utilizing those, risky areas are determined for southern entrance of the Istanbul Strait. Results have been compared to a previous study regarding risk analysis at congested areas of the Istanbul Strait (Aydogdu, 2006) and consistency of the results were presented.

        A virtual vessel traffic control system is introduced to contribute to prevent a marine accident such as collision and stranding from happening. Existing VTS has its limit. The virtual vessel traffic control system consists of both data acquisition by satellite remote sensing and a simulation of traffic environment stress based on the satellite data, remotely sensed data And it could be used to provide timely and detailed information about the marine safety, including the location, speed and direction of ships, and help us operate vessels safely and efficiently. If environmental stress values are simulated for the ship information derived from satellite data, proper actions can be taken to prevent accidents. Since optical sensor has a high spatial resolution, JERS satellite data are used to track ships and extract their information. We present an algorithm of automatic identification of ship size and velocity. It lastly is shown that based on ship information extracted from JERS data, a qualitative evaluation method of environmental stress is introduced.
