        From December 2014 to November 2015, an automatic weather system (AWS) was installed over a wide road of Daegu to continuously measure meteorological factors and surface temperature. We investigated the effective operating period of the clean-road system using the daily maximum and minimum air and asphalt surface temperatures, with the aim of creating an optimum thermal environment. The clean-road system was installed over a part of the broad way of Dalgubul(Dalgubul-Daero) by Daegu Metropolitan City in 2011. Until now, the clean-road system has been operated from the middle of April to the end of September. We assumed that it was desirable that the clean-road system could be operated when the discomfort index was above 55. In conformity with the conditions, we concluded that the optimum operation period of the clean-road system is from the end of March to about the middle of October.

        To investigate thermal environment and effect of clean-road system over a broad way, we conducted the filed meteorological observation during 12~13 August 2014. The clean-road system was employed over a part of the broad way of Dalgubul(Dalgubul-Daero) by Daegu Metropolitan city in 2011. The clean–road system in general is operated two times(4 am, 2 pm) during summertime. In case of scorching alert, the system is operated 3 times a day(4 am, 2 pm and 4 pm). To evaluate the present thermal condition and the improvement effects due to the system, we analyzed the time variation of discomfort index and WBGT(wet-bulb and globe temperature). WBGT was more than 25 during 8 a.m. ~ 9 p.m. And discomfort index was more than 75 during 8 a.m. ~ 11 p.m. The thermal improvement effect of the clean-road system was restrictive during daytime.

        In this study, the environmental consciousness of Daegu citizen on conservation planning considering the regional characteristics was investigated. Data were collected throughout a survey and 1400 people were selected using a stratified sampling method based on populations of Daegu administration district. Results wee followings; First, the levels of environmental consciousness were different dependent on districts’ characteristics. Second, poor awareness on Daegu Agenda 21 (Clear and Green Daegu 21) were shown. Daegu Agenda 21 is the action plan for the sustainable environmental conservation activities of the City of Daegu. Third, waste was the most serious environmental problems of Daegu , air quality was second worst, and third was river water quality from the survey, but differentiated awareness was shown dependent on regional spatial factors and pollution emission factors. Last, a public environmental education was the most important issue to make invigorations and progress for future environmental policy.

        To improve air quality around a broad way, Daegu Metropolitan city employed the clean-road system at a part of the broad way of Dalgubul (Daigubul-daero) in 2011. The clean–road system in general is operated two times (4 am, 2 pm) during summertime. In case of scorching alert, the system is operated 3 times a day (4 am, 2 pm and 4 pm). To evaluate the effect of air quality improvement due to the system, we analyzed the time variation of monthly mean particulate matter (PM10) concentration in recent 3 years (2011-2013). The improvement of air quality was estimated at about 5~15 % under the system.

        In this study, thermal environment improvements throughout public design improvement project on the urban street space were compared and evaluated. Thermo-Render 3.0, 3D-CAD based thermal environment simulation program, had been used for thermal environment improvement evaluations. Followings are the results. First, clayey blocks which have low heat transfer rate and cool island effect by trees and roof gardens brought cooling effects for buildings and surface of streets. Seconds, MRT values showed low levels because of low radiant mulching materials. Thirds, roof gardens contributed to reduce heat island effect since HIP levels were affected by decreasing heat storage effect of buildings from roof gardens. As a result, reducing heat storage effect throughout selecting and arranging proper materials which would not increase heat island potentials should be performed to improve heat island effects.

        In this study, thermal environment changes for a marathon course of IAAF World Championship, Daegu 2011 were modeled to provide improvements of thermal environment, so that runners could have the maximum condition and citizens pleasant streets. The three biggest size of intersections were selected for the study. Envi-met, 3G microclimate model, were used for a thermal environment analysis and three different cases - present status, planting roadside tree scenario, and roof-garden scenario - were compared. The followings are the results of the study. 1. The highest thermal distribution were shown at 1 p.m., but there was no significant difference between a thermal distribution at 1 p.m. and that at 5 p.m. since a heat flux from buildings affects thermal distributions rather than insolation does. 2. Tree planting or adding environmental friendly factors might lead a temperature drop effect, but the effect was not significant for areas covered with impermeability packing materials such as concrete or asphalt (especally, for Site case 2) 3. The combination of tree planting and adding environmental friendly factors also brought a temperature drop effect (Site 1 and 2) and this case showed even better result if green spaces (especially, parks) were closed.

        The purpose of this paper is to suggest practical suggestions to mitigate Urban Heat Island(UHI) problems in Daegu regarding urban surface temperature. Urban street trees's size and the relations between urban land use types and surface temperature are analysed using aerial photos, the numerical value map and Landsat TM image with special reference to Jung-gu. Total urban street tree's crown size is 156,217.6㎡ and it is equal to 2.24% of study area. In addition, the size of 'city and residential area' is 6,681,870㎡(95.7% of study area), which causes UHI and the total size of 'river' shows the lowest surface temperature area and 'road' and 'business and service area' are the highest surface temperature zones. Therefore, it is probable that the network between urban street trees and the lowest surface temperature areas mitigate UHI effects.

        The purpose of this research was to present multi-criteria which were related to the heat island and find methods which decreased heat island affection on the ecological landscape planning. The results of this study were as follows. According to the analysis of surface temperatures, the first grade was the outside-city like a mountain and its temperature was less than 13.0℃. The fifth grade was the downtown, industrial area and its temperature was more than 26.9℃. Therefore, the result was seen the serious heat-island effect. The results of field survey, the closer to the first grade, the higher the value of green coverage. The closer to the fifth grade, the higher the value of impermeability surface, paving materials and colors. According to the correlation analysis, the temperature had high correlation with impermeability surface, paving materials and colors. According to the simple regression analysis, permeability surface, green coverage, topography, impermeability surface, paving materials & colors, human impact related with surface temperatures. To plan for the decrease of Heat-Island Effect needed the extension of green space, decrease of impermeability surface. This research suggested data for urban green plan and decrease of heat island effect, but there was a limit to get the objective method for grade classification because of lacking in the basic data, the research of multi-criteria will be accomplished continuously.

        As urbanization has been expanded in Korea, open spaces, such as urban parks and public sites, have been utilized for other uses, and then this bring out environmental changes for the worse. It is expected that these changes become more serious problems due to overpopulation, increasing individualism, and development of transportation. This research base on the consideration of connecting between decreasing urban green spaces and distributed green sites so as to build the substantial plan for the Green Network construction for urban heat island mitigation in Dalseo district, Daegu Metropolitan City. The result were as follow; 1)Connecting existing natural sites to the remained parks green zone made an Ideal form of Green-Network system. 2)Some school sites were selected for usable open spaces in order to build Green-Network system, and the plan connecting together with exist natural sites was suggested. 3)Moreover, the scheme of planting on the road spaces for connecting green spaces was proposed. 4)The devices of planting on the urban riverside for enhancing the role of urban stream to form green network was conceived.

        This study focuses on importance level analysis of environmentally-friendly planning factors using Analytic Hierarchy Process(AHP). This study verify different planning principle makes comparison matrix by a relative comparison value, verified consistency after yield weight to analyze more objective importance for apartment complex estate environmentally-friendly planning factor. In order to decide importance of apartment complex estate environmentally-friendly planning factors multiplying weight of verified planning principle with weight of planning factors. The results are as follows; First, importance of preservation of green tract of lands, Preparation of Biotop, Tree planting of sites, Propriety of development density high except Ciculation and practical use of water. Next, valued planning factors constituent appeared to Energy efficient building plan, Rubbish recycling, thermal utilization of solar energy, Artificial tree planting of buildings etc. importantly. Finally, plan constituent that importance is underrated most appeared by Practical use of building meterials and equipment, Centralization of energy and resources, Preservation of corridor etc.

        The Local Agenda21 is an action program of local dimension to realize of sustainable development. The citizen participation is prime issues and very important for successful practice of the Local Agenda21. The purpose of this research is to analyze the citizen participation problem and to suggest the improvement plan at the advanced course of the Local Agenda21. The research results are as follows; 1. The recognize of citizen about the Local Agenda21 is very low. Namely, the citizen of about 80% answered not to know about the Local Agenda21. 2. However, citizens showed the participation opinion to be very active by simple explanation about the Local Agenda21. 3. Also, citizens showed the result to be very affirmative in the environment problem consciousness investigation. Namely, citizens were recognizing the environment problem as the problem of the society synergic.

        Environmental protection and precaution are the most frequently considered issues in the recent research fields for our present and future surroundings. However, it seems that these environmental issues were less reflected in local-level development plans, and caused several cases of environmental pollution, therefore it became a major concern of local governments and the communities. The role of a 'Local EIA(Environment Impact Assessment)' can be a core issue for the positive preferences of the local-level development plans. Cases of Local EIA in Germany which have been implied successfully are reviewed to generate a local EIA movement and to produce a guideline for Korean local governments. The local EIA in Germany was broadly commenced in the middle of 1980s, and a decade later it was carried out for over 200 of local governments. To produce a better suggestion for Korean local EIA, comparison and analysis of detail data of the German local EIA was carried out, and tested for fourteen cities in Korea based on five categories: i) assessment subject, ii) assessment procedure, iii) main office for assessment, iv) assessment factor and v) assessment standard. Prior suggestions for greater preference of local EIA in Korea are: it is necessary that I) launch of a support system in central government to help the movement of local government; II) a knowledge-based expert group in local government which has by all means of exclusive responsibility for any action(new application or performance of local EIA) ; III) establishment of 'environmental protection measure' in local government level for environmental precaution based on individual environmental character and values in their communities.
