        본 연구의 목적은 전라남도 해양수산 분야의 정책 사업들에 대한 기반기술을 호남지역 Sea Grant 사업단(이하 호남 SG)에서 확보하기 위한 연구개발 전략방안을 수립하는데 있다. 호남 SG의 목적은 과학적인 기반을 토대로 연구와 대민활동 및 교육을 전개하여 지속 가능한 호남지역 연안자원의 보존과 발전을 도모함에 있다. 전략수립을 위하여 우선, 80건의 전라남도 정책 자료와, 40건의 호남 SG 연구 자료를 입수한 후, 다섯 가지 해양수산 분야로 분류하였다. 그리고 각 분야별 자료에서 핵심단어를 발췌한 후, 핵심단어에 내포된 의미를 '실용위주', '이론위주', '미래지향', '현재지향' 등 네 가지 척도를 갖는 4분법적 의미 분할 방법을 적용하여 평가하였다. 그리고 평가결과를 기반으로 전략방안을 제안하고, 제안한 전략방안의 현장적용에 관해서 검토하였다.

        The purpose of this study is to examine the aspects and the characteristics of conflict among people in agricultural villages shown in the course of conducting a rural community development project, and to suggest a theoretical basis for the solution of the conflict. various theories on rural community development projects and conflict, and relevant sociopsychological theories were perused to lay a theoretical foundation for the study, and 5 actual cases of conflicts in agricultural experience villages were analyzed in the light of the grounded theory which is one of suitable methods of qualitative research. And comparative and comprehensive analysis of conflicts of different farm villages was done. Based on the result of analysis of conflict among residents on agricultural experience village, this paper suggests some ways for solution of the conflict.

        본 연구에서는 과학기술부의 21C 프론티어 사업 중 하나인 수자원의 지속적 확보기술개발사업단에서 연구 개발 중인 수자원 확보기술을 대상으로 기술평가 모형을 구축하였다. 이는 개발기술의 가치평가를 통하여 R&D가 효율적으로 사용되고 개발된 기술이 실용화 단계까지 성공적으로 갈 수 있도록 기여함에 있다. 수자원 확보기술의 성격을 반영할 수 있도록 정량적 평가뿐만 아니라 정성적 평가가 모두 가능한 2개의 계층으로 이루어진 평가틀이 구축되었다. 4개의 평가기준

        In this study, We developed an evaluation system for the interim check of Integrated Rural Village Development Project and analyzed its applicability to an actual evaluation process through a pilot evaluation on regions selected. The evaluation system consists of documentary assessments(30%) and field inspections(70%). The documentary assessments are quantitative assessments on check-lists reports by self-evaluation prepared by local governments. The field inspections are qualitative assessments by evaluation teams. Sixteen evaluation indices were developed for documentary assessments and seven criteria were designed for field inspections. For a pilot evaluation, one region in each province excluding Jeju Do, eight regions was selected and the field inspections due to circumstances was proceeded in two regions. The results of documentary assessments indicate that most of regions are evaluated low in project performance attributable to the delay in security for sites. In the field inspections, it appears that most of the regions evaluated high at the documentary assessments got a high point from them. They also show that coordination of action plans, rather than quantitative achievements, is a base determining success of the projects.

        This study aims to develop a rational evaluation system which consists of the selection of evaluation items and the estimation of its weight for the Enhancement Program of the Quality of Life for Farmers and Fishermen and Rural Development. This system has two hierarchical steps. The first step shows the evaluation goals which are relevance, efficiency and effectiveness of the program. The second step stands for the evaluation items which have 11 sub-items such as necessity and externalization for the program, rationality of procedures, feedback and monitoring system, budgetary allocations, information activities, impacts on the program, achievements of the goals and so on. A tentative evaluation system was proposed by brainstorming and Delphi method of expert-group. Weighting values of evaluation items were calculated through pair-comparison works of expert group using stepwise matrix sheets by AHP(Analytic Hierarchy Process).

        Recently, Korean government has been initiating various schemes for reactivation of the marginal farmland use. However, although about ten years have passed from the introduction of the marginal farmland redevelopment projects in 1995, there have been very few research works on their systematic and objective appraisal. Therefore, this study checked the statutory concept and development schemes of the marginal farmland, firstly. Ant through case studies on 5 completed project sites and questionnaire/interview surveys on local government officers/private developers, problems and suggestions on project implementation were analysed. Finally, in consideration with analysed results and suggestions together, tentative project directions and reaction schemes on marginal farmland development were proposed.

        Recently many administrative institutes try to improve the viability of rural villages. For increasing the viability, not only infrastructures but internal vitality is necessary in rural villages. Nonetheless, most of governmental projects have been focused on infrastructures. For this reason, RDA(Rural Development Administration) designed and performed the RHL(Rural Healthy and Longevity village) project. This RHL project is not easy to evaluate the outcome because it consists of very intangible project items. In this paper, we developed a scoring model to evaluate the result of the RHL project. The scoring model based on DEA(Data Envelopment Analysis) was suggested to evaluate the quantity of personal activities in each village. Personal activities are classified into five categories: regional life, social life, productive life, outdoor life and indoor life. Evaluating indices of each category are developed and weighting values are evaluated by AHP(Analytic Hierarchy Process). The developed model was applied to Kumsan village and examined its applicability.

        본 연구에서는 낙도보조항로 운영사업자에 대한 경영평가제를 도입하여 사업자 스스로 지속적인 경영개선 노력을 유도하고자 AHP 기법을 이용하여 경영평가지표를 개발하였다. 이들 지표는 크게 3가지 형태로 구성되어 있다. 대기준에는 책임경영부문, 경영관리부문, 사업운영부문, 고객만족부문 등 4부문으로 구성되어 있으며, 중기준에는 책임경영을 위한 노력 등 15개 항목, 소 기준에는 관리자의 경영철학 및 전 직원의 책임경영에 참여도 등 44개 항목으로 이루어져 있다. 이들 지표 배점은 AHP 기법을 이용하여 각 항목별 가중치를 산정하여 배점한 결과이므로, 실제 업무를 집행하면서 운영선사 및 선박특성을 감안한 항목 간 가중치 조정에 의해 평가지표 기준별 배점 조정이 필요하리라 본다.

        After the 2000's, the rural village development projects are designated as participatory rural village development programs and projects. The purpose of this study is to draw a scheme to facilitate resident's participation in rural village development project by exploring the factors influencing resident's participation. For this, in Namsa rural theme village in Dansung-myon, Sanchung-gun, Kyongnam Province, the data were collected through field surveys and interviews residents residing in this village. In addition, observations studies and an opinion survey of the persons concerned in the presentation meetings were also conducted. I investigated and analysed the activation factors and the characteristics of residents' participation, and amenity resources which were essential for community planning including the planning-establishment, theme-searching and development of experience program. Through this study, I drew findings as follows; 1) The leader's leadership and residents' positive participation are very important activation factors in the first stage of rural viability. 2) And then, the external support and concern, the establishment of short-and long-term community planning, and the rural-income increase through the development of amenity resources play important roles as activation factors in the successive stage of rural viability. Based on the results of this study, the following recommendations were made. In order to improve the level of resident's participation in rural village development programs and projects, it is necessary to evaluate their successes, failure, barriers and the positive correlation between their success more delicately. In addition to this, it must be suggested the better model for participatory rural village development programs for the further enhancement and improvement of rural village development projects.

        This study attempts to develop an interim evaluation system for the Integrated Rural Village Cluster Development Project(IRVCDP) which can secure its identity and sustainability, and induce its early settlement, and to derive plans for its steady progress. The evaluation system consists of three levels. The highest-order level is evaluation purposes, which describe IRVCDP's goals. They are expansion of income bases(EIB), improvement of living environments(ILE), strengthening of regional capabilities(SRC) and constructing effective project operation system(CEPOS). The second level is evaluation items, which each characterize the relevant evaluation purposes. The last level is evaluation indices, which observe achievement f3r evaluation purposes. 22 evaluation indices are selected to satisfy the purposes of this study through a brainstorming process and a survey on opinions of experts for those evaluation purposes and evaluation items which are derived from analyzing the IRVCDP's properties. The relative importance of the evaluation indices selected are determined through the AHP analysis. The most intriguing result from the AHP analysis is that strengthening of regional capabilities is found to be the most important one among evaluation purposes. It can be said that this result is parallel to a ultimate goal of the IRVCDP.

        The objective of this study is to suggest a planning direction for the management and conservation of a rural landscape. For suggesting the planning direction, this study was classified rural landscape resources based on spatial type to understand the assessment of rural landscape. This study examined literature reviews and site investigations for collecting the data on the resources of a rural landscape to maintain rurality. First above all, it was classified into physical and non-physical resources. Non-Physical resources include elements such as inhabitants' will, leaders' will and the software. It is also to reflect all these factors on the planning. Next, this study classified the resources of a landscape into artificial and natural resources and applied these resources to rural areas which were divided into five types: industry area, life area, natural landscape area, program area and human behavior area. The pictures obtained from this field survey were used for a questionnaire survey to understand the value of a rural landscape. The contents of questionnaire survey were divided into two parts: the presentation condition of a rural land-scape and assessment of a rural landscape. Especially, the value of a rural landscape was divided into the ecological value, socio-cultural value and holistic value.

        The purpose of this study is to propose the principle of rural village planning process based on rural resources, differently space planning process(regional planning, village planning, urban planning etc). The importance of this planning process is resources planning, facility planning, program planning. So we planed rural villages - two rural traditional theme villages. The major findings of this planning were as follows; First, we have to consider economic value of rural resources. Second, resources were used differently, according to village conditions, though same it. It is important to apply value-added it. Third, in future we have to additional studies; environment planning factor, community participation, resources evaluation in this planning.

        In order to revitalize rural areas fundamentally through multifunctional utilization of their resources, it should be necessary to prepare the rational development plan to the areal characteristics and conditions, and the first priority of its planning works should be given to spatial planning. The space syntax method, a powerful objective and quantitative analysis tool on the relationship between social and spatial characteristics, was introduced in this study. Five Comprehensive Rural Clustered Villages Development Areas in the Jeonnam-province were selected as case study areas, of which total area's and included villages' spatial variables were measured and analyzed. Rural villages analyzed in this study have the spatial structure badly systematized and much complicated, which results from low integration and deep spatial depth of them. And, by virtue of relatively many axial lines, there should be few differences between villages in terms of local integration, connectivity and control, while being significant difference in terms of global integration showing the whole areal characteristics. Intelligibility, the correlation coefficient between connectivity(local variable) and integration(global one) is low, which means that the spatial structure of the study areas is difficult for visitors to understand the area or village well. Spatial configuration analysis results in the case study areas showed that each development area has a unique spatial structure and is differentiated in terms of not only local spatial variables but also global spatial variables. Therefore, global and local characteristics should be considered in spatial analysis of development areas.

        The objectives of the study are to improve techniques for social impact assessment and to suggest their measuring methods to apply in small scale rural development projects. Population, residence, industries, and traffic volumes were selected to measure the social and economic impact assessment of Seongeup agricultural water development project in Jeju Province. Existing data gathering methods were used to estimate the changes of population and traffic volumes. Interview schedule for villagers was applied to estimate the residents' satisfaction to living environments. Interview schedule for experts was applied to estimate agricultural productivity and land price. The results of social and economic impact assessment show that there will be considerable changes in living environments, agricultural productivity, and land price. On the contrary, the project will make little impacts on the changes of population, em-ployment, and traffic volumes.

        A village appraisal is a study of the village, carried out by the people who live there as a basis for influencing its future. It is an exciting opportunity for a village to take a good look at itself, and it is a project in which everyone can be involved. It involves gathering factual information and the opinions of local people, so as to build up an overall picture of the village. An appraisal is a questionnaire survey carried out by and for the local community. It aims to identify local characteristics, problems, needs, threats, strengths and opportunities. It is a means of taking stock of the community and of creating a sound foundation of awareness and understanding on which to base future community action. Over the past 30 years more than 2,000 village appraisals have been undertaken in rural Britain. This research examined 48 village appraisals which had been carried out in England between 1985 and 1999. The suggested strengths and weaknesses of the village appraisals are: the target of the whole population in an area; the wide-ranging in its coverage of issues; well linked to a county-wide support agency; a good tool for identifying needs and wants, and local priorities; a good tool of local democracy and of increasing self-confidence in individuals and the whole community; not an exhaustive survey; very labour intensive; too little coverage of issues relating to the local economy; the lack of any input by professional planners and so forth.
