        Transportation provides an infrastructure vital to economic growth, and it is an integral part of production . As a port is the interface between the maritime transport and domestic transport sectors, it certainly plays a key role in any economic development. Therefore, it is doubtless that inadequacy of a nation's port will depress the level of throughput, to the level where it fails to meet the target set by the national economic planning schemes. Korea is surrounded by the seas and the economic structure of Korea consists of processing trades, so that it cannot be overstated that substantial economy in maritime transport coasts can be achieved through the improvement of the port transport system. This paper treats the transportation process in Pusan Port by Queueing Simulation method, and the reasonable size of Pusan Port is suggested from the point of view of efficiency maximization. The results of the analysis are summarized as follows; 1) the utility rate is 47.91 percents in general piers, 85-52 percents in container piers, and waiting time 5.2hrs, in general piers, 0.8 hrs, in container piers, and the probability of maximum queue length 12 ships in general piers, 2 ships in container piers, and the probability of waiting is 44 percents in general piers, 8 percents in container pier. 2) in general piers, the improvement of app. 30 percents in port capacity is desirable for operating effectively concerning the current arrival rate. By introducing the traffic control ion container piers, there is no apparent necessity of port investment, but I is expected to reduce invisible congestion occurred along the waiting line. 3) On Pusan Port, the optimal utility rate and the optimal arrival rate for reducing waiting time are 3.5 to 4.0(hrs./ship) in general piers, 5.1 to 6.0(hrs./ship) in container piers.

        Sea casulties involving tankers, compared with those incurred by other type of vessels, have become particularly threatening to port State in terms of environmental as well as property damages. As a result, most of developed countries including the U.S.A. and Japan have shown a strong interest in implementing the policy of the Port State Control more rigorously in an attempt to protect themselves from irreparable damages caused by sea casualties involving large vessels. In this paper, the problems associated with the implementation of the Port State Control are analysed and then following recommendations and suggestions are made: ⅰ) The flag nation is urged to improve the quality of personnel associated with the operation of a ship. ⅱ) A closer cooperation between developing nations operating vessels and developed nations adopting the Port State Control is required for a successful implementation of this policy. ⅲ) Port states are advised to give a special attention to vessels carrying hazardous cargoes.

        All over the world, one finds different types of dues, charges and fees imposed for the use of port facilities. The positiion is further confused by the fact that different names are often used for the same charge in different ports and again the same name can be used for different types of charge. For instance, in some places "tonnage" dues can be dues on cargo tonnage and in others are dues on shipping tonnage. Charges made by port authorities can be of two kinds; charges on ships and charges on goods. One of the abiding complaints of all port tariffs is that they are too complicated. The plea is for simplicity and comprehension. The purpose of this study is to elucidate and to criticize principles for guiding port pricing policy.ng policy.

        The delay due to congestion has recently attracted widespread attention with the analysis of over-all operation at the port. But, the complexity of the situation is evident in view of the large number of factors which impinge on the considerable end. Queueing theory is applicable to a large scale transportation system which is associated with arrivals of vessels in a large port. The attempt of this paper is to make an extensive analysis of the port transport system and its economic implications from the viewpoint that port is one of the physical distribution facilities and a kind of queueing system which includes ships and cargoes as port customer. By analyzing the real data on the Port of Pusan, it is known that this port can be represented as a set of multi-channel with identical setof Poisson arrival and Erlang service time, and also it is confirmed that the following formula is suitable to calculate the mean delay in this port, namely, W4=σλ(1-σ) eN(σ·N)DN-1(σ·N) where, λ: mean arrival rate μ: mean servicing rate; N: number of servicing channel; σ: utillization rate (λ/Nμ) eN: the Poisson function Coming to grips with the essentials of the cost of delay due to congestion, a simple ship journey cost model is adopted and the operating profit sensitivity to variation in port time is examined, and for purpose of a future development for port princing service the marginal cost is approximately calculated on the basis of queueing theory.
