마약류나 유해화학 물질의 남용에 의한 중독은 사용물질의 종류에 상관없이 질병으로 간주되어야 하고 약물남용자의 치료와 재활은 하나의 일관된 개념에 의해 통합적으로 다루어져야 할 필요가 있다. 그러나 현재 우리나라 약물남용자의 처벌과 치료․재활은 각기 다른 법률에서 다루어지고 있으며 그 처우의 정도가 서로 다르게 규정되어 있고 누락되어 있는 경우도 있다. 또한 치료보호규정이 있는 경우에도 치료와 보호는 형식적으로 운용되고 있어서 중독에 대한 진정한 치료가 불가능하고 재범과 재발을 반복하고 있는 실정이다. 이에 본 연구에서는 미국의 약물법정제도를 분석하여 우리나라의 약물법정제도 운영에 관한 도입 방안을 제시하였다. 특히 본 연구에서는 구체적인 서비스 흐름을 보다 명확하게 하기 위하여 서비스의 전문성, 적절성, 포괄성, 그리고 통합성 등의 서비스 전달체계 중심으로 분석하였다.

It has been reported that illegal drug abuse is one of the emerging problems and continuously increasing in recent years. This study examines the extent of illegal drug-abuse and comprehend citizen's attitudes toward various drug-abuse issues for developing new strategies to reduce or prevent illegal drug abuse. Using data from 2,500 male an female adults in 7 major metropolitan cities, results show that 4.6% of respondents has experienced a broad sense of drug abuse. It is revealed that 61.9% of drug abusers reply curiosity as a motive of drug abuse. In addition, drug abusers have a favorable attitude toward drug abuse, and they feel curiosity and perceive it less harmful. Almost respondents reply to need a rigid enforcement of regulation and emphasize a severe punishment. However, 55.3% of the respondents reply a need of both punishment an medical/psychical treatment. In addition, research findings show that respondents emphasize prevention and education as a primary policy.

Since 1980, the international franchise disputes around the science and technology have become the mainstream of economic friction. Over problems between enterprises, the trade frictions between countries become the trend of development. Developed countries from technical reform in order to ensure the international competitiveness and improve the balance of payments as well as protect their own new technological patent, require their trade deals should also protect the patent right. Therefore, the economic increase from new technology and economic frictions of international balance of payments from developed and developing countries become more and more important. In the presented study, by comparing patent dispute cases , crucial countermeasures were developed.
