        이 논문은 M 방송국이 요청한 100m~500m의 이격거리를 유지하기 위하여 실습선 "한바다"호와 행사지원 선박과의 치소 안전이격거리에 대하여 다룬 것이다. 이 최소안전 이격거리는 조종곤란도를 정량적으로 평가하는 ES Model과 해상교통류 시뮬레이션을 이용하여 평가하였는데 그 결과는 2노트로 항진하는 실습선 "한바다"호의 경우 약 260m이고 이 값을 실제의 값과 비교하였다.

        The European expansion in the later middle age, as Adam Smith stated, influenced greatly on development of the world history. In the various events of the European expansion the discovery of the New World by Christopher Columbus is very important because the effect of the discovery of the New World have still continued to the present. I have interested to find out the reason why the western civilization has seized on the hegemony of the world over other civilizations. As many scholars pointed out, the most distinguished difference between the western civilization and other civilizations is that the western civilization was maritime-oriented, while other civilization were continental-oriented. So I set up the maritime histoy on the theme of my study in order to ruminate upon meaning of the se-power that is one of the motivating forces to drive histoy. Maritime history is not simply about that is maritime affairs, but a branch of history that inquires into inter-relations between maritime affairs and inland affairs. Maritime history constitutes of history of naval war, history of shipping and history of marine development. As above reasons, I have interested the European expansion in the later middle age that maritime activity was the most vigorous in the history. This is a case study to compose maritime history.

        Although there are numerous regulations provided for the Steering and Sailing Rules on the International Regulation forPreventing Collisions at Sea, 1972(hereinafter called COLREG), the most important Sailing Rules for approaching between two vessels in sight of one another could actually be defined as three typical aspects based on both the COLREG and practical sea experience. The Rules are overtaking , head-on situation and crossing situation applicable, those clearly prescribes on the COLREG. Thus, for easy understanding of these Rules comprehensive legal research is performed by every chapter in this paper so as to make practical implementation by duty officer of apprentice of shipping concerned. Consequently an aim of the study intends not only to exonerate any vessel, or the owner, master or crew there of, from consequences of well understanding and timely implementation to complying with the aforementioned three typical Steering and Sailing Rules which may be required by ordinary practice of seamen but also to avoid risk of collision at sea.

        Nowadays, the transportation of almost all cargoes depends on sea routes in international trade. In the transaction of trade, cargo transportation must be completed on the base of two contrary objectives, one of which is to protect the vessel, cargoes and crew aborad her safely through every step of the transportation and the other is to pursue profits from the transaction of the trade. In spite of the great development of the modern techniques in shipbuilding today, many sea disaters of big merchant vessels have been occurring successively in winter seasons every year on the sea routes of the North Pacific Ocean. Whenever the accident of losing a vessel in rough sea occurred , many experts of the country to which the vessel belonged had tried to take out the reason of the missing without manifesting the exact cause of the unhappy occurrence. In this paper, we calculated ocean wave status along the route of the North Pacific Ocean theoretically concluded by us as optimum on the basis of weather and sea conditions. In the calculation, we used ITTC wave spectrum formula and meteorological data of "Winds '||'&'||' Waves of the north Pacific Ocean" edited by Ship Research Institute of Japan on the basic data assembled by World Meterological Organization through past 10 years. We selected three sample vessels of most common size in the North Pacific Ocean Routes, a container, a log carrier and a bulk carrier and applied tree sample vessels to the calculated sea conditions for getting the rolling angles of the vessels and stress exerting on the hulls. Examining the calculated results, we concluded as follows; 1. Under the condition of these status7 by beaufort scale, "heave to" maneuvering is the best and safest way to steer every vessel. 2. The most dangerous part of sea area along the west bound optimum route of the North Pacific Ocean in winter season, is the southern sea area of the Kamchatka peninsula.a peninsula.
