본 과업은 핵심적인 농촌자원이자 경관생태자원인 마을숲 및 주변의 시설을 활용하여 지역 및 마을의 경관생태적 복원 및 공동체성 회복을 위한 경관계획적 대안을 제시하는 것을 그 목적으로 하고 있다. 대상지는 장수군 장수읍에 위치한 노하숲으로, 현재 이곳을 포함한 장수읍 일원은 2017년부터 농촌중심지 활성화사업 선도지구사업이 활발히 진행 중에 있다. 계획의 비전 및 방향을 “사람과 숲이 어우러진 행복공감 커뮤니티 숲 조성”로 설정하였으며, 훼손되어온 노하숲의 생태적 가치를 보전하면서도 주민 활용성을 극대화할 수 있도록 계획하였다. 장수군 노인/장애인복지관, 행복나눔센터(계획) 등 주변시설의 앞마당 공간을 제공하여 휴게, 놀이, 여가 등 다양한 활동을 수행할 수 있도록 하며, 동선계획의 경우 무장애 순환형 동선을 구축하여 다양한 계층의 이용 편의성을 향상시키며, 동선계획으로 주 진출입부와 단절된 내부동선을 연결하였으며, 인접한 시설들과의 접근성을 향상시켰다. 기본 구상으로 첫째, UNESCO MAB의 기준에 따라 핵심구역은 생태숲으로, 완충구역은 정원숲을 그리고 협력(전이)구역은 피크닉숲으로 조성 및 유지·관리하고자 한다. 둘째 남동, 북서측에 진입마당을 설치하여 개방감을 확보하고 진입인지성과 편의성을 증진한다. 셋째, 나무놀이터, 그늘쉼터를 조성하여 아이들과 젊은 엄마들의 휴게, 놀이 및 정보공유의 공간으로 활용하도록 한다. 기본구상에 따른 주요 공간은 진입마당, 정원쉼터, 건강쉼터, 숲학습장 및 피크닉숲 등으로 구성하였다.
21세기는 문화와 이미지의 시대로 도시경관에 대한 인식이 확산되었 고 2007년 경관법 제정 이후 지자체 및 각 정부부처에서 각종 경관사업 을 시행하고 있으나 여전히 많은 문제점들이 지적되고 있다. 경관이란 ‘보여지는 풍경’이란 일차적인 의미뿐만 아니라 자연생태계의 작용, 인 간의 활동 등과 관련된 의미를 함축하고 있으며, 학문적 관점에서 보면 생태학, 형식미학, 정신물리학, 심리학, 기호학, 해석학, 현상학, 경제학 등 다학제적 성격을 지닌다.
본 연구의 목적은 첫째, 문헌조사를 통하여 경관에 관한 개념과 경관 사업에 관한 내용을 정리하고자 하며, 둘째, 경관사업을 시행했던 시범 지역을 연구대상으로 평가하고 있는 가로경관 디자인 논문 4편을 선정 하여 경관사업 사후 평가결과를 분석해 보고자 한다. 셋째, 경관논문사 례의 방법론이나 연구프로세스의 문제점을 파악하여 추후 경관디자인 연구의 기초자료로 활용하고자 한다. 본 연구를 통하여 경관의 개념과 학문적 영역, 경관 사업에 대한 자료와 정보를 제시함으로써 경관사업이 궁극적으로 추구하고 있는 목적이라 할 수 있는 도시이미지의 향상과 도 시경쟁력 향상에 기여할 수 있는 다각적인 방법들을 다학제적 관점에서 모색할 수 있는 계기가 될 것을 기대한다.
최근 도로선진국이라 할 수 있는 나라들에서는 다양한 도로사업의 발굴 및 장려정책이 도입되고 있다. 본 논문에서는 새로운 도로사업의 발굴을 위한 대안모형을 제시하였다. 새로운 도로사업 발굴을 위한 절차로는 근거법령의 모색 신개념 도로사업의 발굴, 평가 모형구축 및 운영지침 개발, 관련행정체계 개선 등 크게 4가지의 주요 절차가 필요한 것으로 제시되었다. 근거법령의 모색은 도로법 및 도로법 시행령, 시행규칙 등이 우선 고려되어야 할 것으로 분석되었으며 신개념의 도로사업 발굴절차는 크게 국가적 차원의 유일성 확보 도로, 다양한 가치기준에 의해 선정되는 도로 및 단일시설, 기술(설계 우수VE 및 LCCA사례 포함) 및 구조물 형태로서 발굴될 수 있는 사례로 세분류하였다. 평가모형 구축 및 운영지침 개발절차에서는 미국 NSBP프로그램의 절차 혹은 지속가능한 도시대상의 절차를 사례로 할 수 있으며 분석적 계층화법(AHP) 및 다지역산업연관모형(MRIO)의 적용가능성도 제시하였다. 또한, 관련 행정체계의 개선에서는 건설교통부의 도로기획관실 업무내역 분석을 통해 도로정책팀과 도로환경팀의 역할을 제시하였으며 평가위원회의 구성, 평가과정과 일체화된 예산지원절차를 추진방안으로 제시하였다.
This purpose of this study was to investigate the perception and participation satisfaction of residents who participated in the rural landscape improvement project in Geumsan. The projects were conducted in three villages of Geumsan in 2018 and total 96 residents had participated. The results of the questionnaire survey on the participants showed that they usually have interests in community activities and actively participated. As a result of analyzing factors related to the change of residents' perceptions and satisfaction. It was found that there was significant difference in perception and satisfaction according to frequency of participation, not demographic factors. It is interesting that active interaction among residents during the projects and satisfaction on process are important factor for overall project satisfaction. For successful rural landscape improvement projects, it is necessary to encourage and support interaction and communication among residents. In addition, more various programs need to be developed to foster residents’ attachment and sense of community.
This study aims to identify more reasonable and efficient development plans to engage local university students in landscape improvement projects in rural areas. To survey university students, residents, administrators and experts involved in such projects on important considerations in this regard, SWOT analysis was employed to identify important factors, followed by analytic hierarchy process (AHP) to evaluate their relative importance, identify problems and suggest implications for improvement. The results are summarized as follows: the relative importance of the SWOT group was in the order of opportunity, strength, threat, and weakness. For each SWOT factor, the relative importance of strengths was in the order of students’ aspiration and passion, availability of creative ideas and designs, and improved attachment to their community. The relative importance of weaknesses was in the order of the lack of spontaneous participation of residents, short preparation periods and insufficient budgets, and the lack of experience in similar projects. The relative importance of opportunities was in the order of young students’ activity itself being a boost factor to the community, students’ endeavors arising a consensus among residents, and students feeling a sense of duty as representatives of their school. The relative importance of threats was in the order of projects being one-shot, temporary events, immaturity, and differences in preferences between older and younger generations. To draw an overall ranking of the sub-factors evaluated, the overall relative importance of the decision-making factors was evaluated. Among the sub-factors for each SWOT group, young students’ activity itself being a boost factor to the community as an opportunity factor was shown to be the most important, while the lack of experience in similar projects was shown to be the least important as administrators and experts made appropriate interventions in each stage.
The purpose of this study is to introduce the village project for conservation and improvement of rural tourism village. So, in this study, the current rural tourism village and storytelling planning are examined and the village project presented in village planning is also examined. And this study propose the storytelling implementation of the village project through the case study related with the Susanri in Jeju. The results are summarized as follows. Firstly, it is important that each village projects are storytelling for tourism resource and improve rural tourism village. Secondly, it is necessary to define story range, action planning, and management agency of village projects. Thirdly, it is desirable that the village projects should be carried out as reviving the local community. Comparing to the storytelling tourism plan, there are few rural tourism plans so far, so, it is difficult to applicate the system of the village project, but, continuous studies in this line can help the rural tourism plan to ensure practicality.
This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.
국내 최초로 대규모 항만재개발이 추진되고 있는 부산북항재개발 사업에서도 항만도시의 경쟁력을 위해 국가차원에서의 경관계획을 반영하고 있으며, 해양도시 이미지 개선 및 가치향상의 과정에서 고유의 자연, 역사, 문화적 자원과 함께 각종시설, 건축물, 상징물, 생태녹지대의 상황과 특성에 맞는 경관조성에 노력을 하고 있다. 본 연구에서는 먼저 부산의 경관의 특성을 분석하고, 부산시도시디자인계획(2010), 특히 색채계획과 해외의 경관색채계획의 사례조사를 수행하였다. 이를 통해 부산북항재개발 사업에서 색채계획을 반영한 경관조성방안을 다루었으며, 그 결과는 향후 다른 재개발사업에서 기초자료로 활용 할 수 있으리라 판단된다.
The purpose of this study is to introduce the landscape project for conservation and improvement of rural landscape. So, in this study, the current rural landscape policies and rural landscape planning are examined and the landscape project presented in Landscape Law is also examined. And this study propose the systemic application of the landscape project through the survey of experts related with the landscape project. The results are summarized as follows. Firstly, it is important that each landscape projects are unified for conserve and improve rural landscape. Secondly, it is necessary to define range, enforcement agency, and management agency of landscape projects. Thirdly, it is desirable that the landscape projects should be carried out as reviving the local economies. Comparing to the urban landscape plan, there are few rural landscape plans so far, so, it is difficult to applicate the system of the landscape project, but, continuous studies in this line can help the rural landscape plan to ensure practicality.
The purpose of this study is to analyze the present condition of the landscape plans(LPs) established in the Rural Village Development Projects(RVDPs) and to propose the ways to improve the LP. Toward this end, the legal system related to rural landscape and the RVDP were examined. Also, the current condition of the LPs was diagnosed through making researches on the RVDP and LP of the 10 regions. The results of examining the legal system showed that the suitable types of the LPs is 'the Specific Landscape Plan' in Rural Area. Of the development projects that have been in operation, RVDP was found to have been equipped with the system. Because the LPs can be established and the contents of formation and readjustment of rural landscape elements were broadly dealt with in RVDP. And the RVDPs consisted mostly of scenery facilities, rural village sightseeing, and income-growth. The results of examining the plan establishment procedures showed that the LPs were set up as subordinate plans of the RVDP, so structural problems such as the positions of the plans, inadequacy in the procedures of approval and collecting opinions were identified. Such problems were pointed out as the cause of the LP to deal with the contents of the basic designs of the RVDP. The schemes to resolve the problems are to give equal positions to the LPs and to the basic plans of the RVDP. When the results of this study are reflected on the policies, the LP will effectively carry out the functions of formation and management of continued scenery preservation of rural villages.
The purpose of this study is to analyze the problems of operating the Direct Payment Program for Rural Landscape Preservation and to derive the way of improvement based on case study for three areas in Bonghwa-gun, Cheongwon-gun, Hongseong-gun. The most important factor for the program is farmer's consciousness and positive participation of the farmer who are the subject of this project. Even if farmers are not satisfied with the amount of direct payment income, they try to create income by utilizing landscape preservation crops. Particularly current unit payment dose not surpass the for the crops farm operating costs and payment time is not appropriate for the farming cycle. Hence, it needs to be considered increasing unit payment and rearranging the payment time. Also, we need to introduce incentive system based the degree of fulfillment of the Direct Payment Program in each areas. In general the Direct Payment Program for Rural Landscape Preservation has potentiality to contribute farmer's income stability and the vitalization of region with three revisions.
The direct payment program for rural landscape conservation in practice since 2005. Recently it is the policy or plan of direct payment for rural landscape conservation attracts great interests as they may help rural people who are very disadvantaged. This paper presents the status of the direct payment program for landscape conservation in rural area and proposed improvements to the program as following; 1) to diversify the plant species, 2) to include other rural elements than plants, 3) to enlarge the areas of crop plantation, 4) to simplify and clarify application process. We sampled two pilot programs, one of spring flower crop and the other of autumn flower crop, and questionnaire surveyed visitors, local government officers and farmers in order to find problems and suggest improvements.
The objective of this study is to suggest a planning direction for the management and conservation of a rural landscape. For suggesting the planning direction, this study was classified rural landscape resources based on spatial type to understand the assessment of rural landscape. This study examined literature reviews and site investigations for collecting the data on the resources of a rural landscape to maintain rurality. First above all, it was classified into physical and non-physical resources. Non-Physical resources include elements such as inhabitants' will, leaders' will and the software. It is also to reflect all these factors on the planning. Next, this study classified the resources of a landscape into artificial and natural resources and applied these resources to rural areas which were divided into five types: industry area, life area, natural landscape area, program area and human behavior area. The pictures obtained from this field survey were used for a questionnaire survey to understand the value of a rural landscape. The contents of questionnaire survey were divided into two parts: the presentation condition of a rural land-scape and assessment of a rural landscape. Especially, the value of a rural landscape was divided into the ecological value, socio-cultural value and holistic value.
