This study identifies the commercialization success factors that can be an important indicator for the transfer and commercialization of national R&D results in the agricultural sector. Unlike other industries, the agricultural sector has a non-systematically scaled and processed industrial structure, and R&D is led by government rather than the private sector. Although the quantitative performance of national agricultural R&D, especially the number of patents and publications, has increased rapidly with the quantitative expansion of the government R&D budget, the technology commercialization of the results of agricultural R&D has been accompanied by difficulties for SMEs. Therefore, this study summarized the success factors for commercialization of state-owned technologies presented in previous studies, and based on them, analysed the success factors for commercialization specific to the agricultural sector. It also conducted a questionnaire survey using Delphi and focus group interviews (FGI) with experts from academia, research and industry, and a survey of agricultural companies to derive success factors for commercialization in the agricultural sector using logistic regression analysis. As a result, five indicators with positive correlation and three indicators with negative correlation within technology characteristics, suppliers, adopters, policy and market factors were finally derived as key factors for agricultural commercialization. In the future, it is expected that independent factor analysis of the food and seed sectors, which have independent industry characteristics from the agricultural sector, will be needed.

본 연구는 에너지 인력양성사업을 중심으로 국가의 R&D 사업의 성과를 분석 하고, 성과지표 개선방안을 찾는 데 주목적이 있다. 주요 분석대상은 2010년 이래 지원된 86 개 에너지인력양성사업이다. 에너지인력양성사업의 성과지표는 연구역량이나 배출인원, 산 학연계 정도, 고용창출 등과 관련되어 있는데 KPI index로 지칭되는 11개 항목의 인력양성 성과지표를 많이 활용해 분석하였다. 과제별로 제시된 목표치의 달성 수준을 분석한 결과 평 균적으로 달성도가 가장 높은 지수는 기업연계율이며, 달성도가 가장 낮은 지수는 참여기업 취업인원인 것으로 나타났다. 기업연계활동의 핵심 고용창출효과를 살펴본 결과 인턴십의 횟수가 많을수록 에너지 분야 고용창출효과가 큰 것으로 나타났으며, 전문가강의의 수가 많 을수록 참여기업 취업인원이 증가하는 것으로 나타났다. 이상의 분석결과는 다음과 같은 시사점을 제시하고 있다. 첫째, 사업운영 과정에 대한 지표인 기업연계 활동 자체보다 이를 통 해 나타나는 취업 등 핵심 성과에 더 초점을 맞춘 성과지표 재설계와 관리가 필요하다. 둘째, 사업의 질적 성과를 표현할 수 있는 지표와 실제적인 기업연계를 표현할 수 있는 성과지표를 추가하는 방안을 고려할 필요가 있다. 셋째, 정책적 성과목표 및 주요 목표 집단 등에 따라 차별화된 성과관리가 필요하다. 마지막으로 성과지표의 정비와 더불어 정보입력 및 축적 시 스템 개선이 필요하다.

The government expands its investment on R&D programs for economic growth, thus there is growing attention on the result of R&D Programs. This study proposes more improved measuring method for efficiency when the number of R&D programs is not enough to be for measuring efficiency analysis. It provides more various application method of factors on efficiency analysis. This study analyzes the influence of each input factor on efficiency by using partial efficiency concept. And it also determines input factors in similar influence throughout Spearman correlation coefficient. Finally, it suggests new method to improve discriminatory power of efficiency analysis by determining representative factors. Also, the proposed method can be practiced not only for national R&D programs, but also for other fields of research.

기술기획 과정은 특정 절차에 따른 일상적 반복 업무가 아니라 절차로 규정되지 않는 복잡한 연구적 과정이다. 기술기획을 위해 모인 전문가 집단은 시장수요 및 창출에 적합한 새로운 기술과제를 탐색하기 위해 구성된다. 전문가들은 각자가 지니고 있는 지식기반을 바탕으로 미래 기술발전 방향을 연구하는 혁신활동을 진행한다. 본 연구는 이와 같은 기술기획 과정을 조직학습의 관점으로 조명하는 논의를 전개하였다. 이를 위해 탐색적 가설을 도출하고 실증적 검증을 위해 2012년도 국가연구개발사업의 에너지R&D를 하나의 혁신체제의 장소로 삼고, 참여한 경제성 전문가와 기술 전문가 간의 기획프로세스 내 관계에서 혁신이 창출되는 과정을 실증하였다. R&D 전문가와 경제성분석 전문가간의 상호작용과 지식창출간에 있어 변수들 간의 구조적 관계를 동시에 추정 할 수 있는 구조방정식 모형(Structural Equation Modeling : SEM)을 적용하였다. 연구결과는 혁신 주체 간 상호작용의 수준이 깊어질수록 지식창출이 높아지고 혁신을 촉진하게 됨을 알 수 있다. 이러한 지식창출은 단순한 만남 등 교류보다 협의수준을 높이고 또한 조직학습 효과를 강화할 때 지식창출에 혁신을 가져왔다. 본 연구는 국가연구개발사업의 과제기획을 수행하는 전문가 그룹 운영에 있어 지식창출 촉진을 위해 전문가를 다양화하고 상호발표회, 현장방문, 교차점검 등 내부적 자원과 외부적 자원의 의사소통 방식을 관리하는 실무적 가이드라인을 제시한다.
