본 연구의 목적은 중소기업과 대학 간의 공동기술개발 과제의 성과에 영향을 미치는 결정요인을 밝히는 것이다. 산학 간 공동연구에 대한 기존 문헌을 분석한 결과 과제 성과에 미치는 주요 결정요인은 동반자특성, 관리특성, 관계특성으로 구분할 수 있었다. 성과변수로는 협력 결과에 대한 만족도, 협력 관계 지속성, 기술과 제품 활용을 선택하였는데 이는 분석대상 과제가 중소기업과 대학 간의 공동과제이며 소규모이고 단기임을 고려한 것이다. 연구에 필요한 자료는 2009년 중소기업청에서 주관한 산학연 공동기술개발사업에서 지원된 1,082개 과제를 모집단으로 하고 우편설문 조사를 통해 수집하였다. 회수된 설문지는 기업체 200개, 대학 305개였다. 이중에서 동일 과제에 대하여 기업과 대학이 함께 응답한 것은 55개였다. 자료 분석은 다중회귀분석 방법을 통해 중소기업과 대학의 설문응답을 각각 개별적으로 검증하였고, 또한 동일 과제에 대하여 함께 응답한 결과를 결합하여 분석하였다. 기업을 대상으로 한 분석 결과는 인력전문성, 시설과 장비, 커뮤니케이션, 전략적 중요도, 신뢰가 주요 영향요인으로 나타났다. 대학 측의 성과에는 협력경험, 목표설정 명확성, 전략적 중요도, 신뢰, 커미트먼트가 영향요인으로 나타났다. 동일 과제에 대한 중소기업과 대학의 설문 결과를 결합하여 분석한 결과는 연구시설장비, 과제관리 충실성, 커미트먼트가 영향요인으로 나타났다.

Recently, technology growth and globalization of the market bring the age of knowledge based economy. These competitive environment require that the firms should cooperate among industry, academia, and institute. Cooperation between firms and universities for research and development is one of the most important business strategy in improving their business competences. This paper studied the factors of the firm involvement in the cooperation between firms and universities for technology development. To analyze the involvement factors, the data of 'R&D activity survey' of Ministry of Science and Technology(MOST) were used. Based on results of the analysis, 6 factors such as firm size, the years of firms, ratio of the researchers, the ratio of collaborative investments, the ratio of new product development, and the number of property right were significant. As the technology cooperation get flourished, the results of this research is expected to play a meaningful role as an basic data for developing the cooperation between industry and academia policy for technology development.

For the activation of the Sanhakyeon Consortium, the role of local universities is critical. It is necessary for the university professionals to bring forth detailed alternative plans to upgrade the technological power of the inferior local small & medium enterprises. This means that the local self-governing bodies must database local universities and professional personnel. As a result, the professionals that are needed by enterprises must be designated to those businesses. Also, the regional small and medium enterprises must develop research personnel to enhance their power of technology. To make this possible, the participating companies of Sanhakyeon Consortium should support the students who are participating in the Consortium with research funds, and also should consider how these students can work for those companies after graduation. Finally, the local self-governing bodies must support Sanhak’s cooperative research on locally specialized industries, by forming a technology-human power network between local universities and small & medium enterprises.
