As the competitiveness of small and medium businesses is getting more and more improved and globalized, the government provides various consulting services to secure the competitiveness of small and medium firms and support stable growth. However, the assessment of the result from the government’s support is generally focused on non-financial factors, such as customer satisfaction afterwards and analysis of improvement effect. This paper is in regards to the analysis of how much the government’s support in the form of providing consulting services contributes to financial outcomes and to the analysis of the gap of performances among the types of consulting services. We verified the statistical significance of our hypothesis through SAS9.4 and SPSS 22, conducting comparative analysis of the business growth and profitability based on the yearly balance sheets and income statements of 44 corporations which government supports and 150 corporations which are for comparison. The data is gained from CRETOP, Korea Enterprise Data, and the testing model is chosen as the business of support center for corporate growth, which is a customized supporting business of the Ministry of Trade, Industry, and Energy. As a result, in terms of business growth, it turned out to have positive difference in growth ratio compared to the industrial average and compared corporations and to have significant difference in terms of profitability as well. Since, this paper shows that the different supporting ways have significant difference, we would say that this paper is meaningful in that it may propose a guidance for government to set strategies of government-supporting businesses.
Recently, the manufacturing system is being changed in a mass customization and small quantity batch production. MES is a powerful production management tool supporting production optimization from the process initiation to the final shipment. It is a production management system which plans and executes based on the production data in the shop floor. This study deployed the utilization of production data and web HMI system to process real-time production data through the collection with the shop floor. The developed system was applied to the equipment operating time and other production data could be processed with the real-time. The proposed system and web HMI can be applied for various production systems by using different logic.

To achieve this, a survey was carried out to 150 workers in small shipbuilding industries through April 2 to April 20, 2012. As for findings stated above, technological innovation and cost management in the Korean small shipbuilding industries were key factors that elevate financial and non-financial productivity. In the light of low technological prowess and cost structure of small shipbuilding industries, their productivity can be improved when intensive cost management with production factor technology as know-how is realized through quality management, which product development technology is the top priority as an independent niche strategy. Consequently, the combination of infrastructures in small shipbuilding industries with continuous efforts for cost reduction by the link to the systematized structure can't only secure their independent competitiveness, but raise their productivity.

Large corporations and SMEs Businesses have tried finding cooperative partner models through win-win activity. In this study, certain factors were researched, which affect on the achievements by win-win activity of large corporative and SMEs from a standpoint of development by SMEs, the establishment of confidence, technical innovation and competence of value chain competence in order to enforce supplying value under the win-win activity.
