This study aims to face common threats from the depletion of fish resources, the decline of production and employment as well as the increase of life risk in East Sea Rim countries, North Korea, South Korea, Japan and Russia due to the Chinese fishing fleets entering East Sea. The recent competition in fishing among fishing vessels and fleets of national origin operating in the East Sea has induced a significant change in the ecological landscape of the fishing fleets cluster while having influenced production and employment in the fishing industries of South Korea and Japan as well as life threat on the fishermen in North Korea. It seems that the population organizational ecological theory can be applied to this change. It can be seen as the isomorphism of the selection process over the exclusive economic zone (EEZ) to avoid the environment in which these North Korean fishing vessels are pushed against the Chinese fleet in the North Korean part of the East Sea. To resolve the fishery disputes or conflict in the common waters in East Sea, first of all, Chinese fishing fleets will be required to put international pressure so as to solve the unfairness of the illegal fishing and overfishing by the International Fishery Organization or the UN violations of the sanctions against North Korea selling fishing rights to China. Although it is not easy for South Korea to cooperate with North Korea in the short term, South Korea will be able to support the fishery infrastructure in North Korea in the mid- to the long-term to prevent the loss of innocent lives for their fishermen and to raise their incomes.
The Korean fisheries industry is a traditional business, the majority of which are small and medium-sized enterprises (SMEs). It has played an important role in the South Korean economies in the past several decades, but it currently faces the limitations of growth potential and profitability due to declining workforce, aging populations, deteriorating fishery environments, climate changes, and rapid changes in the global industrial ecosystem. Many studies have suggested solutions for the fisheries industry in macro perspective, but there are rarely any studies taking the strategic approaches for the problem. If it is possible for governments to support the companies that are likely to increase their value-added selectively, it will break through the current situation more effectively. This paper introduces a study on the selection method utilizing data envelopment analysis (DEA) to find SMEs with potentials to increase profits and growth. We suggest selecting SMEs with high management efficiency and ability to utilize intangible assets as the target companies. We also suggest policy objectives for SMEs in the domestic fisheries industry based on the results of DEA analysis and propose a data-based method for the policy decisions.
This study investigated the difference of the effects of public loan programs in fishery industry on management performance from a balanced score card (BSC) perspective depending on the type of loan, scale of fund, period of support and business category, using the financial data of fisheries firms having the balance of loan at the end of 2014. The key factors influencing credit rating change were also analyzed after public loan support. From a integrative perspective, results show that the firms supported by working fund have higher management performance than the firms supported by facility fund. The firms received large scale fund showed higher management performance than the firms received small scale fund. While management performance was decreasing or slowing down over time after financial support, management performance of the firms supported by facility fund improved over time. From a non-financial perspective, the firms received facility fund invested more in education and growing perspective than the firms received working fund. As the size of fund increased, the investment in education, growing, internal process and customer increased. Personnel expenses and employee benefits for education and growing has increased over time. However, the firms with facility fund restricted the expenses of education, personnel expenses and employee benefits as time goes by. Because the effects of public loan on credit rating of fisheries corporations have no statistical significance, it has become known that the financial support of public loan program has no influence on the change of credit rating of fisheries corporations.
This study attempted performance analysis from a BSC perspective which combine factors of nonfinancial perspective with factors of financial perspective. Findings from this study suggest the direction of microscopic performance analysis of public loan in fishery industry.
