본 리뷰는 기후변화와 식량안보 위기 속에서 농업과 농지가 제공하는 공익적 기능에 대한 관심이 높아지는 가운데, 한국과 일본의 논을 중심으로 기존 문헌과 정책 사례를 종합적으로 검토하였다. 선행연구와 정부 보고서를 기반으로 논 생태계가 제공하는 주요 기능인 수자원 순환과 홍수 완화, 토양 보전, 생물다양성 유지, 경관 형성, 문화·사회적 가치 등을 정리하고, 양국의 제도화 과정과 사회적 인식의 차이를 비교하였다. 일본은 사토야마(Satoyama) 경관과 연계해 농업의 다원적 기능을 일찍부터 정책에 반영하였으며, 계단식 논과 치유농업 등 체험형·생물다양성 중심의 관리가 특징적이다. 반면 한국은 공익직불제를 통해 논의 공익적 기능을 제도적으로 보장하고 있으며, 저수지 연계 홍수 완화, 지하수 함양, 농촌 공동체 유지 등 규모적·제도적 지원이 강점으로 나타났다. 또한, 식량 수요 증가, 생태계 서비스 유지, 저탄소 농업 전환 등 글로벌 농업 환경 변화가 양국 논 관리에 미치는 영향도 검토하였다. 본 리뷰는 한국 논의 공익적 기능 강화와 지속가능한 관리 방안을 위해 생태계 서비스 정량적 평가, 지역 맞춤형 관리전략, 스마트·저탄소 농업 기술 도입, 경관·치유농업 활용 등 다층적 정책적 시사점을 제공하며, 향후 농업 공익적 기능 연구 및 정책 설계에 기초 자료로 활용될 수 있다.

행정선 추자호는 제주시 추자군도 내 유인도서를 운항하는 유일한 교통수단이다. 추자호는 선령이 관공선의 내구연한인 25년이 지나서 안전을 위해 대체 건조가 필요한 상황이다. 또한 현재 추자도에는 응급환자 발생 시 제주시까지 해상수송 수단이 없어서 추자도 주민들은 의료선 기능을 갖춘 행정선으로 대체를 강력히 요구하고 있다. 본 연구의 목적은 추자도 행정선의 대체건조를 위해 행정선이 수행해야 할 기능을 조사하고, 그 기능의 수행에 적합한 대체 행정선의 개념설계를 제시하는 데 있다. 본 연구에서는 선박운항 현장조사 및 선박이용자와 관계기관 종사자를 대상으로 이용자 요구사항을 조사하여 대체 행정선이 의료선 기능을 수행해야 할 필요성을 제시 하고, 의료선 기능을 갖춘 행정선의 개념설계를 제시하였다. 본 연구 결과는 지방정부의 행정선 대체 건조사업의 예산편성을 위한 검토 및 선박기본설계로 활용될 수 있으며 도서지역 주민의 교통안전 향상 및 의료환경 개선에 기여할 것으로 기대한다.

This study aimed to establish the public interest functions of fisheries and fishing villages, which is intended to help introduce and expand the public-purpose direct payment system in the fisheries sector. Firstly, this study looked at trends related to the public interest functions of domestic and foreign cases in similar fields in order to get implications for establishing public service functions in fisheries and fishing villages. Secondly, three criteria were defined for establishing the public interest functions of fisheries and fishing villages. Thirdly, the public interest functions of fisheries and fishing villages were defined through prior research, analysis of overseas cases, and consultation with experts in the fields of fisheries and fishing villages. As a result, the six public interest functions and the 14 detailed functions were defined. Finally, this study established a direction for preserving and improving the public interest functions of fisheries and fishing villages, and presented strategies for achieving them.

The objectives of this study were 1) to evaluate the environmental and social cultural public benefits but a food supply, 2) to revalue the importance of rural and rural living, This study was carried out through review of literature, a delphi technique, a case study. It was mainly used the delphi technique by expert group. Major findings were as follows ; 1. The public benefits in rural were classified into three categories:(1) social culture (2) natural environment (3) economic & etc. 2. To evaluate the values for public benefits, questionaries were developed by expert group, and the total number of items were 30. 3. There were picked out 12 items on social culture, 10 items on natural environment, and 8 items on economic & etc of public benefits in rural. 4. In the public benefits, a food supply was highest in total 30 items, and water resources contain, emotional-psychological rest, place of environment education, beautiful view, etc were followed in order.
