본 연구는 교정행정조직의 발전방향을 제고하기 위해 유관기관 활성화를 모색하고자 하는 것이다. 교정행정조직과 유관기관은 상호 호혜적인 자원체계이기 때문이다. 이러한 관점에서 조직의 활성화에 미치는 영향요인을 살펴보고자 조직이론에 대해 검토 하였다. 또한 교정행정조직과 유기적인 관계를 맺고 있는 유관기관들의 현황, 설립 목적, 운영 방식, 기관의 특징, 기관 보유 자원 등에 관해 분석하였다. 그리고 교정행정조직과 유관기관간의 업무활성화를 위해 조직 간 상호협력 메카니즘에 기반 한 의사소통과 자원에 대해 초점을 두고 논의하였다. 연구 결과 유관기관 유형 구분의 기준과 교정행정기관의 고유한 특성을 고려한 유관기관의 세부적인 역할 분류, 지정 대상 및 목적을 보다 명확하게 분류할 필요가 있을 것으로 보인다. 이러한 교정행정조직의 구체적 서비스 전달 체계 모형의 개발은 유관기관과의 적극적인 협력과 업무공유를 가능하게 하여 교정행정의 효율성 증가와 다양한 위기상황 대처에 관한 대응력을 제고시킬 수 있을 것이다.

This study highlights the theme of safety leadership in railway organization, conducting empirical analysis on the relationship between safety climates, safety leadership, safety behavior, and accident. The empirical test results based on questionnaires received from 223 train drivers working at A subway firm indicated that relationship between CEO's safety philosophy, and safety communication showed a significant positive effect on boss's safety leadership. And boss's safety leadership showed a positive influence on observation belonging to safety behavior, which in turn showed a significant negative relationship with mistake. However, mistake, observation and violation were shown that there are no relationship with accidents.

우리 헌법상 국가구조원리로서 일반적으로 받아들여지고 있는 것으로는 민주주의원리, 법치주의 원리, 사회국가원리 등이 있다. 이 글은 이러한 헌법상 국가구조원리를 기반으로 현재 IT영역에 있어서 조직설계의 한계를 분석하고 개선방안을 제시하고자 하였다. IT의 속성상 IT정책영역은 그 업무의 경계가 불분명하며 타 업무와의 중복 및 이로 인한 갈등 상황이 항상 내재되어 있다. 또한 IT정책은 본질적으로 ‘속도’, ‘변화’ 및 ‘공격’에 따른 ‘위험성’을 내포하고 있으므로 이러한 위험성을 낮추기 위해서는 전문적 변화관리와 위험관리가 필요하다. 우리나라의 IT 거버넌스는 지금까지 이러한 IT의 속성을 조직설계에 반영함에 있어 많은 시행착오를 겪어왔다. 하위법령에 의한 중요 추진조직의 신설, 조정 및 협업·협치 메커니즘의 부재 등 민주주의와 법치주의에 기반 한 조직설계가 이루어지지 못했다. 이러한 한계를 극복하기 위하여 우선 법치주의 원리의 구현으로 IT영역의 독자성 확보를 위한 조직법적 기틀이 확립되어야 한다. 「정부조직법」에 IT전담기관의 설치가 명확히 규정되어져야 하며, 기존의 산업통상자원부, 문화체육관광부, 방송통신위원회가 담당하는 IT기능이 재통합될 필요가 있다. 또한 독임제 방식의 단독 행정기관의 설치만으로는 IT의 융합·접목적 속성을 반영할 수 없으므로 민관협력·갈등조정체계를 법률에 규정하여야 한다. 이러한 기구는 한시적·일회성 정책기구가 아니라 상설기구로서 조정·협력의 거버넌스를 통한 민주주의 원리를 반영할 필요가 있다. 그리고 부처 간 갈등 해결이나 협력기조가 이러한 협의체를 통해 이루어질 수 있어야 한다. 한편 언론의 자유라는 민주헌정체제의 핵심적 자유를 보장하기 위하여 방송통신위원회는 독임제적 기구의 성격이 탈피된 독립성이 우선인 기구로 재탄생할 필요가 있다. 또한 ‘행정조직 법정주의’의 실천으로서 대통령 비서실, 대통령 직속기관, 합의제 행정위원회에 의한 정책기능의 확대는 지양되어야 하며, 가급적 행정각부 상호간의 기능 재배분이나 통합, 폐지와 같은 조직개편을 통해서 정책이 기획, 집행되어야 할 것이다.

Probation system is characteristic of managing criminals in the community. For this reason, protection them from consecutive offenses is directly related to the function of national security. Accordingly, strengthening function of probation system that supplemented with more information on criminals and treatment techniques can contribute to reduction not only security related personnel but also national budget. However, even though work load of probation is rapidly increasing as the importance of the community treatment is gaining social concern, shortage of personnels in charge of probation is deteriorating specialization of probation and organizational efficiency. To improve this situation and bring specialization of probation, increasing manpower of probation and reforming organization to be regulated mainly by probation officers themselves are needed. In addition, cooperation with the related agencies can also contribute to crime prevention in local community.

Network marketing in Indonesia, especially in a time of crisis, is massively rising and has become a popular opportunity among other industries. Network marketing organizations, consists of partnership and trust, a community of connections and contact between individuals. This article has tried to examine the potential strategy to mitigate low trust in network marketing organizations specifically in the Indonesia market, where no studies on the subject has been done before. In doing this research assignment employed a secondary research methodology by reviewing previous academic literatures, by exploration and evaluation. For the purpose, 6 main articles and 25 relevant supporting articles were selected, there is an interesting and prominent research in an effort to repair trust in the perspective of the organization’s efforts to build trust and control trust framework in strategy trust repair. The result of this analysis showed that the application of trust-building activities studies reveals how trustbuilding behavior is related to controls and how the efforts towards fostering subordinate cooperation are motivated by different types of controls and display of trustworthiness. It can be concluded that by implementing this trust repair model consistently and with a full commitment, it can gradually restore people’s trust in the network marketing industry, sustain industry existence and exalted purpose of this industry can be achieved.
