계획 대상지가 위치한 경기도 가평군 북면 목동 1리는 주변에 수려한 자연경관과 농업환경, 산업단지 등 다양한 자원요소가 복합적으로 존재하고 있으며 북면의 면사무소가 위치하고 있어 지역의 대표이미지를 결정하는 상징적 의미가있는 지역이라 할 수 있다. 하지만 외부방문객들에게는 통과지역으로만 인식되고 내부적으로는 면소재지임에도 불구하고정비되지 않은 가로경관과 지역주민들의 다양한 커뮤니티 활동을 지원할 수 있는 공공공간의 부재 등은 애향심과 삶의질을 저하시키는 원인으로 대두되고 있는 실정이다. 따라서 본 계획에서는 대상지의 마을환경과 주민의 삶의 질 향상을위해 주변 환경과 조화를 이루는 마을 만들기, 지역의 정체성 확립 및 주거환경의 쾌적함 창출, 합리적이고 입체적인계획수립이라는 목적을 설정하고 기본계획내용을 수립하였다. 본 계획을 통해 북면소재지 지역주민의 삶의 질이 향상되고지역경제가 활성화 될 것으로 기대된다.
본 연구에서는 2013년부터 시행되는 ‘농촌마을 리모델링 시범사업’의 체계적 수행을 위한 추진체계와 세부내용을 제시하는데 목적이 있다. 농촌마을 리모델링 관련 연구는 현재까지 리모델링의 목적이나 기능에 따른 다양한 개념연구와 농촌주택, 마을쉼터, 공공시설 등과 같은 개별시설에 대한 규모와 배치기준 등에 대한 분야에 한정되어 있어종합적으로 농촌공간을 리모델링하는 계획 수립과 이를 현장에서 적용할 수 있도록 기준을 제시하는 연구는 미흡한실정이다. 본 연구에서 농촌마을 리모델링 추진체계로 첫째, 지역주민의 참여를 유도하는 사업의 준비단계, 즉 주민이주체가 되어 자발적으로 마을정비 방향 설정, 시설물형태, 위치배치 등 사업내용에 대한 토론이나 포럼을 거쳐 마을계획서작성을 하는 것, 둘째, 지자체에서 선정된 사업내용, 규모, 시기, 예산내역 및 예상성과 등을 검토하여 사업시행계획을수립하는 것, 셋째, 관련전문가들에 의해 공간 및 시설계획과 법제도 검토를 통해 농촌마을 리모델링 계획을 수립하는 것 등을 제안하였다. 현재 농촌마을 리모델링은 개별적 사업을 추진하는 방식에서 마을공간에 대한 종합적 계획 방식으로변하고 있어 이를 위한 주민, 지자체, 전문가의 역할을 정의하여 리모델링 사업이 효율적으로 진행될 수 있는 추진체계를 제안하였다. 본 연구에서는 리모델링사업에 관련한 내용에 국한되어 수행되었으나 향후에는 농촌마을 리모델링의대상별 세부기준과 리모델링 결과에 대한 모니터링 연구가 필요한 것으로 사료된다.
This paper proposes a village level settlement environment diagnostic indices in rural areas which can apply to analyze various conditions at village level. A living space in rural areas has been changed with a diverse aspect according to living infrastructure, industrial structure, accessibility to neighbor city and so on. This indicators considered these mega-regionalization of economy and lifestyle in rural areas. The indicators consists of basic indices for all types villages and convenience service indices for center villages and the other neighbor ones classified by a functionality of their convenience facilities. As the results of delphi expert survey and a field validation, rural village settlement environment diagnostic indicators were selected 3 types, 15 domains, 24 subdomains and 61 items. And these indicators weight were determinted by AHP method. These developed indicators were used to diagnosis settlement conditions of 31 villages, located on county of Yeongdong. to validate a applicability and feasibility.
This study aims at providing the basic information required for policies on return to countryside for farming or else, through analysing the actual state of settlement and the community of people returning to rural areas. The comparative analysis of people returning toward general village and sub-urban residential complex in rural has been done to figure out the settlement environment. And the status analysis targeting the people returning to rural areas and original residents who live in general village have been done to figure out the actual state of the community. As a result, people returning toward sub-urban residential complex in rural moved for something else, while people returning toward general village in rural moved with the purpose of farming. Like this, the aims of moving into rural areas show difference. There is little conflict between people returning to rural areas and original residents, but some people have an intention to move the other place due to the conflict with original residents. So the community revitalization is needed for the active responses and suitable adaptation of them. On the basis of this study, policy tasks for return to countryside for farming or else were suggested as follows; 1) It is necessary to formulate each policy on return for farming and something else to rural areas discriminatively. 2) The economic support for a stable settlement of people returning to rural areas and the programs activating community with original residents are required. The discussion about the new community formation is needed to respond to the increase of people returning to rural areas.
This study of the living environment for rural residents to identify the relationship between perception and satisfaction are as. Jeollabukdo rural residents survey and SPSS 18.0 statistical program utilizes improvement of rural environment and living conditions were discussed. The main analysis results are summarized as follows. First, rural residents use the facility convenience and accessibility, economic burden, there was a tendency to recognize the important, good natural environment or their children / relatives for the distance was a low awareness. Second, the location and land a job for men, the women have a higher awareness of the use of public transportation inclination showed less than 50 age group showed higher awareness. Third, the rural living environment of residents' satisfaction with 3.544, and overall satisfaction with village life showed a high propensity men have higher satisfaction than women. Finally, the living environment for the perception and satisfaction with the relationship between residential stability and economic awareness of a higher living environment was found that high satisfaction. These findings further improve the rural environment, improve satisfaction in that you can plan the basis for an effective strategy can be. More sustainable in the future, including the analysis of various parameters in progress by being linked to policy measures that will be provided.
The purpose of this study is to quantitatively analyze the social welfare value given to the designated rural settlement zone by the resident-participated site unit plan that the City of Cheongju is newly attempting to draft. Firstly, the costs and benefits from the site unit planning were estimated. Secondly, through literature review especially focussed on the benefit and cost estimation, on-site questionnaire was designed, and then sample residents of the qualifying sites were asked about their willingness to pay, which could make it possible to estimate the monetary value of its benefits by the contingent valuation method (CVM). Finally, the present value of net benefits (PVNB) was estimated through the derived costs and benefits. As a result of analysis, firstly, the present value of net benefits (PVNB) was found to be 7,641 billion won, which indicated that the implementation of district-unit plan would be able to cause sufficient social welfare value for the effected residents. Secondly, in examining the result of individual average amount for willingness to pay through the CVM, the area that benefited the most was found to be the road improvement. Thirdly, as a result of sensitivity analysis, the parameter with the most effects was the discount rate, which suggested that, in carrying out public projects, excessive market interest rates would not be appropriate.
The objective of this research was to develop a rural settlement demand model to analyze the determinants of settlement demand of urban residents. The point aimed at from model development was deriving stated preference of potential consumers towards rural settlement through setting a hypothetical market, and using settlement subsidy as a surrogate variable for price in the demand model. The adequate demand model deducted from hypothetical market data was derived from the basis of Hanemann's utility difference theory. In the rural settlement demand model, willingness to accept was expressed by a function of settlement subsidy. Data utilized in the analysis was collected from surveys of households nationwide. According to inferred results of the demand model, settlement subsidy had a significant influence on increasing demand for rural settlement. A significant common element was found among variables affecting demand increase through demand curve shift. The majority group of those with high rural settlement demand sought agricultural activity as their main motive, due to harsh urban environments aggravated by unstable job market conditions. Subsequently, restriction of income opportunities in rural areas does not produce an entrance barrier for potential rural settlers. Moreover, this argument could be supported by the common trend of those with high rural settlement demand generally tending to have low incomes. Due to such characteristics of concerned groups of rural settlement demand, they tended to react susceptibly to the subsidy provided by the government and local autonomous entities.
The objective of this research was to analyze the determinants of demand for residential settlements in rural societies. A significant aspect of the demand analysis was to consider depopulation classification as a moderating variable with a view to its role as an essential dividing factor of socioeconomic characteristics and physical environments of the areas of concern. The data collection for analysis was divided according to types of depopulation into the three categories of less developed, stagnated, and developed areas. For the cause and effect analysis between the residential demand and factors of settlement, the ordered probit model was applied. Significant determinants of settlement demand unfolded according to depopulation types. In the case of less developed areas, residential demand was affected significantly by the factors of daily life convenience and public facilities. Key settlement demand determinants of stagnated regions included the aspects of basic natural environment, daily life convenience and education. Meanwhile, key settlement demand determinants for developed areas included education and agriculture economic aspects. The importance-performance analysis was also applied to a set of settlement characteristics of rural communities to figure out the settlement factors requiring urgent endeavor to improve.
This study was carried out to find out the time-dependent change of central functions in the depopulated rural areas. Three county areas were selected for the case study ; Haenam(as a remote flat area), Goksung(as an intermediate mountainous area), and Hwasun(as a peri-urban area). For each district area administered by each county, service facilities stock was surveyed at both the present('02) and the past('89 or '94)time, and its functional index checked. From the study results, table-tennis rooms, oil shops and inns were ascertained to be disappeared now in the absolute or real terms, while beer halls, restaurants and bakeries to be sharply increased. Generally, in spite of the substantial depopulation in the past decade, service facilities stock has been increased in and concentrated to the highest order center of rural area (county office seated district). However, where this center leans to the outer side of its county area and to the opposite direction against the regional center, the dependent level of service function on the highest center have decreased.
The drastic change of mountain community, which have led existing villages to a size reduction or an extinction, makes this study concentrate on finding out the new community unit as a spatial zone of dayily life and agricultural production. The communality which has played a key role in a aura settlement consistency has been focused on the socio-economic aspect till now, neglecting the spatia] nature. The settlement-communality( SC) putting a stress on the spatial aspect can be, therefore, shapec as being multi-dimensional, composed of both a horizontally areal coverage on the surface of the residential place and a vertically hierarchial relationship between settlements, by analyzing thro( elements of communality that are the economic, socio -cultural and spatial activities. The research site is located administratively in Milan-Myoun, Pyoungchang-Gun, Gangwon-Do that ha: the characteristics as a typical mountain community. The results of field survey of which the method i: to draw the activity zone from an interview with every village's head and some residents with th( prepared questionaire can be summarized as followings. Firstly, the SC in almost all villages tended to be weakened or extincted, none the less, the spatia zone of that overally enlarged and got out of natural village unit(hamlet). However the areal coverall on which the SC has an influence reaches up to the alliant domain of a few villages generally congruen with the lowest level administrative district, Secondly, the economic and social activity pattern in village life has a tendency to be directly linked with a upper central place, so that has induced the function of a central village in the middle-low settlement hierarchy to be largely shrinked. In recent year, construction of national infrastructure, variations of agricultural environment, urbanization of rural life-style, and other things have influenced on rural area. Therefore, its landscapes have been changed rapidly. As a result of it, rural landscape should be controlled with amenity and totality. That is a rural amenity control planning. The purposes of this study is to consider characters of rural settlement area, the directions of landscape control planning as an environmental planning, the structure of rural landscape, the process of rural landscape control planning, and its frameworks. Main viewpoints of landscape control planning in rural settlement are as follows; the using of regional resources, the harmony of surrounding environments, the harmony of natural ecology, locating of facilities, the development of new landscape material, maintenance of sequencing, symbolizing, unificating, and opening, the using of natural/regional materials, the using of waterfront, the making of stories.
This paper is intended to review the major problems of rural settlement development and attempts to find the direction to enhance the effectiveness of rural settlement development policies and strategies. Small amount of financial resources being mobilized, similar policies for rural settlement development have been implemented sectionally by the respective sectoral goverment bodies. It has resulted in a lot of coulict and ineffectiveness in the process of rural settlement development To rationalize the rural settlement development, there should be some change in the current practice of the project: integration of development efforts, consideration of regional situation and settlement system, and introduction of principles and criteria suitable for rural settlement planning.
