Risk assessment on Jeju Special Self-Governing Province(JSSGP)’s water supply facilities and establishment of adaptation measures for climate crisis factors were implemented. JSSGP’s vulnerability to the climate crisis was high in the order of drought, heat wave, heavy rain and strong wind. As a drought adaptation measure, policies of water saving and revenue water ratio improvement were considered. As for the heat wave adaptation measure, the introduction of an advanced water treatment process was suggested in response to the increase of algae cell number which resulting in taste and odor problem. As for heavy rain adaptation measures, the installation and operation of automatic coagulant injection devices for water purification plants that take turbid surface water were proposed. As a measure to adapt to strong winds, stabilization of power supply such as installation of dual power line was proposed in preparation for power outages. It is expected that water facilities will be able to supply high-quality tap water to customers even under extreme climate conditions without interruption through risk assessment for climate crisis factors and active implementation of adaptation measures.
This paper investigates the current status of Jeju special self-governing province (JSSGP)’s water infrastructure and recommends directions for improvement. JSSGP relies on groundwater for most of its water resources. Recently, water usage has been steadily increasing due to the increase of residents and tourists while the quality of groundwater has been steadily worsening. Deterioration in water quality of groundwater can be seen through the increase in concentration of nitrate nitrogen and microorganisms. To overcome such problems, water consumption must be reduced by water demand management in all fields including residential and agricultural water use. The quality of water resources should be preserved through the management of pollutants. For efficient management of water resources, great efforts should be made to reduce the leakage rates in household and agricultural water, which is currently at the highest level in the country. Furthermore, diversification of water intake sources other than groundwater is needed, especially for agricultural water supply. For water and sewerage facilities, compliance with drinking water quality standards and discharge water quality standards must be achieved through the optimization of operation management. This process requires recruiting professionals, improving existing workers' expertise, and improving facilities.
This study was conducted to analyze changes in the policy environment in the Jeju area in terms of conflict management by local governments and to derive the need to introduce policies for conflict management. According to this study, the policy environment in the Jeju area has been constantly changing to make it easier for conflicts to occur: First, the Jeju community has been suffering from public conflict since the past due to a number of large-scale development projects. Second, the increase in population has led to the diversification of stakeholders in society, which has resulted in complicated conflict situations. Third, conflict management keywords have begun to appear directly in election announcements, which means that many local residents perceive conflict itself as an important policy agenda. In order to actively address this situation, we need to utilize the concept of ‘Social capital’. Social capital is a concept that can effectively connect various individuals or groups in the region, effectively a connecting local governments and residents and ultimately helping develop the region.
On July 1, 2006, Jeju Special Self-Governing Province was launched as a model city with exceptional autonomy in many areas of administration, including self-governing legislation, self-governing finance, self-governing organization and personnel management. Jeju Special Self-Governing Province has control over all functions but original national functions, such as national defense, diplomacy and security. Fifteen years after its launch, Jeju Special Self-Governing Province has seen an increase in population, tourists, and gross regional domestic product (GRDP) in the province, and its fiscal size has increased significantly. The results of the 2019 performance evaluation were generally considered good, but a survey of provincial residents showed that the residents' satisfaction was insufficient. In order for Jeju to be reborn as an international free city and a special self-governing province from an isolated island, the central government will have to guarantee high autonomy, while the Jeju Special Self-Governing Province will have to have the capacity to secure resources for regional development and special self-governing province.
In Jeju, in order to efficiently manage and coexist fishing boats and passenger ships in narrow ports, it is necessary to establish reasonable policies. The survey was conducted on 99 fishing ports, from December 1 to 31, 2018. A site survey was conducted on 30 parties (15 in Jeju City and 15 in Seogwipo City) concerning with the use of fishing ports in Jeju to review the appropriate conditions for selecting fishing ports as control subjects. The survey determined size of pleasure craft mooring within fishing port (20%), size of fishing boat mooring (20%), and accessibility of fishing port (20%) under on-site survey factors as well as willingness to form a consultative group between fishing boat and pleasure craft users (20%). Upon the request of the survey, positive and negative opinions were collected on the establishment of a safety control center in the fish port. Based on the survey results, the factors mentioned above were applied to each and every fishing port within Jeju. The bottom five fishing ports in Jeju with the lowest total factor scores were identified and selected as control subjects for review and study. Of the five fishing ports selected as control subjects amidst the 99 fishing ports in Jeju, Dodu Fishing Port had the lowest score of 22% among the national fishing harbors. Among the local fishing ports, Hwabuk Fishing Port had the lowest score of 18%, followed by Sagae Fishing Port with a score of 22%. Hamdeok Fishing Port had the lowest score of 24% among the fishing port villages, whereas Ojo Fishing Port had the lowest score of 24% among the small fishing ports.
This study is aimed at analyzing social policy for unmarried single parents in Jeju Special Self- Governing Province, South Korea from 2005 to 2015 over 10 years by applying the policy analysis frame: dimensions of choice by Gilbert and Terrell(2013). The analysis result is as follows. First, the allocation dimension of who benefits has extended from selectivity of shelter-oriented service to universalism of community-based welfare services, which include not only unmarried mothers with their baby but also unmarried fathers with their baby. Second, social provisions have been enlarged and varied, ranging from simple shelter services to a multitude of services including shelter, voucher, cash, educational services, housing services and job training services etc. as shelter service changed into home-care service. Thirdly, the delivery system of social services for unmarried single parents has been changed from central governmental level through Jeju Special Provincial government to Jeju city government level. Research results found that all levels of government should reorganize and reform the service administration system for unmarried single parents, separated and specialized from family problems to meet the needs of a growing numberof single parents and various family types. Fourth, as financial resources of categorical grants from the central government to local government has been changed into block grants, financial deficit of local government can shake policy stability. That's why local communities should establish local ordinances to make all community social policy stable. Consequently, this policy analysis found that social welfare service for unmarried single parents has expanded but the financial resource limitation of local government can undermine the policy stability in the near future.
As a series of research plan, this study is to provide basic data necessary for the development of fishing industry which will contribute in establishing sound fishing culture in Jeju island through systematic management of fishing, protection of fishery resources and establishment of safety measures for fishermen in accordance with ‘Fishing Management and Support Act’. To attain the proposed objective, this study conducted literature review and surveys on restriction standards of harmful substances generated from fishing equipment and baits, examined the current status of fishing management in popular fishing sites of other cities, and then reviewed and analyzed the fishing management and fishing–restriction zones in Jeju island. The survey on the opinions on the restriction criteria of fishing methods, tools and period, including the acceptable standards for harmful substances showed that general fishermen preferred ‘alleviating the measure (44.8%)’ to ‘aggravating the measure (23.0%)’. Meanwhile, maritime police showed dominant opinion toward ‘aggravating the restriction (52.2%)’ over ‘alleviating the measure (4.3%)’. Furthermore, fishing–related enterprise is favored ‘aggravating the restriction (32.6%)’ over ‘alleviating the measure (27.9%)’. In the survey on the tolerance of fishing baits including criterion for content of certain substance in different types of bait, it showed 57.5% of general fishermen preferred alleviating restriction criteria while 20.7% of them favored tougher restriction. Whereas, 33.3% of maritime police group insisted such fishing baits should be more restricted while 16.7% answered it should be alleviated. 35.9% of fishing–related enterprise was in favor of alleviation while 14.3% preferred aggravation. Upon investigation on the status of fishing management in other cities and towns, it turned out that most of them had safety and convenience facilities, installed warning and guide signs in fishing sites, and set no fishing zones. The review of fishing management and restricted area showed that 10 sites required access restriction and 2 of 10 sites were considered to be partially restricted for weather and season. 82 fishing sites were regarded as unnecessary to be restricted and installation of safety facility and guide signs is necessary for the safety of fishermen.
This study is one of the research series for providing basic data that would contribute to the development of the field of fishing industry through the systematic fishing management, protection of fishery resources and healthy fishing culture with safety measures for fishermen in Jeju island according to the implementation of 「Fishing Management and Support Act」. As a result of analyzing the related acts, the contents of this study are related with provisions of 「Fishing management and Support Act」 on acts on fishing management, fish bait management, support for fishing and fishing related industries and with provisions of 「Act of the preservation and management of desert island」on the preservation, use and development of desert island (use and development in a desert island, behavior in usable desert island). As a result of the survey, the rocks on the seashore showed the highest popularity with 52.6% for fishermen and the seawall was the highest with 47.1% for Maritime police as their fishing place in the fishing related activity data. And as the survey result about the awareness of 「Fishing management and Support Act」, 65.2% of general fishermen, 36.0% of maritime police and 70.5% of fishing related agencies answered that they knew the act. It was also surveyed whether they consider its contribution to fishing related industry development and positive result was shown by general fishermen and maritime police with 46.8%, 48.0% respectively whereas fishing-related enterprises showed negative answer with 47.7%. In the survey of fishing related regulation standard, general fishermen, maritime police and fishing related agencies all showed different opinions regarding the regulation standard. It is recommended that regulation standard needs to be set up after detailed review.
장래에 어떠한 문제가 발생할 것인지를 현재의 시점에서 정확하게 예측할 수는 없지만, 그것이 사회질서를 규율하는 제도라고 한다면 불합리한 결과가 발생되지 않도록 그 위험성을 최소화할 수 있는 방법이 모색되어야 한다. 특히 저소득 한부모가족 지원제도는 최근에 새롭게 창출된 제도라는 점에서 종래에 발생한 문제점들을 면밀하게 파악한다면, 장래에 정립될 저소득 한부모가족 지원제도는 보다 합리적이고 실질적 정의에 합치될 수 있을 것으로 보여 진다. 이 논문의 연구대상인 한부모가족은 부자가족과 모자가족 이외에 조손가족과 그밖에 부모의 일방이 부모로서의 역할을 수행하지 못하는 경우까지를 포함하는 것으로서 주로 경제적 원인을 이유로 정의되는 것이다. 한부모가족을 지원하는 대표적인 법률인 한부모가족법은 종래의 모자복지법 내지 모부자복지법이 법명을 변경한 것이며, 이 법률에 기하여 한부모가족에 대한 지원은 점진적으로 확대되어 가고 있는 실정이다. 본고는 국민기초생활보장제도와 모, 부자복지제도에 의하여 보호받고 있고, 소득기준, 재산기준, 부양의무자기준 등으로 수급자로 선정되지 못한 차상위계층을 포함한 한부모가족을 대상으로 국민기초생활보장제도와 모, 부자복지제도를 분석하고 문제점을 도출하여 개선방안을 모색하기 위하여 저자는 제주지역의 저소득 한부모가족 지원제도와 관련한 현행 조례의 문제점을 중심으로 관련논점과 그 개선방향을 제시하였다.
Jeju Special Self-Governing Province has implemented a self-governing environmental impact assessment system (Jeju-EIAS) in recognition of its autonomy. In this study, the institutional features of Jeju-EIAS were examined by analyzing the development projects whose consultation under Jeju-EIAS were completed from 1994 to 2019. The consultation procedure of Jeju-EIAS, such as the actual operation of Review Committee for Environmental Impact Assessment (EIA), the consent of the provincial council, and the regular follow-up activities for the implementation of EIA consultations, has been implemented differently from those of other metropolitan cities and provinces. Under Jeju-EIAS, types of development projects subject to consultation on EIA also take into account local conditions, and include the construction of aquarium basin and building. In addition, provisions concerning the scale of development projects is strengthened above the Korean Environmental Impact Assessment Act (EIA Act).
제주특별자치도는 한 해 약 1,500만명의 관광객이 입도하는 대한민국의 대표적인 관광지이다. 또한 화산섬이라는 특수성으로 현무암과 같은 고유의 재료와 문화적 특성 및 경관을 보유하고 있다. 따라서 본 연구는 지역 고유의 문화를 고려하고 레지블 디자인, 유니버설 디자인이 적용된 안내사인 개발을 통해 경관 저해를 방지하고 관광활성화에 기여하고자 한다. 본 연구의 공간적 범위는 제주특별자치도 전역으로 연구의 내용적 범위는 안내사인 현황분석과 관광형 안내사인 공공시설물 디자인 개발이다. 연구의 방법은 문헌조사를 통한 일반현황 조사, 현장조사를 통한 공공시설물 현황조사, 선진사례 조사, 디자인 연구개발은 디자인 기본 구상, 관광형 안내사인 개발이다. 본 연구의 내용 및 결론은 다음과 같다. 첫 번째, 제주특 별자치도는 한반도와 다른 지형적, 기후적 특성을 보이는 서정적 분위기를 매력으로 하는 관광지로 경관의 연속성을 위해 곳곳에 분포한 현무암을 공공시설물의 재료로 적극 활용하되 시설물의 특성에 따라 다양한 방법을 통해 각각의 고유 이미지를 형성하였다. 두 번째, 강한 해풍의 영향을 고려하여 내식성이 우수한 재료를 사용하고 돌출부를 최소화한 구조를 설계 하였다. 세 번째, 외국인 관광객이 지속적으로 방문하는 도시로 관광객의 편의성 향상을 위해 표준화된 표기체계와 다국어 표기 등의 정보 범용성을 확보하였다. 본 연구는 제주특별자치도가 가지고 있는 지역 고유의 경관을 강화하는 관광형 공공 시설물 개발의 기초가 되는 연구라는 점에서 의의가 있으며 향후 다양한 품목의 관광형 공공시설물 표준디자인을 개발하는 데 기여할 것이라고 본다.
