The systematic information management of chemical accidents is required as a tool for the policy making, system improvement and release of information. However, there isn't yet a systematic chemical accidents tracking system in Korea, which make a confusion that the related statistics are different from each others. In this research, we analyzed domestic and international chemical accidents data and made the chemical accident codes for the information tracking system properly.

This paper analysis the form of work-miss on human-error according to a safety accident for domestic chemical factory from 1999-2002. It include the present contents and raise issues human knowledge, behavior, judgment, sensibility as an important counter plan that makes the safety solution of work miss. For the point of view of human knowledge, it takes color standard for works to be effective in work place. For behavior, the test has been for risk Point of work place and infra worker movement, also the workers performed professional work as classify according to work. For judgement, the valuation sheet is reflected to minimize the human-error and the 3rd supervisor does a cross-check audit beforehand. For sensibility, it is applicable for human relations, information, communication by program to the consciousness and an attitude of worker-supervisor.

This study concerns with the accident characteristics and prevention in small manufacturing industries of chemical products. To investigate the accident characteristics, we used workers' compensation reports and employers' accident analysis reports. One hundred and seven injury accidents which results in more than 4 days absence were surveyed from the manufacturing companies with under 100 employees. These data were used to investigate the accident characteristics in terms of company size, injured person's age, work experience, accident time, activity at time of accident, accident type, injury type, injured body Part, and accident agency We propose the accident prevention policy based on the accident characteristics. These results can be used to develop more effective occupational safety management policies in small manufacturing industries of chemical products.

This study analyzes the existing case studies on the harmful chemical accident response system and analyzes the factors for decision - making and decision - making in the hazardous chemical accident site. Based on the conceptual model of collective intelligence as a new decision - making method, we will build a decision - making model based on collective intelligence that can be applied in the hazardous chemical accident site. The collective intelligence model proposed in this study is designed around hazardous chemical accidents, and it is necessary to conduct empirical studies through the composition of more specific expert groups.

화학 산업에서의 안전규제는 중대사고의 교훈과 안전규제에 대한 중요성을 인식하기 시작하면서 발전하였다. 본 연구에서는 세베소 2 지치에서부터 본격적으로 논의된 화학사고 관리시스템에 대해서 조사하였고, 국내에서 적용 가능한 화학물질 사고 정보 관리 시스템을 제안하였다. 이 시스템을 기반으로 1990년부터 2009년까지 국내에서 발생한 화학물질 사고를 환경부의 유해화학물질 관리법에서 관리하고 있는 사고대비물질 69종과 유독물 588종에 대해서 사고사례를 분석하였다. 이러한 화학물질 사고정보 통합 시스템은 지난 수십 년간 중대 화학사고로 인해 전 세계적으로 개정된 관계법령, 안전관리체제와 설비대책 등에 대한 조사와 이를 바탕으로 한 국내 제도개선 등에 활용을 통해 21세기를 향한 안전한국으로서의 기반을 마련할 수 있을 것으로 기대된다.
