This study made use of 9 types of utilizing idle farmland deducted from existing research in order to examine cases by type of idle farmland, and selected representative cases by type after analyzing contents of 165 available newspaper articles. Selected Cases were assorted into agricultural use and nonagricultural use, and agricultural use are as followed. ①Community Service/Farming type is the case of Gimhae city reported on ‘Busan Ilbo’, ②High Income/Farming type is the case of cooperative unit of Geumjeong crude drug in Yeongam appeared in ‘Newsis’, and the case of Omija industry in Mungyeong reported on ‘Hankyoreh’, ③Tourism/Landscape/Farming type is the case of rape flowers and buckwheat flowers in Gupo village reported on ‘Asia News Agency’, ④Stock Raising/Farming type is the case of growing foraging crops published in ‘The Daejeon Ilbo’, ⑤Weekend farm type is the case of utilizing idle farmlands and creating weekend farm reported on ‘Mediawatch’, ⑥High income/Forest type is creating Mulberry cultivation areas in Hamyang-Gun published in ‘Yonhap News’, ⑦Ecology/Landscape/Forest type is forestation project of idle land reported on ‘Newsis’, ⑧Agricultural Experience Study type is the case of managing agricultural experience study center in Dosun elementary center published in ‘Sisajeju’ and the case of non-agricultural application case, ⑨Ecological Environment type is the case of wetland restoration of idle farmland in Gochang. This study investigated and arranged detailed contents by the literature search and interview investigation according to investigating items such as utilizing area, main agent, purpose, utilizing item, utilizing content, etc. by case. With that, it deducted implications as well as case characteristics, and finally suggested political proposals through the case analysis.
For the purpose of drawing a representative type of utilizing idle farmlands, this study collected and analyzed newspaper articles about cases of utilizing idle farmlands in the past decade using Internet search engines. Prior to this, it clarified a concept of idle farmlands to raise accuracy of searching articles, and selected NAVER as a search engine. It set "idle farmland", "abandoned land", and "utilizing" as basic search words in search option, and also set search period from 1st of January in 2004 to 31st of December in 2013. This study primarily searched 1,593 articles, and extracted 165 articles excluding overlapped and unrelated articles. Furthermore, it investigated extracted articles by date, media, headline, content of use, region(province), particular area(city and country), main agent, item and keyword 1, 2, 3 for proper use. This study also examined frequencies by year according to indoor and outdoor environment as well as regional differences through frequencies by regional groups and chronology. Furthermore, it drew a diagram of frequency flow of keyword 2, 3 with each keyword 1 as the central figure in order to draw various types of using idle farmlands. Through the diagrams, this study drew 9 using types such as (1) community service. agriculture type, (2) high income. agriculture type, (3) sightseeing. landscape. agriculture type, (4) livestock. agriculture type, (5) weekend farm type, (6) high income. woodland type, (7) ecology. landscape. woodland type, (8) agricultural work-study type, (9) ecological environment type.
Self-sufficiency rate of food in South Korea is almost at the lowest level among OECD countries, and the decrease tend of farmland is expected to be continued. In this situation, the government has been revised the target self-sufficiency rate of food, and carried forward various policies in order to achieve it. One of those policies is the restoration business of idle farmland which is planned to carry forward after 2015. This study set up indicators evaluating effective use of idle farmland, and tried to apply in the field before carrying forward restoration business. The result of this study may be summarized as follows. First of all, it reset an evaluation indicator that was based on the evaluation indicator developed in order to set application directions of idle farmland. Next, it selected 30 idle farmlands with reset evaluation indicator among 11,635 which were inspected nationwide in 2012. Before applying indicator, it measured the condition of recycling such as accessibility of farmland, condition of irrigation and drainage system, land state, and surroundings by field investigation. Then, it calculated composite score in each target area through applying indicators, and verified the indicator by comparing calculated result with the one which was decided from field investigation. Finally, it carried out field investigation, correct and upgrade some problems of the standard of score calculation that was found during applying previously set evaluation indicator to target area, and established the final standard of calculation for evaluation indicator.
Self-sufficiency rate of food in South Korea is almost at the lowest level among OECD countries, and the decrease tend of farmland is expected to be continued. In this situation, Korea experienced a rapid change in the international price of grain due to changes in amount of grain production and food weaponization. It also started to reinforce the appropriateness of maintenance of farmland above certain standard. As one of policy means for this situation, this study selected "the use of idle farmland" as a subject, and started to consider the way to suggest the policy projects using idle farmland. The result of this study is summarized as follows. Firstly, this study defined the meaning of idle farmland, and set up the scope of idle farmland needed to this study. Secondly, this study analyzed the domestic major policy projects with prevention function of idle farmland as well as the policy projects related to idle farmland. It also investigated "recycling measures of idle farmland" that is recently promoted in Japan, and deducted the direction for developing a new model. Lastly, It suggested 9 policy project models that are finally able to use idle farmland. Suggested models are designed to access from various directions. This study suggested contents, entity, target and characteristics of projects in order to set up proper directions in promoting policy projects using idle farmland.
The objective of this study was to make a map of farmland vulnerability to flood inundation based on morphologic characteristics from the flood-damaged areas. Vulnerability mapping based on the records of flood damages has been conducted in four successive steps; data preparation and preprocessing, identification of morphologic criteria, calculation of inundation vulnerability index using a fuzzy membership function, and evaluation of inundation vulnerability. At the first step, three primary digital data at 30-m resolution were produced as follows: digital elevation model, hill slopes map, and distance from water body map. Secondly zonal statistics were conducted from such three raster data to identify geomorphic features in common. Thirdly inundation vulnerability index was defined as the value of 0 to 1 by applying a fuzzy linear membership function to the accumulation of raster data reclassified as 1 for cells satisfying each geomorphic condition. Lastly inundation vulnerability was suggested to be divided into five stages by 0.25 interval i.e. extremely vulnerable, highly vulnerable, normally vulnerable, less vulnerable, and resilient. For a case study of the Jinju, farmlands of 138.6km2, about 18% of the whole area of Jinju, were classified as vulnerable to inundation, and about 6.6km2 of farmlands with elevation of below 19 m at sea water level, slope of below 3.5 degrees, and within 115 m distance from water body were exposed to extremely vulnerable to inundation. Comparatively Geumsan-myeon and Sabong-myeon were revealed as the most vulnerable to farmland inundation in the Jinju.

Farmland spatial data are needed as a basic information in conducting rational use of farmlands in regional scale. This study develops a method that can be used to make up such farmland spatial data in a simple way and to develop a technique to manage them in a unitary way, and examines the effectiveness of the technique by applying it to the case area. A method that Web-Service Raster Image and Digital Cadastal Map can be utilized as a base map was devised. It was designed applying the vector system, in which one lot of farmland is area unit. Raster image and field survey data were combined to increase the accuracy of data. The lot boundaries of the existing boundary map were adjusted to the shapes of actual farmlands using GIS edition function. A proper farmland use classification system to the area characteristics was established and data obtained from the field survey were coded. Usually it is very difficult to identify the size of one lot of actual farmland in the existing space data, based on the results of the case study, the result map showed actual topography very realistically. Also the frequently occurring lot divisions and the serious topographical modifications by natural disasters frequently have made it impossible to survey farmlands on the catastral map in the field. But the final map had a great usefulness in that it may solve such problems by expressing the filed survey results graphically.
Owing to the industrialization, the urbanization and cultivation abandonment actual condition, the most abandoned farmlands increased. Those results have occurred inefficient land use and destruction of agricultural ecosystem with the secondary succession. The research for the abandoned farmlands of Korea is fundamental phase. Also, the researches to restore abandoned farmlands are something yet to develop and not established the restoration for ecological value of abandoned farmlands. The objective of research revealed the ecological functions of abandoned farmlands and it presented an application plan. The research method divided in the literature and case study. Using abandoned farmlands, Japan government tries to create the ecological parks for the conservation of a vulnerable plant species, dragonfly biotope, environmental education and research, etc. Accordingly, the goal for the abandoned farmlands coulds be set suitably to Korean situation as of Japanese styles which are characterized by man-made biotopes.
