The purpose of this study is the impact of national fishing port investment and typhoons on fisheries disaster damage. The dependent variables were the amount of damage to fishing ports, fishing boats, fisheries enhancement, external facilities, mooring facilities, functional facilities, fishing port and typhoons. The analysis period is from 2002 to 2018. Since the error term is in a simultaneous correlation, it was efficiently estimated by analyzing it with a seemingly unrelated regression (SUR) method. As a result of the analysis, external facilities have not significance to all models. Investing in mooring facilities increased the amount of damage to fishing ports for five years. Investing in functional facilities reduced the amount of damage to fishing ports and aquaculture over five years. Typhoons have significance to all models, and the amount of damage increased every time a typhoon occurred. Based on these results, as the influence of typhoons increases, it seems necessary to establish preventive measures. Timely investment and maintenance to enable the role and function of national fishing ports are considered important.
Until recently, thermal power plants have used high-rank coals to generate electricity. The switched to low-rank coals, primarily because of the rising coal price and the advancement of combustion technology. Therefore the thermal power plants need more fuels aspect of quantity and they are going to build extra infrastructure to deal with the increased fuel demand in their specialized ports. This paper introduces the process of the economic analysis as a case study for Hadong T/P(Thermal Power) Port. This study also evaluates investment for mew projects in ports. We analyze the costs and benefits of the port investment project using various information. And then we conduct the economic analysis using NPV(net present value), B/C ratio and IRR grounded in a financial theory. Out result of the economic feasibility shows that the new project of constructing a third berth in Hadong T/P Port has positive economic value. Additionally, this study conducts the sensitivity analysis of the major variables like cost, benefit and discount rate.
The Port Development has been achieved by the Government because it needs large scale of funds. However, since 1994, the Govenment has been implemeting private investments for constructing and operating the ports and so on. Although the Government had high expectation that it could expedite the expansion of the port facilities, there were many problems in view of construction, management, financial and social environment. This study figure out that most of the important reasons are the uncertainty of risk allocation between private investors and the Government, using with Analytic Hierarchy Process. It is expected that the results of this study will encourage more private investors to participate in port private investments in the future.
Recently, port development has been actively in progress through a private investment project. Incheon North Port functions as an auxiliary port for Incheon Port to solve its chronic demurral and freight congestion and to treat materials such as wood, iron material, feed materials. Service charges is one of important factors in the port choice to treat general goods. In general, service charges can be calculated by two methods such as cost accounting method and market price method. This study will review the characteristics of the Incheon North Port (berth 3), which is under the progress of the private investment project and estimate the reasonable service charges for general goods on the basis of market price. This will help a concessionaire to maximize the operation efficiency.
우리나라의 항만은 정부가 제공해야 할 사회간접자본으로 인식되고 있으며, 개발에 많은 재원이 소요되므로 정부에 의해 개발되어 왔다. 그러나 이러한 개발정책은 급속히 증가하는 항만수요에 대응하는데 있어서 재정적 문제에 직면하게 되었다. 이러한 배경에서 근년에 들어 정부는 항만건설에 민간자본을 유치하고 그 기업으로 하여금 투자재원을 회수하기까지 일정 기간동안 항만을 상업적으로 운영하도록 허용하는 방안을 시도하고 있다. 현재 여러개의 항만이 이러한 방식으로 개발되고 있으며 그 중 일부는 머잖아 개장하게 되는 시점에 있다. 그러나 이러한 항만들은 현 시점에서 볼 때 원활히 운영되는데 있어서 문제점들이 예상되고 있다. 본 논문은 이러한 민자항만의 현황을 조사, 분석하고 문제점에 대한 개선방안을 제시하고자 한다.
