        In order to cultivate manpower for the growth of future industries, it is necessary to develop an industry-academic-linked curriculum and a cross-curriculum beyond the existing traditional curriculum. Based on the theory acquired through the mixed curriculum of existing and industry-academic-linked curriculum, a curriculum that can analyze and solve the problems of resource circulation supply chain companies is developed to cultivate manpower suitable for future industries. The industry-academia-linked subject mixed project curriculum was designed asa basic theory, exploration, and problem-solving subject. The basic theory-related subject models and evaluates the current problems of resource circulation companies from the perspective of the supply chain in consideration of the supply chain necessary for the manufacturing process related to resource circulation. The search-related subject explores and evaluates field problems (difficulty technology) of companies related to resource circulation. Problem-solving-related subjects solve problems by applying methodologies to field problems of companies related to resource circulation. This curriculum was developed to model and solve problems through a complex perspective by developing an industry-academic-linked project curriculum and cross-subject development with other schools to solve complex field problems that need to be considered for the growth of future industries related to resource circulation. Through the continuous development of project subjects and cross-curriculars, we expect development in the field of manufacturing and supply chains for resource circulation by fostering talents suitable for the acceptance of companies.

        In 2018, the Korean government introduced a landfill levy under the Framework Act on Resource Circulation. This was a fiscal measure to ensure that landfill waste disposal is priced so as to reflect its environmental cost and to help promote more sustainable waste management. This study aims to investigate the effectiveness of the landfill levy as a landfill policy instrument in Korea. In this study, a literature survey was conducted on the existing theoretical and empirical insights to the effectiveness of landfill taxes, including experiences in several EU countries. This survey shows that if landfill taxes are to be effective in terms of reducing the amount of waste going to landfills, the tax rate should be put at a fairly high level. It should be noted that the landfill tax rates should be set based on the external cost of landfill disposal. In addition, it appears that the landfill tax has not significantly affected generated waste per capita in the EU. The landfill tax can result in negative effects. Due to the reduction of waste sent to landfills, there is a risk that landfill operators will not be able to fulfil their financial obligations for closure and aftercare. Additionally, after closure and construction of the surface sealing, the emissions potential of the waste body remains more or less constant, resulting in the extended time-scale and uncertain funding of the post-closure period. This is a problem applicable to most landfills that contain inorganic waste. Thus, landfill operators should be stimulated by means of appropriate regulations to stabilize the waste body as much as possible to guarantee the lowest possible emission potential. This requires financial incentives, which are implemented to encourage operators to actively advance the stabilization of landfill waste.

        2006년 기준 폐기물 처리량 중 매립량은 9,945 천톤, 소각량은 6,940 천톤이었으나 2015년 기준 폐기물 처리량 중 매립량은 13,797 천톤, 소각은 9,524 천톤으로 꾸준히 증가하고 있다. 환경부는 이러한 매립, 소각되는 폐기물 중 약 56%가 재활용 가능한 것으로 발표하였다. 이러한 국내적 상황을 염두 하였을 때, 자원으로 사용가능한 폐기물을 단순 매립 및 소각하는 것은 바람직하지 않다. 많은 선진국은 이미 이러한 폐기물 문제, 자원위기, 에너지 및 환경에 대한 문제를 극복하기 위해 1990년대부터 자원순환사회로 전환하고 있다. 특히, 오스트리아, 프랑스, 폴란드, 스웨덴, 영국 등 선진국들은 매립세 및 소각세를 도입하여 자원순환사회로의 전환을 꾀하였다. 오스트리아의 경우 오염된 부지를 정화하기 위하여 1989년에 매립세를 도입하였으며, 폐기물 종류에 따라 매립세는 다르게 책정되어 있다. 반응성 폐기물에 대한 매립세는 2003년 43.6 euro/ton에서 2004년 65 euro/ton로 증가하였다. 그 결과 매립률은 30.1%에서 11.8%로 크게 감소하였다. 이후 반응성 폐기물에 대한 매립세는 2005년 65 euro/ton에서 2006년 87 euro/ton으로 증가하였으나 매립률은 11.3%에서 9.9%로 약간 감소하였다. 따라서 매립률 감소를 위한 매립세는 적정하게 책정되어야 한다. 환경부에서는 폐기물의의 발생 억제 및 발생된 폐기물의 순환이용과 적정한 처분을 촉진하여 환경을 보전하고 지속가능한 자원순환사회를 만들기 위해 자원순환기본법이 제정하였으며, 2018년 1월 1일부터 시행될 예정이다. 자원순환기본법의 주요 내용으로 자원순환 기반 구축, 자원순환 촉진 수단, 자원순환사업지원 등이 있다. 이중 자원순환 촉진 수단으로는 재활용외의 매립 및 소각 폐기물에 부담금을 책정함으로써 재활용 비용보다 매립 및 소각비용을 더 비싸게 하여 매립 및 소각을 억제하는 방안이 포함되어 있다. 환경부에서는 폐기물 종류에 따라 매립 시 10~30원/kg, 소각 시 10원/kg의 폐기물처분부담금(안)을 공표하였다. 본 연구에서는 자원순환기본법에서의 폐기물처분에 대한 적정 부담금 산정 방안을 위하여 국내・외에서 실행하고 있는 폐기물처분 부담금제를 비교하고자 하며, 폐기물처분 부담금에 의한 폐기물 소각・매립・재활용 추세 등을 검토하고자 한다.

        지속 가능한 신재생 에너지에 대한 수요는 전 세계적으로 증가하는 반면 공급은 제한적인 상황이다. 본 논문에서는 대전광역시 내에서 발생하는 가연성 생활폐기물로부터 생산되는 고형연료(SRF)를 전용 소각로에서 소각하여, 생산된 스팀을 터빈 발전기를 이용하여 전기를 생산하고 잉여스팀을 대덕산업단지에 공급하고, 음식물류폐기물 및 음식물 쓰레기 침출수의 혐기성 소화로 인해 발생기는 바이오가스를 대전열병합발전(주)에 공급하는 방안에 대한 경제적 타당성을 분석하였다. 잉여 바이오가스 공급의 경우 음식물류폐기물 및 음식물 침출수 재활용 과정에서 발생하는 바이오가스 26,300m³/day 가운데 23,200m³/day를 대전열병합발전(주)에 공급하도록 하고 잉여스팀 공급의 경우 2023년에 약 204,000ton/yr까지 수요가 꾸준히 증가할 것으로 예상되므로 25.7ton/hr의 증기를 155day/yr 기준으로 공급할 것으로 예상된다. 대덕산업단지의 추가 증기 수요는 연간 101,537ton으로 추정된다. 바이오가스 구매 비용은 생산 단가의 30%로 계획하고 잉여 바이오가스의 예상 공급량은 23,200m³/day로 대전열병합발전(주)의 기존 소비량인 18,627m³/day보다 많으나, 대덕산업단지에 공급되는 잉여스팀의 연간 예상 공급량은 96,000ton/yr로 대덕산업단지의 추가 증기 수요인 101,537ton/yr보다 적다. 이것은 잉여 자원의 순환이 대전의 에너지 수요의 균형을 이룰 수 있는 가능성을 나타낸다. 이를 통해, 잉여스팀 활용 측면에서 대전광역시는 50%의 매출 발생, 대전열병합발전(주)은 40%의 부가적 이윤 창출, 대덕산업단지와 인근 지역사회는 10% 비용 절감 효과를 기대할 수 있으며, 잉여 바이오가스 활용 측면에서 대전광역시는 30%의 매출 발생, 대전열병합발전(주)은 60%의 부가적 이윤 창출, 대덕산업단지와 인근 지역 사회는 10%의 비용 절감 효과를 기대할 수 있다. 또한 화석연료 사용 절감을 통하여 그에 대한 에너지 의존도를 줄이고 온실가스 감축 효과로 인한 국가 환경에너지 정책에 기여하여 환경적인 측면으로 우수한 성과를 얻을 수 있으며, 지역 기업의 경쟁력 강화를 도모하고 에너지 자금 사용에 따른 법인세 감면 및 온실가스 감축 사업을 통한 수익창출을 기대할 수 있다. 본 연구는 지역난방을 지역 사회에 공급하고 스팀을 에너지원으로 대덕산업단지에 공급하기 위한 에너지 네트워크를 구축하기 위해 수행되었다. 잉여스팀 및 바이오가스의 사용과 관련된 초기 투자비용, 운영 및 유지 보수비용이 계산되었고 NPV 및 IRR 분석 결과 경제적으로 실현 가능함이 밝혀졌다.

        In order to promote the resource circulation and upcycling of waste refrigerators, it is necessary to analyze the material flow of recovered valuable resources and low-value residues after they are discharged. This study divided the flow of waste refrigerators into the five steps of discharge, collection, pretreatment, resource recovery, and sale/export/disposal and conducted material flow analysis (MFA) in each step. Waste refrigerators are treated via official (formal sectors, 65.6% of total amount) and unofficial (informal sectors, 34.4% of total amount) channels. Officially, waste refrigerators are collected through free collection by national and local governments, recovery by product producers and distributors, and waste collection·transportation·recycling companies and are recycled at public and private recycling centers. Unofficially, waste refrigerators are collected through junk shops and individual collectors. Waste refrigerators recycled in the formal sectors undergo pretreatment processes such as the disassembly, shredding, and separation and recovery of resources such as scrap irons, plastics, PCB (printed circuit board), cables, glasses, waste refrigerants, urethane, etc. Waste refrigerators recycled in informal sector treated through disassembly of the exterior, the shredding process by the excavators in illegal facilities and recovered waste refrigerants, plastics, glasses, scrap irons, copper, nickel silver, PCB, urethane, etc. MFA results show that in 2015, the amount of waste refrigerators collected from formal sectors reached 121,642 ton/year, the amount of recycling was 107,684 ton/year, and the amount of residues was 13,955 ton/year respectively. Thus, actual recycling rate per a waste refrigerator was estimated 88.15% in 2015. To promote the resource circulation and upcycling of waste refrigerators, it is necessary to find a way to improve the recycling of urethane, which accounts for 10.8% of the total weight of a refrigerator.

        With the upcoming enforcement of the Fundamental Law of Resource Circulation in January 2018, changes are expected to occur in waste management policies. Until now, South Korea has worked hard to prevent waste generation and improve recycling. The recycling rate has improved, but recyclables are not considered high-quality. To resolve these issues in its member states, the EU is promoting resource efficiency policies. Their plan is to integrate the environment with the economy, achieve economic growth, and create jobs. A circular economy has also been adopted as a strategy to promote the resource efficiency policies. The key content of the strategy consists of an action plan and a waste law revision. Goals for the recycling of wastes by 2030 have been set in laws revised through this strategy, which also includes recycling evaluation standards and calculation methods. For Korea to cultivate a resource circulation society in the future, the EU’s resource efficiency policies and strategies must be preemptively implemented in a manner that suits the situation in Korea, and terms must be defined and standards established for recycling.

        The flow of products containing valuable metal resources after discharging to waste means that it is necessary to form a plan to improve resource circulation to enhance the circulation of metal resources. In this study, waste resource circulation flow analysis of products containing cobalt and palladium after disposal was performed by classifying five stages: (1) discharge/import, (2) collection/discarding, (3) pretreatment, (4) resource recovery, and (5) product production/export. The mobile phone was one of products which were the most generating cobalt. Discharged cobalt was kept for processing or was produced as pure cobalt, cobalt oxide, or cobalt sulfate, and was used as a raw material for locks, speakers, AlNiCo magnets, tire, batteries, etc. The total amount of cobalt in the waste products was 994 tons and the recycling rate was 53.7%, indicating that 543 ton of cobalt was recycled. Palladium was discharged from waste electrical and electronic products, precious metals, petrochemical catalysts, vehicles catalysts at the end of their life, and medical equipment (dental). The palladium recovered by pre-treatment and resource recovery was recycled as a metal resource or exported. The amount of palladium recycled was 2.412 tons, of which a total of 2.512 or 96% tons is estimated to be recycled. Future research may be necessary to suggest institutional improvements, including the waste resource classification and market expansion for the recycling in the five steps based on the results of this study.

        The materials flow of nickel was analyzed into up-stream and down-stream based on the literature survey. Dischargeand recycling stages in the down-stream were analyzed through the field survey. The waste nickel resources circulationflow were analyzed into 4 stages such as discharge·import, collection·disuse, resource recovery and product production·export, which are divided into nickel scrap and stainless steel scrap. The nickel scrap of 1,500ton was collected andrecycled and exported, which are from battery, catalyst and etc. The stainless steel scrap of 55,200ton are recycled fromdomestic and imported sources, which are 28,800ton and 26,400ton, respectively. The resource circulation rate of 45.3%is obtained from the above flow and the various plans are suggested each stage to increase resource circulation rate. Atdischarge·import stage, it is suggested this kind of waste may be classified as resources if the classification of waste isdone in detail and suitably. Also, it is suggested to apply quota tariff to this kind of waste. At collection·disuse stage, theplan of stabilizing supply and demand is suggested through the improvement of bidding system. At resource recovery stage,the fostering plan for specialized crushing companies and the win-win plan between conglomerate and medium-smallcompanies are suggested. At product production·export stage, it is suggested the integrated approval for licensing to registeras waste-treating facilities instead of exempting registration under the present condition to activate recycling industries.

        In order to improve the potential for the resource circulation of household waste that is being handled by localgovernments within major cities, this research has analyzed the characteristics of waste produced and presented a blueprintfor a coding system for household waste, to enable the operation of a resource circulation management processing systembased on this analysis. The coding system –format #-#-##-#-#– has been developed to mirror the 6-digit number codesused nationally for categorizing industrial and harmful waste. In order to boost resource circulation, the household wastecoding system has been composed as such: ‘waste production category>kind of waste>waste item>circulation grade>related industry,’ to offer a more effective means of managing household waste. A waste management processing systemconstructed according to the coding system developed through this research will not only make waste management simplebut serve to promote resource circulation. This system has been applied for the resource circulation management ofhousehold waste in Nowon-gu in Seoul. As a result of this application 6 categories of waste production, 20 kinds of waste,155 waste items, 9 circulation grades and 26 connected industries were codified. Going forward, on the basis of thisresearch the code systems used in a wide range of local governments for the classification of household waste shouldbe researched and a means of standardization formulated. In addition there is a need for research to be conducted intointegration with existing industrial and harmful waste coding systems.

        For the purpose of evaluating the eco-efficiency(EE) on surplus heat generated from industrial process, techniques of life cycle assessment are adopted in this study. Because it can be indicated both environmental impacts and economic benefits, EE is well known as a useful tool for symbiosis network on the sustainable development of new projects and businesses. To evaluate environmental impacts, the categories were divided into two areas of resource depletion and global warming potential. It can be seen that environmental impact increased a little but much higher economic benefit on the company, environmental performance and economic value were improved on the apartment by the district heating, respectively. In result, eco-industrial park(EIP) project on surplus heat should be found sustainable new business because the EE was in the area of fully positively eco-efficiency and, moreover resource depletion was taken place than the reduction of greenhouse gas.
