중국과 베트남에서 관료부패가 만연하고 있다. 이는 관료부패가 유일 정당인 공산당과 정부의 공신력을 와해시킬 뿐만 아니라, 나아가서 사회주의 국가 체제에까지 치명적 영향을 초래할 수 있다는 점에서 매우 심각한 문제라 할 수 있다. 이러한 관점에서 이 글은 동일한 공산당 일당 체제의 사회주의 국가인 중국과 베트남에서 발생하고 있는 관료부패의 실태를 최근 발생한 주요 사례들을 중심으로 살펴보고, 그에 대한 원인을 도출해보는 한편, 이를 상호 비교해 봄으로써 그것들이 갖는 공통점이 무엇인지를 고찰한다. 그리고 그로부터 궁극적으로 두 나라의 관료부패가 갖는 확연한 특징이 무엇인지도 파악해 본다. 이를 위해 필자는 관련 문헌자료를 중심으로 참고하는 것은 물론, 중국과 베트남의 공직부패 사례를 관련 조사 결과, 보도자료 등을 통해 종합, 분석하는 서술적 방법을 취한다.

Corruption occurs in all systems, including capitalism and socialism, and is a serious threat and obstacle to political stability and national development. Among them, the corruption problem of the bureaucrats, who are the agents of state power, had to go through all countries and all societies. As a matter of common concern throughout the world today, the impact on society as a whole and its aftermath are never inferior to ordinary crimes. This is due to the inefficiency of the national function due to the loss of public confidence in the state administration and It is not only hindering social unity, but it can also harm individuals, businesses and organizations, and even the entire nation. In particular, the widespread bureaucratic corruption in the socialist country of the Communist Party is more serious. The corruption of bureaucracy is a monstrous existence, which not only undermines the credibility of the party and the government, but also can lead to a fatal impact on the national system. In this respect, this paper examines the characteristics and causes of bureaucratic corruption in China and Viet Nam, which are the socialist states of the Communist Party, and examines the similarities between them. And then, by looking at what they originated from, it is the purpose of the study to ultimately determine the distinctive features of bureaucratic corruption in both countries. In order to do this, I comprehensively analyze the cases related to corruption in China, Vietnam, and the press release. Therefore, this article takes a narrative method through the synthesis and analysis of the literature data.
