본 연구의 목적은 보육교사의 근무 상황을 고려하여 아동학대 예방을 위한 실질적인 예방 대책과 보육환경에서 겪게 되는 인권 보장 대책 마련을 위한 것이다. 정부는 영유아의 건강한 성장과 발달, 그리고 자녀양육에 있어 국가의 역할과 양질의 보육환경 향상에 더욱 관심을 갖고 국가 정책으로 많은 노력과 예산을 사용하고 있다. 아동학대예방을 CCTV에 의존하는 정부의 대책은 근본적인 원인과 해결방법으로 불가능하며 아동학대사건이 발생되기 전 보육교사와 학부모 간에 신뢰와 소통을 회복하기 위한 노력을 해야 한다. 따라서 영유아를 대상으로 보육교사와 학부모가 서로 신뢰를 형성하고 보육환경개선에 대한 보다 적극적인 정부의 노력이 필요하다. 그리고 더 나아가 보육교사 인성교육을 강화하고 정부차원에서 보육교사인권보호에 대해 반드시 노력해야 할 것이다.

The purpose of this study is to provide practical preventive measures for the prevention of child abuse and to prepare human rights measures to be taken in childcare environment considering the work situation of the child care teachers. The government is paying more attention to the healthy growth and development of infants and young children as well as the role of the state in raising children and improving the quality of childcare environment. Government measures that rely on CCTV to prevent child abuse are not possible as root causes and solutions, and efforts must be made to restore trust and communication between child care teachers and parents before child abuse occurs. Therefore, it is necessary for parents and teachers to establish mutual trust for infants and young children, and more active government efforts to improve the childcare environment. Furthermore, it is necessary to strengthen the education of personality education of childcare teachers and to make efforts for the protection of human rights of childcare teachers at the government level.
