This paper discuss on the strategies for rural economic development Maul purposes of this paper are as follow: First, to review importance of economic promotion in the integrated rural developmental scheme, Second, to identify structural problems of rural economy, and Third, to suggest promotional strategies for the development of rural economy. Economic vitalization is the very important strategy to support daily life of rural population. Since rural economy heavily depends on agricultural sector which has relatively low productivities, diversification of rural economy through introduction of 2nd and 3rd industrial sector is one of the most urgent tasks in rural Korea. Integrated, localized, and planning oriented approaches with reformation of incentive system for the development of rural economy are strongly recommended as new strategies.

What is the national competitive power\ulcorner What are the determinants of national competitive advantage\ulcorner In order to find these problems, this study was initiated theoretically through the international trade theory and international managerial strategic theory. The flow of studies, in connection with these competitive advantage, come into industries competitive advantage from national competitive advantage. It is understood that the flow of studies is based on the change of paradigm about the international industry environment. Today, the international industry environment has been changed into vigorous situation with the new trade system such as globalization, UR negotiation, WTO system instead of GATT. Among these environments, all enterprises in any industries should try to enhance their benefit, income profits and develop their management strategy, because it is essential for them to keep and make a profit in order to be competitive against all other rivaling enterprises. According to researchers and the ages of history, the concept and determinants of competitive advantage have been dissimiliar as followings. 1) Theory of absolute advantage : Absolute Product Cost. 2) Theory of comparative advantage : Comparative Product Cost. 3) Theory of reciprocal demand : the Reciprocal Demand Structure. 4) Theory of Hechsher-Ohlin : Factor Endowment. 5) Paradox of Leontief : the Quality of Factor Endowment. 6) Theory of technological gap : R & D. 7) Technological gap model : The Technological Gap. 8) Theory of the product life cycle : Product Life Cycle. 9) Christensen's study : Firm's character & manager's character. 10) Monopolistic Advantage Theories : Monopolistic Advantage 11) Electic theory : Ownership, location and internalization specific advantages. 12) Theory of value chain : Cost advantage, Differentiation, Focus. However all these theories have the limit of illustration regarding today's competitive situation, the Porter's theory shows well the determinants of competitive advantage with competitive strategy. 국내 산업에 활용되는 광물은 약 50종으로서 이 중에서 산업소재광물 (비금속광물)은 27종에 이른다. 산업소재광물이 차지하는 생산금액은 모든 광물자원 (석탄 제외)이 차지하는 금액의 70 %를 상회한다. 1983년부터 1992년까지 광업 및 제조분야의 성장률은 연평균 11.5 % 그리고 GNP는 14.8 %의 성장률을 보인 반면 광물자원의 수요는 2.7배로서 이중 석회석은 생산과 수요에 있어 선두를 차지하며 납석은 수출면에서 수위를 점하고 있다. 생산에 대한 수출비율은 1983년도에 12.2 %에서 1992년도에는 4.2 %로 그리고 수입비율은 84 %에서 38.2 %로 하향되었다. 국내 산업소재 광물자원으로서 중요 역할을 담당하는 것으로 석회석, 납석 그리고 고령토를 들 수 있는 바, 석회석은 캠브리아기의 풍촌석회암층에 고품위가 부존되어 있으며, 납석은 경상 및 전라지역에 발달된 백악기 유천그룹의 화산암 내에, 그리고 고령토는 경상남북도 지역에 분포된 회장암 풍화대에서 발달 양상을 잘 확인할 수 있다.

A mathematical model for organic removal efficiency was investigated in a fluidized bed biofilm reactor by changing the feed flow rate, the residence time and the recycle flow rate. In batch experiment, organic removal could be assumed as first order and an intrinsic first order rate constant(kl) was found 6.4 x 10 exp (-6) ㎤/㎎ sec at influent COD range of 3040 - 6620 ㎎/L. In continuous experiment, at the condition of the influent COD, 3040 ㎎/L, the superficial upflow velocity, 0.47 ㎝/sec, the biofilm thickness 336 ㎛ and the biofilm dry density 0.091 g/mL, the calculated COD removal efficiency from the mathematical model gave 60 % which was very close to the observed value of 66 %. As the feed flow rate was increased, the COD removal efficiency was sharply decreased and at constant feed flow rate, the COD removal efficiency was decreased also as the residence time being decreased.

A number of experiments were conducted in order to investigate the organic removal efficiency and biomass characteristics according to the organic shock loading rate in a fluidized bed biofilm reactor. At the operation conditions of HRT, 8.44 hour, superficial upflow velocity, 0.9 ㎝/sec and temperature, 22±1 ℃, the removal efficiency of SCOD was founded to be 96.5, 92 and 90 % with the organic shock loading rate of 3.5, 10.8 and 33 kgCOD/㎥·day, respectively. Within the F/M ratio ranged 0.4 to 2.0 ㎏COD/㎏VSS·day, the SCOD removal efficiency was shown as 90% at F/M ratio of 2.0 ㎏COD/㎏VSS·day, but the TCOD removal efficiency was 72 % at F/M ratio of 1.8 kgCOD/kgVSS·day. The average biomass concentrations were 7800, 14950 and 27532 ㎎/l on the organic shock loading rate of 3.5, 10.8 and 33 ㎏COD/㎥·day, respectively. This result was agreed with the fact that more biomass could be produced at high concentration of substrate, but some biomass was detached at the onset of shock and easily acclimated at the shock condition.

The most change in this century is supposed to be declination of ideology, and block of world economy. The flow of regionalism of world economy has appeared to realize EC and NAFTA centered U.S.A, and also has presented to free trade region or one-size market agreement in Asia as APEC, EAEG in Malaysia, and etc. In defense to this block and internationalism of world economy, Pusan has to come forward to the hub of Northeast others has proposed a project to dominate the Northeast, Economy Association Agreement as Far East comprehensive development project in USSR, Hunchun development project in NK, and East Sea development project in PRC, Niigate regional development in Japan, Duman River development project in NK, and East Sea development project in Korea. As this exercise has proceed, Pusan also have arranged development strategy definitely and prepared provisions systematically. Engaging to participate center of delivery system is meant to be completed complex functions, namely the transfer storage processing & assembly function of international commodity. Pusan has ability to be terminal point of TSR. it had been connected to EC as the biggest economy block and TKR as complex transportation root to Far East, it would be the center of inground and seabase delivery terminal to Rotterdom as the biggest container pier and major piers to North-East and South East Asia. In order to provide a Role of 21 century's internationalization, Pusan has appealed to participate in management information research and development connected to Pohang-Ulsan-Changwon-Masan, and has utilized efficiently the resources such as man, material, money and information.
