19대 대선을 거치며 한국사회에서 중부담 중복지 모델에 대한 관심이 커지게 되었다. 통상 중부담 중복 지 모델은 GDP 대비 사회복지지출의 비율이 20%대인 국가들을 말하는데, 한국의 경우 2016년 기준으 로 사회복지지출 비율이 10%에 그치고 있다. 이상과 현실의 격차가 큰 것이다. 그렇다면 왜 이렇게 한 국의 사회복지는 저발전 했는가? 이 글에서는 그 원인을 한국의 고유한 정치경제적 맥락―오랜 세월 역 사적·제도적으로 형성되어온 정치사회 구조―에서 찾고 있다. 한국은 지난 반세기 동안 압축적 고도성 장과 정치적 민주화, 경제적 공황 등을 겪으며 ‘발전주의적 신자유주의화’라는 정치경제적 맥락(이른바 역사적 유산)을 갖게 되었다. 이 같은 발전주의적 신자유주의화는 우리사회에 성장제일주의와 시장중심 적 가치로 내면화되어 복지정책에서조차 생산성, 효율성, 경쟁력을 찾는 ‘성장희구의 정치’로 나타나고 있다. 즉 공공성이 우선되어야 할 영역에서조차도 사회적 권리나 사회적 가치가 뒷전으로 밀리고 있는 것이다. 따라서 이 글에서는 한국 복지정책의 발전을 위한 선결과제로 성장희구의 정치 타파와 이를 위 한 정치적 노력이 시급함을 역설하고 있다.

The purpose of this survey is to understand and identify how many organizations in Korea understand the importance and necessity of supply management policy. Most of supply management professionals have purchasing process(procedures) regardless of number of ones. However, they are generally not well aware of purchasing policy in supply management department in Korea. Advanced supply management organizations in U.S.A and main Europe countries recognize the necessity of supply management policy and pursue more reasonable one as a guideline of supply management in compliance with the characteristic of its business like national constitution. As the result of the 1st attitude survey and study on supply management policy, first, there is no big differences between public and private organizations to policy components. second, public organizations should have supply management policy considering a social standpoint a little bit differently from private ones. Third, most of supply management organizations have not comprehensive policy. Fourth, they are recognizing the importance and necessity of its policy, even though they don’t have it at the moment. However, in conclusion, through the survey, we find out that most of supply management professionals in Korea begin to recognize the importance and necessity of supply management policy to take a leading role in purchasing process(procedures. Furthermore, we recognize that related supply management experts and organizations including supply management professionals should continuously make an efforts to disseminate the importance and necessity of supply management policy

한국의 사드 배치 결정을 계기로 악화된 한중관계를 개선시킬 해결의 실마리를 찾기 위해 서라도 현 중국체제에 대한 연구는 필수불가결하다. 현재 중국을 이끌고 있는 국가주석은 시 진핑이다. 그는 강력한 리더십을 바탕으로 중국내부의 문제는 물론 대외문제에까지 강경한 자세로 임하고 있다. 따라서 현재의 중국을 파악하기에 앞서 리더로서의 시진핑이라는 인물 에 대해 분석해 볼 필요가 있다. 본 연구에서는 리더십 분석에 있어서 널리 알려진 양분법인 거래적 리더십과 변혁적 리더십에 더해 창의적 리더십을 추가하여 시진핑의 리더십을 분석하 고 있다. 그리고 그의 리더십을 판단하기 위한 자료로 국가 주석이 된 이후에 그가 시행한 국내 및 대외정책을 사용하였다. 왜냐면 리더는 그의 인물보다 시행한 정책과 같은 그의 업 적으로 평가 받는 경향이 강하기 때문이다. 본 연구는 시진핑의 정책들을 통해 그가 상기의 3가지 유형의 리더십 중 어느 쪽에 가까운가를 알아보는 것을 목표로 삼고 작성하였다.
