        This study is on the focus of the cost-effective and time-effective in the BCTOC which commenced the On Dock Termainal System in 1998 for the first time in Korea. On this process of study two categories should be considered : (1) Improvement on Business Process (2) Improvement on Information Technology.         If a system has a large boundary and complexity, forecast's accuracy will be very low when consider the system's substance as black box. Thus, it is necessary that analysis by structure model. To examine competition in Northeast Asia Ports, it has assumed that the form of structure model, For which the System Dynamics method is adapted in this paper. Northeast Asia Ports Model includes five ports - Pusan, Kobe, Yokohama, Kaoshiung, Keelung, - which are adjacent to each other by geographically and has a competition relation. The Northeast Asia Ports Model has several sub-systems which consists of each unit port models. And, each unit port model found by quantitive, qualititive factors and their feedback loops. All effects which components of one port have influence to components of the rest ports must be surveyed in order to construct Northeast Asia Ports Model, but it may be impossible currently. In this paper Northeast Asia Ports Model was simplified by HFP-Hierarchical Fuzzy Process Method -adapted to integration of level variables of unit port model. Container cargo volumes in Northeast Ports Model is distributed by results of HFP method. And, distributed container cargo volumes effected to unit port model. Developed model can estimate change of container cargo volumes in competitive relation by alternation of simple parameter, and reflects dynamics characteristics which are included in model.

        A study on ventilation design using the spreadsheet model is carried out to propose means of available design. A sample of complex ventilation system in the non-standard condition is used to illustrate this spreadsheet model. In developing the spreadsheet model, this study has attempted to it general by using computional equations and design parameters that can be readily applied to any spreadsheet software. Also, most design data is contained in the spreadsheet template. This template provides the same design information as the ACGIH worksheet, and operates quickly and efficiently, and is flexible enough to use under different conditions. spreadsheet model allows the ventilation engineer to design quickly and accurately the ventilation system, without spending too much effort in the design process. By storing on computer and diskette, the design data computed finally can be used as a permanent record of specific ventilation system, and because of flexibility to be able to design over and over again while making only slight changes to the input data, the spreadsheet model is used availably to accomplish the design optimazation by redesign and troubleshooting by review from field measurements. Also, the spreadsheet model is available for designing ventilation system under different condition or evaluating existing system or design drawing, because changes in the layout or formulae can be readily made to fit the needs of the designer.

        In this paper, the maritime educational and training systems in different countries were compared and analyzed. The sample countries have been divided into two large groups, one of which comprising the countries adopting European maritime educational system and the other of which consisting of countries adopting American maritime educational system. From the comparison of the two educational systems, the merits and demerits of each system has been analysed. The results of the analyses show that the maritime educational institutes of the countries such as U.S.A., Japan, Korea, Taiwan, which have American maritime educational system, have more adaptability to the rapidly changing, shipping environment. In addition, it has been concluded that the college of the Maritime Science of the Korea Maritime University is required to set up a new educational model which is similar to the of the SUNY Maritime College in the U.S.A to meet the recent changes in Korean shipping industry.

        The amount of cargoes and fishery production have increased continuously during the last decade due to the great growth of the Korean economy. These increasements have made our coastal traffic congested, and the future coastal traffic is also expected to increase considerably. The increased traffic can be a cause of large sea pollution as well a s greater sea casualties us as properties and human lives, which could result in a big national loss. In order to prevent the sea casualties and promote the safety of coastal traffic, the Vessel Traffic Management System (VTMS) along the Korean coastal waterway is inevitably introduced. But, the precise evaluation is necessary required prior to the implementation of VTMS because this system necessitates a huge amount of budgets. This paper aims to propose the model of evaluation process, but the evaluation as to the urgency of establishment is not only very complicated and fuzzy but also affected by the subjectivity of human. Therefore, fuzzy integral is adopted as the mathematical model of evaluation in which decision-maker can intervence by making decision considering the calculated membership-function. Four aspects, namely, the frequency of sea-casualities, the traffic volume, the frequency fuzzy day, and the complexity of waterway are selected as the item of evaluation, and the fuzzy measure are applied to the evaluation of 8 candidated regions such as the adjacent area to the port Inchen, Kunsan, Mokpo, Wando, Yosu, Pusan, Pohang, Donghae. As a result of evaluation, the priority as to the candidated regions is obtained, and the following prior execution regions, namely, the adjacent area to the port Pusan, Yosu, Mokpo & Wando are selected by considering the present situation, but, in the long run, the VTMS should be executed in the whole coast of the nation, through the cost-effectiveness analysis.
