2014년 세월호 침몰사고 이후 해상에서의 안전에 대한 국민적 관심이 높아져 왔다. 해상에서 인명구조에 필요한 초기 대응시간을 확보하기 위해 구조기관의 골든타임뿐만 아니라 조난자도 구조대원이 현장에 도착하기까지 필요한 시간을 확보할 필요가 있다. 본 연구는 유류오염방제정(이하 방제정)에 비치된 오일펜스를 활용하여 다수의 인명들을 구조할 때 조난자의 심리적 안정을 유지하고 안전하게 인명을 구조하는 방안에 대한 연구를 진행하였다. 실 해역 실험을 통해 오일펜스의 측면에 구명줄 설치 시 1 m 당 70 kg 성인 2명의 부력을 유지할 수 있고 양측면에는 4명을 유지할 수 있음을 확인하였다. 또한 오일펜스 상부에 탑승 시 8 m 당 성인 3명에 대한 부력이 유지되고 있음을 확인하였다. 구조 방법으로는 방제정에서 설치한 오일펜스 후단을 잡고 고속단정이 조난자에게 접근시키는 것이 가장 신속하고 정확하게 구조하는 방법임을 확인하였다. 이 결과로 오일펜스를 활용하여 구조기관이 구조에 필요한 시간을 확보하고 아울러 조난자가 구조 시까지 심리적 안정을 가질 수 있어 다수의 인명들을 구조할 때 구조 방안으로 활용할 수 있음을 확인하였다.

This study was conducted to develop a dummy in an environment similar to the human body, to prepare a standard for evaluation and to present the process of the production in order to evaluate the performance of the robot that can detect the persons needing rescue in a confined space, who are difficult for fire-fighting officials to rescue in case of fire and disaster. As a result, a standard for evaluation was developed and standardized into four parts ‘Normal,’ ‘Risk Stage 1,’ ‘Risk Stage 2’ and ‘Risk Stage 3’based on the number of breath cycles, carbon dioxide concentration, core temperature and criteria for hearing to recognize the voice. In addition, in order to produce a dummy, fever, breathing capacity and voice output function were compared and analyzed. This study has significance that it built up basic data of the method of producing the actual dummy, by presenting characteristics and controlling methods using the waterproof insulation heating coil for the function, solenoid valve for the consecutive output of breathing capacity and USB program sound board for voice output.

본 연구에서는 미국 일본 등 해양선진국에서 운영하고 있는 민간해양구조세력의 사례와 국내 의용소방대의 현황을 조사, 비교분석하였다. 이를 통해 한국해양구조협회와 민간해양구조대로 이원화되어 있는 해양구조세력을 일원화하여 통합구조체제를 갖추고, 법제화를 통해 안정적인 육성 지원책을 마련할 필요가 있었다. 효율적인 구조활동을 위해 미국 캐나다처럼 정부기관에서 지휘 통솔권을 갖추도록 법령을 정비하고 교육 훈련을 체계화하며 전문교육기관 위탁교육 등을 통하여 구조역량을 높여야 할 것으로 판단되었다. 민간구조세력의 안정적인 지위를 유지하기 위해 정부지원금 등 재정지원책을 마련하며, 해양구조 업무를 담당하는 일원으로 사명감과 자긍심 고취를 위해 국내 외 연수 등 사기진작책 마련 등 법적, 제도적 개선사항을 도출하여 제시하였다.

해상수색구조 책임기관인 해양경비안전본부는 해양사고에 대하여 적절히 대응한 것으로 평가되어 왔으나, 최근 발생한 세월호사고 발생 직후 초기단계의 신속 효율적인 대응에 실패함으로 인해 비판을 받게되었다. 이와 관련하여 저자는 향후 발생할 수 있는 해양사고시 인명손실을 최소화하기 위한 방안을 모색하기 위해 우리나라 해역에서 발생하는 해양사고의 특징을 분석하고, 수색구조조정과 인적자원을 중심으로 국가수색구조체계를 검토·분석하였다. 그 결과, 해양경비안전본부는 특히 연안역 해양사고에 신속하게 대응하기 위하여 고속구명정 및 구조헬기를 확충하여야 한다. 그리고 현행 조정체계의 운용상 문제점을 개선하기 위해 IMO 지침에 맞춰 구조조정 본부설치를 재조정하여야 하며, 수색구조요원의 전문성 제고를 위한 의무적 교육 및 자격 제도의 도입이 필요하다.

The purpose of this study was to provide a practical guide to the proper way of lifting a patient using various types of stretcher that rescue crews use by analyzing the load on the lumbar region. The experiment was conducted with working male and female rescue crews. Having mixed groups of gender complete tasks such as lifting, moving, and unloading a patient using four different types of stretcher, we recorded variations of the lumbar bending angle and calculated the load on the lumbar region using 3D SSPP. The data showed, in terms of the lumbar bending angle, it was greater when only females were involved in the work, and there were very significant differences in the angle depending on the types of stretcher used and body sizes of each subject. In the analysis of the load on the lumbar based on the bending angle, NIOSH was over the recommended limit in certain groups. Utilizing the analysis, it is recommended, in the medium and long term, to improve equipments for rescue personnel and to guide them to the proper way of working.

On January 21, 2011, the Korean navy commandos rescued the twenty-one crewmen abducted and detained by Somali pirates in the Indian Ocean. The pirates captured alive were brought to Korea for trial and the prosecutor’s office of Pusan sentenced the leader of the Somali pirate group to life-imprisonment. The other four pirates received imprisonment terms from 12 to 15 years. Regardless of these domestic legal punishments, this rescue operation has raised a few critical international legal questions. The primary objective of this paper is to answer these questions. This research analyzes the international legal characteristics of the Korean Navy’s rescue operation. Then, a few case-studies of military rescue operation are carried out in order to justify the Korean Navy’s rescue operation. The Korean Navy’s rescue operation may be regarded as an act of forcible self-help and realization of existing international legal right.

Fire scene is mostly destroyed by the flames but fire fighter's fire suppression and rescue activities also destroys a substantail portion. Structures and furnitures which has already become weaken can be easily damaged. Or when structures built up by moving to another location, it's very hard to restore the original state. Also if it is restored, the object has no evidence that it has existed. In all scenes, the scene can't be preserved when quick extinguishment, rescue activities and preventation of fire spread is needed. On this paper, it reviewed the notes about the possibility of field damage by fire suppression and rescue squad's activities. Also it has reviewed the notes how to minimize the field damage by putting out fires and rescue activities by observing the precautions. The reviewed information will help to make guidelines for preserving the scene. By this, it is expected to make a field study exactly by collecting more valid evidence.
