        In this study, using the synetics technique for strategies by making unfamiliarity into familiarity in the case of 911 terrorism. This study has meaningful messages for citizens and firefighters’ illness caused by disaster sites in the field of disaster management in Korea. There are 7 stages to explain cause of a variety of cancers happening to citizens and firefighters in this study. The 7 stages are composed of real situation, direct analogies, personal analogies, symbolic analogies, new direct analogies, and review. This synetics will contribute to providing better ideas for citizens and firefighters’ physical and mental health conditions.

        The USS Lassen’s October 2015 South China Sea freedom of navigation operation was exemplary in some respects and cautionary in others. This article argues the Lassen’s mission to sail within 12 nautical miles of one of China’s artificial islands was a successful albeit exploratory challenge because the operation has helped to clarify maritime claims in the region and garnered international support for continued operations. This paper examines the US Freedom of Navigation Program’s broader goals of benefiting the international community with a rules-based system. It also argues that increased transparency is essential if these goals are to be achieved. This article analyzes China’s unclarified claims in the South China Sea and explores the concept of “psycho-legal boundaries” in relation to the so-called nine-dash line. It concludes by presenting suggestions for plotting a proper path forward for FONOPs in the region with an emphasis on protecting the marine environment.

        이 연구는 고등학교 한문 수업에서 수업 관찰의 구조와 문제점을 알아보고, 그 대안으로써 수업 비평의 개념과 방법을 정리하였다. 수업 관찰자는 체크리스트로 인하여 관찰자의 관점과 관찰 대상 을 제한하고, 수업을 탈 맥락으로 관찰하게 하며, 수업의 외적 형태나 행위 또는 결과에만 주목하게 하는 한계가 있다. 또한 연구 수업 협의회는 수업을 관찰하는 사람들의 고유한 시선과 안목을 잘 드러내지 못한다. 교사들은 체크리스트 속에 자신의 관점을 숨기기기 때문에 어떤 한문 수업이 좋 은 수업이며, 수업활동을 어떻게 이해해야 하는 지에 관한 의미 있는 대화를 나누기도 어렵다. 이러 한 상황을 개선하는데 수업 비평은 한문과 수업을 바라보는 안목을 높일 것이다. 교육대학원에서 수업 비평을 같이 공부한 6명의 한문교사가 K교사의 고등학교 3학년 한문 수업 을 보고, 작성한 수업 비평문을 통하여 수업을 수업 비평의 시각으로 보고자 하였다. 수업 비평은 한문 수업을 보는 현실을 개선하는데 도움을 주어, 한문교사들이 수업을 새로운 관점에서 바라보도 록 시각을 전환하게 하고, 수업을 이해하는 다른 방법과 절차를 알 수 있도록 하며, 수업을 성찰하 고 학생을 위해 수업을 개선하게 할 수 있을 것이다.

        This study adopts a flow theory perspective to investigate the learning engagement levels of 224 Korean high school students during EFL classes and the factors that may relate to differences in their engagement. Engagement was defined as the simultaneous experience of concentration, interest, and enjoyment. The experience sampling method was employed to measure 10th and 11th graders’ appraisals of instructional activities. Each participant was sampled twice randomly during each of three observed lessons. Momentary levels of engagement were examined in relation to students’ appraisals of activity qualities (importance for future goals, difficulty, possessed skills/competence in the area of the activity), and contextual factors (gender, grade, teacher, ability-track). Descriptive analyses, ANOVAs, and t-tests revealed that only 13% of the students were optimally engaged in lessons that were predominantly teacher-centered; increased engagement was associated with students’ appraisals of activity importance for future goals and with feelings of competence; and learner group engagement differed according to who taught them. Some teachers seemed to use an approach more conducive to engagement.

        Over its 20 years of practice, the Appellate Body gradually established a de facto stare decisis rule similar to that exists in common law system. Given the tight time constraint as provided in the DSU for an appeal process, the Appellate Body may face a situation where there is no sufficient time available for it to consider thoroughly all the elements for the interpretation of a provision, especially arguments or evidence of law that have not been raised even by the parties nor by the panel. If the issue whether Article XX of GATT 1994 can be invoked by China to justify a violation of paragraph 11.3 of its Accession Protocol had been decided in China-Raw Materials, can this issue be reopened and assessed again in China-Rare Earths? The author explored these two cases in light of the relevant WTO precedents as well as the common law thinking. This article concludes that it is both necessary and technically feasible to correct certain previous interpretation. Such a correction will contribute to further improvement in the clarification and interpretation of the covered agreements and accession protocols; hence give more confidence to Members that their rights and obligations under the treaty can be well preserved by a system with a built-in self-correction mechanism.

        본 연구의 목적은 우리나라 고등학교 지구과학 수업의 담화적-인식적 기제들을 탐색하는 것이었다. 세 명의 현직 고등학교 교사들로부터 총 11편의 지구과학 수업 녹화물을 수집하였으며, 모두 전사한 후, 선행 연구에서 사용한 담화 분석틀을 이용하여 분석하였다. 그 결과로 고등학교 지구과학 수업에서 특정한 인식적 기능을 담당하는 기능적 집합으로서 담화적-인식적 기제들을 확인하였고, 그 특징을 인식적 기능을 중심으로 기술하였다. 또, 분석 결과를 선행 연구의 결과와 비교하여 지구 과학 수업의 담화적-인식적 기제들의 특징을 강조하였다. 앞으로의 연구를 위한 시사점으로 중학교 과학 수업과 대안적인 형태의 과학 수업에 대한 분석, 교사들과의 심층 면담과 같은 확대된 연구 방법을 통한 연구를 제안하였다.

        The purpose of this study is to show how Korean English learners develop a critical lens to analyze graphic novels without much reflection. English as a second language studies have showed the effectiveness of using graphic novels. However, not much research has addressed teaching a critical approach to English reading at the elementary levels in English as a foreign language setting. This study describes how nine elementary school students were engaged in critical literacy practices when they read graphic novels. Their interactions during a 14-week literacy engagement with the researchers were transcribed and analyzed. Students were able to challenge the dominant ideology of the texts, sharing examples that did not fit with the beliefs presented and that represent missing perspectives. These were common reading practices that they engaged in as a means of confronting the dominant cultural representations. Some interactions demonstrated that students suggested alternative worldviews to interpret the texts, so that more democratic and broader considerations of multiple perspectives were represented. This critical literacy activity related to their empathetic connections to cultural minorities.

        The main objective of this paper is to sequentially analyze the major themes in rural devel-opment by taking the case studies of Pakistan and Korea using the framework proposed by Ellis andBiggs. The data presented in this paper is based on an intensive review of literature and in-depth inter-views with some key persons from different organizations in the Republic of Korea. It indicates that atthe time of independence, both countries had weak industrial base and the economy was largely depen-dent on agriculture. Agricultural development remained the main focus of Pakistan’s development poli-cies since independence; however, it was not until early 1970s when development of agriculture and ruralareas became the priority of Korean government. Though many development projects have also beenimplemented in Pakistan since its independence, inconsistent policies adopted by different politicalregimes is one of the main reasons for comparatively poor performance in agriculture and rural devel-opment sectors while the Korean government and policy makers have quickly responded to differentchallenges that emerged from time to time. It seems that Korean government is taking necessary mea-sures to diversify the rural economy through the promotion of agricultural value addition, rural tourismand improved marketing infrastructure to meet new challenges, along with the commendable efforts ofits research and extension organizations; however the response of Pakistan seems rather sluggish in thisrespect. The concluding argument is that though contextual, cultural and socio-economic differencesmay be taken into account while comparing the development history of different countries, developingcountries can learn substantially from the experiences of a developed country in some particular sector,notably in the problem solving approach, integrated strategy, agricultural value addition, strengtheningof local governments, livelihood diversification in rural areas, effective linkages between different orga-nizations and emphasis on sustainable livelihoods.

        CBD and one of key character The Convention on Biological Diversity (hereinafter CBD), adopted in 1992, play unique role for global environmental policy in the world. Comparing to other nature conservation convention like CITES and Ramsar which have listing mechanism on specific species or sites, CBD provide opportunity for setting challenge, priority on biodiversity in global, regional and local level and discussing solution. One of uniqueness of CBD is broad range of agenda. Conference of Parties (COP) to the CBD deals nature conservation policy, land use planning (agriculture), use of nature (eco-tourism and customary/traditional knowledge on nature and its use) and scientific and technological matter on nature (Genetically modified species and genetic resource use) and made decision by consensus of 193 countries and region. Japanese Civil Society Strategy to engage CBD Process Towards CBD-COP10 in Japan in 2010, Japan Civil Network for CBD (JCN-CBD) was established to response to such wide scope of CBD and had 17 working group. The network was supported by scientist. Natural science supported better understanding on biodiversity, appropriate advocacy work and making communication based on science. JCN-CBD focused their role as information center (gather, consolidate, arrange and make easy-communication tool from them) and arranging the synergies with working group so that can promote engagement of civil society to CBD process. After COP10, to support strategic plan and 20 Aichi targets which was most important outcome and common global target about biodiversity in UN system, Japan Committee for IUCN are promoting Nijyu-maru Project which is a kind of campaign collecting commitment for contributing Aichi biodiversity targets and got 242 in commitment actions and from 178 organization. Key message People in host country of COP can easily access and influence to the global discussion on biodiversity through its preparation process. I would like to emphasize the benefit to engage it and importance of the role of natural sciences.

        With the increased use of online learning in language education, the importance of videoconferencing lessons has recently received much attention in improving English speaking skills in Korea. This study examines the aspects of videoconferencing lesson that were helpful for improving students’ pronunciation. Six middle school students in Korea were assigned to two videoconferencing sessions with pre- and post-tests, and they had opportunities for interviews and selfreports after the two sessions. During the pre- and post-test, students pronounced words from a screen, distinguishing specifically between /r/ versus /l/ and /b/ versus /v/. In the interviews and self-reports, they described the factors in the videoconferencing lesson that were most helpful for their English learning. This study examined the appropriateness of videoconferencing tools and found that students’ self-assessment, more teacher feedback, and the flexibility of the technology were most helpful for improving Korean students’ English pronunciation.

        주기 위해 실천적 추론 과정을 적용하는 실천적 문제중심수업을 강조한다. 그러나 교실에서 만나는 학생들은 가정 교과에 대한 필요성이나 흥미도가 매우 낮아 가정 교과를 유용하지 않은 과목으로 인식하였으며, 학습에 적극적이지 못하고 실생활에서의 실천도도 낮은 편으로 나타났다. 이에 학생들로 하여금 가정 교과에 대한 인식을 개선하고 학습 참여도와 실천적 태도를 신장시킬 목적으로 연구를 시작하였다. 우선 어떻게 하면 학생들의 학습참여를 높일 수 있을까 고민하였다. 수업은 재미있어야 한다. 재미있는 수업을 통하여 흥미도를 높이고, 가정과목에 대한 인식을 바꾸어 나가고자 하였다. 이를 위해 더욱 적극적인 동기부여를 주기 위하여 켈러의 동기이론을 적용한 실천적 문제중심수업을 구안·적용하였다. 실천적 문제는 다양한 학습자료의 제공으로 흥미를 느끼고 접근하게 하였으며, 소그룹 협동학습 모둠을 기반으로 한 토론 및 다양한 체험 활동 위주의 수업을 통해 실천적 추론을 용이하게 하였다. 연구 결과 학생들은 가정 교과에 대한 인식의 변화를 가져왔는데, 가정 교과는 재미있고, 유용한 과목이며 실생활에서도 실천적 태도가 향상되었다고 응답하였다. 또한, 실천적 문제중심수업은 사고력, 협동심, 문제해결력 향상에 효과적이며, 앞으로도 실천적 문제중심의 수업을 희망하였다.

        미얀마는 생태적 다양성과 함께 풍부한 수량, 비옥한 토질 등 양질의 농업환경을 갖고 있다. 1960년대 동남아의 최대 쌀 수출국이었던 미얀마가 농업 후진국으로 전락한 것은 농업에 대한 열악한 투자와 자본과 기술의 부족으로 농업의 기계화나 비료 사용이 극히 제한되어 농업생산성이 떨어졌기 때문이다. 이에 본 논문은 미얀마 농업분야의 현 상황을 검토한 후 한국의 발전과정에서 도출한 경험을 바탕으로 미얀마의 농업개발을 위한 제안을 목적으로 한다. 현재 미얀마의 농업과 농촌발전을 저해하는 제약요소들은 다음과 같다. 첫째, 높은 생산비용에 비해 낮은 품질의 농산품, 낮은 생산성, 농업인프라의 부족 등 농업생산분야에서 한계를 보이고 있다. 둘째, 불안정한 수급에 의해 농산물가격의 급격한 변동 및 저장시설부족으로 인한 농산물마케팅에 문제점가 있다. 셋째, 농업 연구 및 지도 관련기관 직원들의 기술 및 지식수준이 매우 낮으며, 낙후된 시설과 장비부족 등으로 농민들에게 제한적인 농업기술 교육 및 훈련을 제공하고 있다. 넷째, 농촌경제의 활성화를 위해 설립한 금융시스템이 설립 당시 역할을 제대로 수행하지 못하고 있으며, 실효성이 매우 떨어진다. 다섯째, 정부내 연구 및 지도기관간의 유기적 협력이 이루어지질 않아 농업연구결과가 현장에 연결되는데 어려움이 나타나고 있다. 미얀마의 농업발전을 위해 한국의 경험을 살펴볼 필요가 있다. 한국의 경우 미얀마의 현재보다 더욱 열악한 환경속에서도 1960년대부터 녹색혁명과 백색혁명 및 새마을운동을 통한 복합적인 농업개발을 통하여 농업분야를 포함한 성공적인 경제발전을 이룩하였다. 한국의 경험으로부터 미얀마의 농업개발을 위해 제시되는 중요한 교훈은 시대환경과 흐름에 맞게 농업정책이 조정되었다는 것이다. 한국의 발전경험을 중심으로 미얀마의 농업발전을 위한 교훈은 다음과 같다. 첫째, 농업의 생산성을 제고시켜야 한다. 농업용수 개발 및 관개시설의 개선사업을 통해 생산성을 향상시키고, 전문기관을 신설 또는 조정하여 연구와 농촌지도를 통해 생산현장에 새로운 기술을 전파함으로써 생산성을 증가시킨다. 둘째, 농촌지역을 활력화 시킨다. 농촌인프라를 개선하고, 농촌금융을 선진화하며, 새마을운동을 통한 정신계몽을 추진하는 등 농촌지역을 활력화 시킨다. 셋째, 농산물 도매시장과 농산물의 가공저장시설의 건설 및 유기적인 유통체계를 구축하여 농산물유통체계를 개선한다.

        Since 1960, the international community has established a plenty of multilateral agreements on liability regime for ultra-hazardous activities, particularly in the area of international nuclear and space law. The liability regime of nuclear damage has imposed compensation exclusively on operators of nuclear installations whether private or State under strict liability principle of the international conventions. Moreover, new changes of international nuclear conventions following Chernobyl incident reflect a significant change of liability for nuclear accidents. Although there was similar incident, called Cosmos 954 case, with nuclear activity, international space law has not developed and remained ambiguous in certain respects, while imposing absolute liability on State actors. This paper, thus, studies whether States, alone, should be liable for all damage from space activities caused by private operator, similar to the liability scheme of international nuclear law. Moreover, vague term in international space law, for instance, damage and other relevant concepts such as space safety standard and international space organization have been taken into account by comparative approach with the terms of international nuclear law.
