우리나라는 3면이 바다로 둘러싸여 있을 뿐만 아니라 국가하천과 지방하천의 연장이 26,843km에 달하고 있어 풍부한 해수면과 내수면이 함께 공존하는 지리적 특징이 있다. 국민소득의 향상 등으로 내수면에서 운항하는 선박이 지속적으로 증가하고 있어 내수면에 서 선박사고 및 인명사고의 위험성도 증가하고 있다. 본 연구에서는 내수면관련 법령조사 및 운영현황 분석을 통하여 거시적인 내수면 선박의 안전관리 대책 방안을 제시하였다. 그 개선방안으로 하드웨어적 인프라로서 사고 초기대응 및 인명구조의 골든타임 확보를 위한 충분한 내수면 소방정의 확보와 내수면 선박 사고예방 전문기관의 운영을 제언하며, 소프트웨어적 인프라로서 내수면 선박의 출항통제기 준 마련과 현행 해수면 선박에만 적용하고 있는 안전진단제도를 기반으로 내수면 선박의 특성에 맞는 맞춤형 제도도입을 제언하였다. 이 러한 내수면 안전관리 정책은 내수면 선박 사고발생 시 신속하고 체계적인 대처 방안 마련에 기여할 것으로 기대되며, 세월호 사건 이후 잠시 활성화 되었던 내수면 선박에 대한 안전관련 연구에 지속적인 관심을 갖는 기회가 되었으면 한다.
The objectives of this study were to analyze the fish community structures and distribution characteristics of fisheries resources in the Osip Stream and Wangpi Stream, fishery resources protection areas. For the study, we conducted fish samplings four times in the two streams from April to October 2019. In Osip Stream and Wangpi Stream, we sampled 31 species and 29 species and the dominant species were Zacco platypus (28.6%) and Squalidus multimaculatus (41.7%), respectively. According to the life type of fish species, primary freshwater species were collected 18 species (58.1%) and 21 species (72.4%), and migration fishes were sampled 4 species (12.9%) and 6 species (20.7%) in Osip Stream and Wangpi Stream, respectively. Fisheries resources species showed high relative abundance in June, and the fish biomass was highest in October. As a results of comparing the previous studies with this study, both rivers showed high biodiversity and were found to maintain stable populations of fishes. According to analysis of tolerance guilds, the proportion of tolerant species, based on the number of individuals, was composed of 14.4% and 1.1% in Osip Stream and Wangpi Stream, respectively. This very low ratio of tolerant species confirmed that both streams have very good physiochemical environment conditions. From the above results, it was judged that the fishery resource protection areas of Osip Stream and Wangpi Stream have high ecological function and preservation value. For sustainable use and management of fishery resource protection areas of Osip Stream and Wangpi Stream, it is suggested that biological disturbance management, fish discharge projects considering environmental capacity, efforts to improve the habitat environment, and establishing a fishery resource protection areas management system were necessary as considerations.
This study is aimed to analyze fishermen’s perception and the economic feasibility of inland waters ranching project on the branches of Geum River. Analysis of fishermen’s perception on the branches of Geum River showed that fishermen had an affirmative response on the inland freshwater ranching project related issues such as fisheries resources enhancement, necessity of project, economic achievement as so on. The model of inland waters ranching project on the branches of Geum River is designed to fisheries resources enhancement, habitat compositiom, ecology tours, use and management of resources. The results of the economic feasibility of inland waters ranching project on the branches of Geum River were internal rate of return (IRR) was 18.43%, a benefit-cost ratio was shown to be 1.54, net present value (NPV) was 4,929 thousand won, which indicates the economic feasibility of inland waters ranching project.
The purpose of this paper is to confirm the trend of inland water fish farming in North Korea and to suggest a plan for inter-Korean cooperation. North Korea’s inland water fish farming laid the foundation for production in the 1950s and 1960s, and production facilities were expanded until 1980. In the midst of the severe economic crisis in the 1990s, North Korea paid attention to inland water fish farming as an alternative to food production. The military took the lead in expanding the aquaculture industry and catfish farming was encouraged. In the Kim Jong-un era, North Korea’s inland fish farming continues the tradition of catfish farming and promotes a policy of expanding inland cage farming. This study comprehensively reviewed recent inter-Korean relations, North Korea’s food crisis and acceptability, and UN sanctions. As a result, inland water fish farming is the most promising field for inter-Korean cooperation in the field of fisheries. In the initial stage of inter-Korean cooperation in the field of inland water fish farming, humanitarian aid projects such as feed and seed support can be promoted. In the stage of expanding inter-Korean cooperation, knowledge sharing program and materials and facilities support projects can be promoted. Development cooperation and direct private investment are possible at the full-scale stage.
In terms of coastal and marine tourism, Busan’s Haeundae had the nation’s representativeness, and is pushing for many kinds of related policies to revitalize the special tourism zone. Due to a drop in the number of beach users, it is inevitable for the Haeundae Special Tourist Zone to face active responses to new trends emerging in the global tourism market. Therefore, the purpose of this study is to present a tourism strategy for making the Suyeong River as a more competitive ourist resource along the zone. First, a language network analysis is conducted through interviews to understand the ideas of interest groups for the river cruise activation project. Second, the frame structure of stakeholders is used to analyze solutions by comparing the similarities and differences in recognition frames of interest groups. Third, we intend to analyze the detailed frame types of stakeholders and present new alternatives based on the structure of relationships between types.
This study is aimed to understand the vertical distribution of fish in the daytime and nighttime using an acoustic survey in Yondam reservoir of Jeollabuk-do, and an acoustical backscattering strength of dominant species, bass (Micropterus salmoides) and a bluegill (Lepomis macrochirus), which are classified as the ecosystem disturbing species. The results showed that the fish school was distributed in the shallow areas of less than 10 m depth during the period of Aug. and Oct. where it had a strong thermocline, otherwise, it was distributed over 10-times density under stable water temperatures as 13°C in Nov. There was no vertical patchiness difference between daytime and nighttime unlike the typical marine ecosystem. The dominant species were crucian carp, bluegill, bass. The hydroacoustic method can provide the spatial distribution and effective removal ways of the ecosystem disturbing species in inland fisheries.
