        The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. The purpose of this thesis is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 923 accidents happened at Incheon Port during the period from 1994 to 2003. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.

        We analyzed the questionnaire survey for the current maintenance of Incheon port's loading and unloading equipments and the possibility of TPM(Total Productive Maintenance) application. Results of the survey indicated that the current maintenance of Incheon port's loading and unloading equipments was not good. So we suggest TPM as the future maintenance methodology of equipments. Using TPM to the loading and unloading equipments we will expect to improve the productivity of the loading and unloading operation and to increase the life time of equipment. And also it will raise the safety of Incheon port.

        We applied the TPM to loading and unloading equipments of Incheon port and compared with the current maintenance of Incheon port's equipments. Also we analyzed the death disaster causes of equipments and work tools and suggested TPM techniques as a plan of disaster prevention. Using TPM to the loading and unloading equipments we expect to obtain the breakdown zero, defective zero, and disaster zero. And then it should raise the productivity of harbor loading and unloading equipments.

They are now pushing ahead with setting up of effective marketing strategies to survive in keen competitions of the 21st century port industry. The port is of ever increasing importance for the bridge connecting sea and road transportation in handling international cargoes. The port, differently from general working places, is a closed area required for security, customs, and quarantine procedures. The loading and unloading is being done differently by ports, cargoes, and ships. To do loading and unloading, a lot of equipment and different types of labor are required, which flow is complicated and safe management is essential.         Port, one of nation's key infrastructures, is a point of road and sea transports meeting. As a key base of inter-modal transportation systems, the port is of ever increasing importance for realizing nation's vision of making Korea as an economic and logistics hub in the Northeast Asia. At present, Korean ports handle 99.7% of gross trade volumes in Korea, which requires considerable attention on its safety issues. However, due to the critical characteristics of the port and insufficient attention paid to it, the port industry meets more disasters compared to other industries. Therefore, this paper tries to analyze the disasters happened at the port to have better understanding on its reasons, further to use as learned lessons to prevent from potential disasters that may arise at the port.

        최근 항만하역근로자의 인명사고가 지속적으로 발생함에 따라 사고관리에 대한 필요성이 증대되고 있다. 이 연구는 GRA법과 Entropy법을 이용하여 우리나라 항만에 대해 하역근로자의 재해 위험성을 평가하고 위험성이 높은 항만을 결정하기 위한 것이다. 이러한 목적을 달성하기 위해 먼저 우리나라 항만을 11개의 대상항만으로 구분하고, 브레인스토밍법으로 항만하역근로자 재해 위험성 평가를 위한 평가항목을 추출한다. 두번째는 GRA법을 이용하여 대상항만의 회색관계계수를 산정한다. 마지막으로 엔트로피법을 이용하여 산출한 평가항목의 중요도와 GRA법의 회색관계계수를 결합하여 회색관계등급을 산정하여 재해 위험성의 우선순위를 결정한다. 따라서 제안된 모델에서는 항만하역근로자수, 50세 이상 항운노조원수, 총근로시간, 하역장비수, 철재화물량, 총화물량, 사상자수, 사망자수 등 8개의 평가 항목을 추출되었다. 그 결과 부산항의 재해 위험성이 가장 높게 나타났으며 이에 따라 우선적으로 재해위험성을 경감하는 방안이 검토되어야 할 것이다.

        실제로 서비스를 이용하는 대상인 소비자에게 서비스가 어떻게 인식되고 평가되는지에 대한 명시적인 모형이 부족함에 따라 이를 보완하기 위한 방안으로 서비스품질에 대한 연구가 시작되었다. 본 연구에서는 Parasuraman et all.(1988)의 연구를 토대로 구성한 PZB모형 과 Brady and Cronin(2001)의 연구를 토대로 구성한 BNC모형에 서비스품질모형을 적용하고, 그에 대한 우수성을 비교하였다. 터미널 이용자 를 대상으로 진행한 설문을 활용하여 분석한 결과 PZB모형보다 상대적으로 BNC모형이 더 우수한 것으로 나타났다. 요인이 많아짐에 따라 제공되는 정보의 양이 증가하고, 이로 인하여 설명력이 높아지기 때문에 이러한 결과가 나타난 것으로 보인다. 연구의 결과는 산업의 특성에 따른 차이가 존재하겠지만 본 연구에서 제시한 결과는 추후 항만하역업에 대한 연구범위의 확장으로 이어지기를 기대한다.

        항만간 허브항 경쟁이 극심해 지고 있는 오늘날, 컨테이너 선사는 M&A 및 전략적 제휴로 컨테이너터미널 운영사와의 가격 협상력의 우월적 지위를 갖게 되어 컨테이너터미널 운영사간에 선사 및 화물유치를 위한 경쟁을 더욱 부추기고 있다. 그러나 수요측면에서 컨테이너물동량 증가율 둔화로 컨테이너터미널에서 처리해야 할 물동량은 한정되어 있는 반면, 공급 측면에서 항만터미널의 지속적인 건설은 항만간 또는 터미널간 물량 유치경쟁을 과열시키고 있다. 특히 부산항은 신항 개장이후 북항과 신항간 물동량 유치경쟁으로 인하여 항만하역시장의 교란을 가져오고 있다. 본 연구에서는 부산항 컨테이너 항만하역시장의 구조적 특성분석과 설문조사 방법론을 통하여 향후 부산항 항만 하역시장의 안정화 방안을 제시하고자 한다. 하역시장 안정화 방안으로 항만하역 요율결정체계 개선, 요금신고제도의 개선 및 공정경쟁규약의 제정 등과 같은 법 제도적 개선방안과 컨테이너터미널 운영사별 처리물량 상한제를 도입을 전제로한 항만풀링제도 및 물량연동 임대료제도의 도입방안을 제안한다.

        The economy of Korea has grown up significantly in its scale. It has, therefore, become imperative to develop countermeasures to prevent work related injuries and occupational illnesses resultining from haza-rdous working conditions and handling harmful substances. A lot of cargo handling accident in port have occurred due to the characteristics of poor working environment, diversity of working place and method, fluctuation of the amount of cargo and handling of heavy, long, harmful and dangerous cargo, etc. According to '91 industrial accident analysis carried out by the ministry of labour, the number of the stevedores injured by cargo handling accident in port were 1, 432 persons (the death accident : 22 per-sons), the amount of industrial accident compensation in port was 6.7 billion won (the amount of economic loss : 33.6 billion won), and the injury occurance rate of the stevedoring industry was higher than that of the whole industry. This paper, therefore, aims to the actual status of the stevedoring industry and to extract the main cau-ses of the accidents related to cargo handling in port through factor analysis using the data of the accide-nts in the whole habour from 1990 to 1992, and to suggest the countermeasures to prevent such accident. The main causes of the accident and countermeasures are found to be as follows through the factor analy-sis : Factor1, factor2, and factor3 related to a defect of human being and management, a defect of state and environment, and an insufficiency of education and law are extracted. The short-term countermeasures to prevent these accidents are 1) to consolidate the safety and health organization in the working spot, 2) to secure a safe condition in working spot before dock work, 3) to strengthen a dock worker's safety educa-tion. The long-term countermeasures are 1) to promote a decasualisation of dock workers, 2) to modernize the cargo working methods through constructing exclusive pier and introducing exclusive cargo handling equipment, 3) to establish a exclusive dock accident prevention organization and the dock workers law. Factor 4, factor5, factor6, and factor7 related to an unfitness, a deficiency of technical knowledge, a nonfu-lfilment of safety measures, and a bad arrangement are extracted. The countermeasures to prevent these accidents are 1) to perform a complete safety inspection of cargo handling equipments and tools and to carry out the dock work according to a working plan, 2) to publish and supply technical safety books, safety instruction book, safety check list, etc., 3) to strengthen the safety patrol at the working spot in habour and to activate a safety fund, 4) to maintain always a clean workshop with the safety consciousness in which the good arragement of the working spot is considered to be the beginning of safety.

        Recently recognize the labor productivity of port physical distribution system in the port and shipping areas, Much Efforts for evaluating this productivity has been made continuously. BUt still there is little study, so far, on a systematic research for the management of port labor gangs, and even those were mainly depended on a rule of thumb. Especially the object of this study is to introduce the method of optimal allocation and assignment for the labor gangs per pier unit in the multiple ships berthed at an arbitary pier or port. In case the multiple ships have a homogeneous cargoes or do not have sufficient labor gangs to be assigned. The problem of optimal allocation and assignment of the labor gangs to be i) formalized with multi-state decision process in form of difference equation as the pattern which converted the independent multiple ships into a single ship with the intra-multiple ships, and ii) the optimal size of labor gangs could be obtained through the simple mathematical method instead of complicated dynamic programming, and iii) In case of shortage of labor gangs available the evaluation function considering the labor gangs available and total shift times was introduced, and iv) the optimal allocation and assignment of labor gangs was dealt at the point of minimizing the summation of the total shift times and at the point of minimizing the total cost charged for the extra waiting time except PHI time during port times for the multiple ships combinations.

        Nowadays much efforts for evaluating the productivity of port physical distribution system to meet the rapid change of the port and shipping circumstances has been made continuously all over the world. The major part of these efforts is the improvement of the productivity of cargo handling system. The cargo equipment system as infrastructure in the cargo handling system is organized well in some degrees, but the management system of manpower as upper structure is still remained in an insufficient degree. There is little study, so far, on a systematic research for the management of port labor gang, and even those were mainly depended on rule of thumb. The object of this study is to introduce the method of optimal allocation and assignment for the labor gang in single ship, which was suggested as a first stage in dealing with them generally. The problem of optimal allocation and assignment of the labor gang can be (I) formalized with multi-stage allocation and assignment of the labor gang can be. (II) dealt with two stages in form of hierarchic structure and moreover, (III) The optimal size of labor gang was obtained through dynamic programming from the point of minimizing the summation of labor gang in every stage, (IV) For the problem of optimal assignment, the optimal policy was determined at the point of minimizing the summation of movement between hatches.

        Nowaday all the countries of the world have studied the various problems caused in operating their own ports efficiently. Ship delay in the port is attributal to the inefficient operation in the navigation aids, the cargo handling, the storage and transfer facilities, and to the inefficient allocation of gangs or to a bad service for ships. Among these elements the allocation of gangs is the predominating factor in minimizing ship's turn round time. At present, in the case of Pusan Port. the labour union and stevedoring companies allocate gangs in every hatches of ships by a rule of thumb, just placing emphasis on minimizing ship's turn round time, without applying the principle of allocation during the cargo handling. Owing to this the efficiency of the cargo handling could not be expected to be maximized and this unsystematic operation result in supplying human resources of much unnecessary surplus gangs. Therefore in this paper the optimal size and allocation of gangs for minimizing the ship's turn round time is studied and formularized. For the determination of the priority for allocation the evaluation function, namely F=PHin×(W+H), can be obtained; where, PHI : Principal Hatch Index W : Total Cargo Weight represented in Gang-Shifts H : Total Number of Ship's hatches and also for the optimal size of gangs the average number of gang allocated per shift (Ng), namely Ng=W/PHI, is used. The proposed algorithm is applied to Pusan Port and its validity is verified.
